OF THE FRIENDS WOOD PLANNING AND ZONING COMMISSION October 6, 1983 A Regular Meeting of the Friendswood Planning ·and Zoning Commission was held at the City Hall on Thursday, October 6, 1983, at 7:30 p.m. with the following members present. Cress -Chairman Hoppe Beggs Brown Wit,h a quorum present and \'1ith Vice, Miller a_nd ;Jones .·absen:t1 _the following business was transacted. 16.6 ACRES FLOODWAY Mr. Lew D. French owns 16.6 acres located in the floodway. The property backs up to Clear Creek. The ingress ·· egress wou.ld be down Beamer to Dixie Farm through the Exxon Oil field road, the property starting at the bridge. The prop erty is now zoned R-1. Mr. French is considering a rezoning request to A-1 or C-4. He fee ls a good use for the land would be the growing of fruit in conjunction with a recreation facility for camping. Our Zoning Ordinance does not provide for crops and recreation in the same zone. MHB -F.M. 2351 and BLACKHAWK 21.97 ACRES -ETJ BAYWOOD PHASE II AND III -PRESENTLY BEING ANNEXED A plot plan of 360 apartments on 21.97 acres was presented to the Planning and Zoning Commission� The plan shows a detention pond of 3.0 acres, .75 acres of recreation, 30' access easement and 60' street. The ingress egress would be from Blackhawk. The Commission advised the developers the property will need to be rezoned when annexed. The plat needs to be reviewed by the Police, Fire, Clear Creek Drainage District and City Engineer.� The availabiliiy for utilities from the City needs to be checked. The Commission would like to see a buffer fo ·r the Homeowners on Blackhawk. ,_ l l u Page·2 Oct ober 6, 1983 SEVEN ELEVEN SITE PLAN A new site plan was presented to the Commission mo ving the gas canopy 50' back to comply with the Zoning Ordinance. The plan shows 2 entrances off F.M. 528 and one from Sun Meadow Blvd. Several people spoke in opposition to the ingress egress from Sun Meadow Blvd. MOTION: (Brown) To give approval of the site plan with the ingre.ss egress from Sunm eadow Blvd. SECOND: (Cress) VOTE: FOR : Brown,and Cress AGAINST: Hoppe and Beggs MOTION FAILED EAST CASTLEWOOD -REZONING REQUEST A jo int public hearing was held on September 1, 1983 on a rezoning request for 3.2 acres located on East Castlewood. The 3.2 acres is pres ently zoned R-2Jthe request is for R-3 for 18 patio homes. MOTION: (Hoppe) To deny the request to rezone 3.2 acres from R-2 to R-3. SECOND: Motion died for the lack of a second MOTION: (:i3.ROWN ) SECOND: (Cress) To recommend to Council the rezoning of 3.2 acres on East Castlewood from R-2 to R-3. VOTE : FOR : Brown, Cr ess and Beggs AGAINST: Hoppe "MOTION CARRIED. The Plann ing and Zoning Commission called a workshop with Council for October 13, 1983 to revi ew the proposed zoning ordinance. A copy of the Ordinance, a list of proposed changes and a cover letter to be sent to Council pri or to meeting. � { ! \ I Page 3 October 6, 1983 COVER LETTER The Planning and Zoning Commission has throughly reviewed and discussed the Zoning Ordinance and is submitting for your review the enclosed rewrite. It contains the proposed changes on the le ft side of the page; the righ t side of the page shows the sections of the existing ordinance that we are proposing to change. .Also enclosed is a summary ·1ist ·of the more significant changes that are included in the proposed rewrite. We would like to workshop this with you on Thursday, October 13, 1983 at 7:30 p.m ..
