MINU TES OF A SPECIAL MEETING OF THE FRIENDSWOOD
PLANNING AND ZONING COMM ISSION
July 14, 1983
A Special Meeting of the Fr iendswood Planning and Zoning Commission was held at the City Hall on Thursday, July 14, 1983, at 7:30 p.m. with the following members present.
Cress -Chairman Jones Vice Miller Hoppe Brown
With a quorum present and with Beggs absent, the following business was transacted.
MASTER PLAN
Glen Cress presented goals and objectives for the Master Plan to the Commission for discussion.
GOAL: To protect the physical enviroment in such a way that will promote the health, safety and welfare of all citizens of Friendswood, and its ETJ.
1.Provide adequate water supply and waste disposal.
2.Provide op portunities to use and enjoy park and recreationalareas.
3.Provide and encourage greater safety in vehicular movements.
4.Protect developed area from flood damage.
5.Provide adequate police and fire protection (vehicle access,fireplugs, etc.)
6.Provide adequate control of noise, vibrations and emission.
7.Protect developed areas from hazardous conditions.
8.Provide adequate City Administration facilities.

GOAL: Preserve the small town rural character of Friendswood.
1.The average density on the remaining undeveloped land shouldnot exceed ____ units/acre.
2.The land zoned for multi-family units should be limited to theextent that the units will not exceed ____ % of total housing.
3.Open space such as park, recreation land and flood zones shouldbe preserved. As the population increases acquistion of parkland is recom mended. As a guideline, ---;;--acres of parklandshould be available for every thousand persons.
GOAL: To protect residential areas from mixed and incompatible land use.
GOAL: To promote and encourage the development of com mercial businesses that are not objectionable to the citizens of Friendswood and that will broaden our tax base.
GOAL: To promote and encourage the development of Industrial Districts that are not obje ctionable to the City of Friendswood and that
will broaden our tax base.
GOAL: To maintain and improve the Com munity Apperance.
Bill Jones and Mary Brown are going to meet with the Future Growth Committee for their input on the goal to maintain and improve the Community appearance. The other Commissioners will also bring other suggestions to discuss.
DISCUSSION OF REZONING RECOM MENDATION
The land is located on Leisure Lane and Winding Way. The request is for 9.5 acres from C-1 to R-3. A public hearing was held June 13, 1983. Several Commissioners felt part of the 9.5 acres should be R-1 as a buffer zone for the already est ablished Eagles Point and therest R-3; others felt it should stay C-1 and others felt the 9.5 acresbeing zoned R-3 would be a good buffer zone. Commission defferedrecommendation until the next meeting.

Com mission reviewed a plat of Friendship Village is requesting the following itmes be complied with for the preliminary plat:
1.Signatures2.Proof of ownership3.Sidewalks
4.Day care on pl at for set-backs5.Restriction on using streetfor day care
