HomeMy WebLinkAboutP&Z Minutes 1980-02-21 Regularfl I L MINUTES OF A REGULAR MEETING FRIENDSWOOD PLANNING AND ZONING COMMISSION February 21, 1980 The Friendswood Planning and Zoning Commission met in a regular meeting on Thursday, February 21, 1980 at 7:30 p.m. in the City Hall with the following members present: B.Wicklander -ChairmanB.WetzelG.CressD.HoltR.Atcheson With a quorum present and C. Beggs and L. Brown absent, the following items of business were considered. STEVE SUAREZ -PLATTING OF LOT ON BALES LANE Mr. Suarez presented the plat for his lot with the revisions requested by the City Engineer. MOTION: (Cress) to approve the plat for lot on Bales Lane. Second: Vote: Wetzel UNANIMOUS FOR . MOTION CARRIED DON ROBERTS -FRIENDSWOOD TO WNHOMES (Prelinimary) The plans now show the carports at the street line within the project. This allows for the additional 5 1 on the setbacks. The recreation area is to be at the creek line. There is no revision or variance on the drainage pattern. The Commission agreed the second entrance off Dunbar Estates Drive from FM 518 should be closed and a turnaround provided. They also feel 8 additional parking spaces should be provided in the landscaped area. Comments from the police and fire department are to be requested prior to a final app;oval. MOTION: (Wetzel) to approve preliminary of Friendswood Townhomes contingent upon the 6losing of the second drive off FM 518 and replacing with a turnaround, ·also 8 additional parking spaces in the landscapedarea.Second: Vote: Atcheson UNANIMOUS FOR MOTION.CARRIED 17 DISCUSSION -REZONING AT MARY ANN DR. & FM 518 The Commission informed Mr. Poole a negative decision by the Commission could be appealed to the council. The Commission is to confer with the City Attorney on limitations on a recommendation for a different zone. MOTION: Mary Second: (Wetzel) to table decision on the rezoning at Ann and FM 518 until the next meeting. Holt Vote: UNANIMOUS FOR MOTION CARRIED DON ROBERTS -DISCUSSION OF REZONING AT WINDING WAY AND FM 528 FROM R-1 TO C-1 AND R-3 Mr. Roberts asked the Commissions view on rezoning 42.803 acres at Winding Way and FM 528. The plans show 17.7 acres as C-1, 14.204 acres as R-3, 10.881 acres for city parkland. MOTION: (Atcheson) to hold a joint public hearing for April 3, 1980 to rezone from R-1 to C-1 and R-3 42.8Q3 acres at FM 528 and Winding Way. Second: Cress Vote: UNANIMOUS FOR MOTION CARRIED l RECALLING OF HEARING MOTION: (Wetzel) to hold a joint public hearing for the rezoning of 144.04 acres from R-1 to R-3, 55.23 acres from R-1 to R-4 and 72.89 acres from R-1 to C-1 out of and a part of the George W. PattersonSurvey, No. 6, abstract 625, Galveston County, Texas.Second: Holt Vote: UNANIMOUS FOR MOTION CARRIED LI AISON/REPORT Vickie Black discussed the procedures to be followed during a public hearing. They are as follows. (1)It must be held in the Council Room.(2)Any person wishing to speak must sign in.(3)Only 3 to 5 minutes should be allowed per personfor their comments.(4)No questions asked of the public until everyonehas spoken. She also informed. the Commission of a proposed 1000 lot subdivision in League City ajoining El Dorado, which is to drain into Dickinson. A motion.was made for adjournment.
