HomeMy WebLinkAboutP&Z Minutes 1980-02-07 Regularr-1 lJ MINUTES OF A REGULAR MEETING FRIENDSWOOD PLANNING AND ZONING COMMISSION February 7, 1980 The Friendswood Planning and Zoning Commission met in a regular meeting on Thursday February 7, 1980 at 7:30 p.m. in the city hall with the following members present: B.Wicklander -ChairmanB.WetzelG.CressD.HoltR.AtchesonL.BrownC.Beggs With a quorum present, the following items of business were considered. FIRE STATION -FM 528 Mr. John James presented plans for a new fire station to be constructed on FM 528. The Commission agreed the plans were complete and comply with the City Ordinances. MOTION: (Brown) to approve plans of the fire station for building permit. Second: Wetzel Vote: UNANIMOUS FOR MOTION CARRIED CITY HALL ADDITION George Calk presented plans for an office addition to City Hall. The plans were met favorably and the present parking facilities accomodate the addition. MOTION: (Brown) to approve the plans for the office addition to City Hall. Second: Wetzel Vote: UNANIMOUS FOR MOTION CARRIED TED BOGREN -RATHBURN SUBDIVISION (preliminary) Mr. Bogren presented plans for preliminary approval of a two acre tract to be subdivided into 2 (one acre) lots at Falling Leaf and Sunset Drive. The plans were accompanied by document of covenant. Upon reviewing the plans, a question on subdividing this particular piece of property is to be considered due to a document stating in the original platting of .this acreage a prov ision was made that the area could not be subdivided. The Commission n u is to consider this question at the next meeting of February 21, 1980. MOTION: (Brown) to accept Rathburn Subdivision for preliminary. Second: Wetzel Vote: UNANIMOUS FOR MOTION CARRIED JOINT PUBLIC HEARINGS (see attached sheet) DOROTHY GREER -DISCUSSION ON DEVELOPMENT IN FRIENDSWOOD Mrs. Greer gave a talk on the problems of land development and the flood problems in the City. She asked the Commission to consider the impact future development would cause on the flood problem. She feels no permits for building should be issued until the drainage problem is resolved. DEAN ANDERSON -REZONING OF PROPERTY ON FM 518 Mr. Anderson came before the Commission stating his intentions for constructing a storage area for equiptment to be used in a tree nursury business. He owns 2.107 acres on FM 518 and Old Road. In the future Mr. Anderson wishes to build his home on the property and raise trees to be carried to another site for planting. The Commission is to confer with council to determine the proper zone for this use of land. The property is now zoned R-1. MOTION: (Atcheson) to refer to Council for the proper catogory for zoning. Second: Wetzel Vote: UNANIMOUS FOR MOTION CARRIED DON ROBERTS -FRIENDSWOOD TOWNHOMES (revised preliminary of Dunbar Townhomes) Mr. Roberts presented a revised plat of Friendswood Townhomes. The size of the units have increased to 1400 square feet to 1600 square feet.' They are requesting a 5' variance on the set back from the street. The Commission considered the future widening of FM 518. MOTION: Second: Vote: (Brown) to reject the revised preliminary Holt UNANIMOUS FOR MOTION CARRIED TED BOGREN -REZONING ON FM 528 The tract of the 408 acres now depict the metes and bounds of each area to be rezoned. The former request for a portion r u to be rezoned to R-5 has been changed to R-3 and R-4. There is now 60 acres designated for Commercial. The city engineer commented on the drainage of the area stating the bridge on FM 528 was inadequate without a retainage pond. The developers were informed of the following recommendations on their propos al. 1.40 acres of commercial.2.1200 units total (density of 3.0) mix ofR-1, R-3, and R-4.3.A set amount for parkland.4.To show all access to FM 528 and streetswithin the development.5.To locate the commercial areas on the interiorstreet rether than on FM 528.6.A 20' right-of-way on FM 528.7.Not to depict the "City Complex".8.A greenbelt on FM 528 in addition to theright-of-way. DISCUSSION -REZONING AT MARY ANN DR. & FM 518 FROM R-1 TO C-1 The Commission agreed to (1) check into the possibility of a lower zone classification for the requested use, (2) to determine if the property is in a wet area (for the sale of acholic beverages) (3) Determine if the area is actually within the Anna Leah Subdviision. MOTION: (Wetzel) to table until the next meeting Second: Vote: Cress FOR Wicklander Cress Holt Brown Atcheson Wetzel AGAINST Beggs MOTION CARRIED DISCUSSION -REZONING AT 217 EDG EWOOD FROM R-1 TO R-3 The Commission discussed the sewer facilities for the area and the fact that both sides of the property are zoned R-1, they felt it was not to best interest to single out this piece of property by a change in zoning. MOTION: Second: Vote: (Cress) to deny the request. Holt UNANIMOUS FOR MOTION CARRIED A motion was made for adjournment. JOINT F(J;BLIC HEARING -TO REZONE LOTS 29, 3p, AND 31 BLOCK 1 SECTION 1 PARTIAL REPLAT OF ANNA LE AH ADDITION OF THE CITY OF FRIENDSWOOD FROM R-1 TO C-1 The chairman asked Mr. Poole to state his purpose of the request. Mr. Poole presented his plans for a 1300 square foot hair styling salon with 11 parking spaces. After hearing Mr. Pooles request the public was asked for comments. ROBBIE WILLIAMS -informed the Commission of the subdivision deed restrictions. A clause within the restrictions state the property within is to remain residential for 40 years. MRS. BINFORD -obtained a petition of 26 property owners opposed to the rezoning. MR. JACK LANE -protested a change due to lack of control in what is to be built and it would serve as another parking "hangout" for the teenagers. MR. MACK McCoy -protested due to a declining investment for the surrounding property owners. MACK FREESTONE -was in favor of the change. INA BARNES -protested due to the overnight parking problem. JOINT PUBLIC HEARING -REZONING REQUEST TO REZONE A 0.675 ACRE TRACT OUT OF LOT 4 BLOCKS, FRIENDSWOOD SUBDIVISION GALVESTON COUNTY, TEXAS FROM R-1 TO R-3. The chairman asked Mr. Stuart his purpose of the request. Mr. Stuart informed the public of his intenstions of building 8 units on the property of 1600 square feet each. After Mr. Stuart was heard, the public was asked for thier comments. VERONICA SCHOLIOS -objected due to the strain on the city services. BOB PARKER -opposed due to the congestion on Edgewood.
