MINUTES OF A R�GULAR MEETING OF THE FRIENDSWOOD
PLANNING AND ZONING COMMISSION
May 17, 1984

The Friends·wood Planning and .Zoning Commission held a· · regular meeting on Thursday, May 17, 1984, at 7:30 p.m. 'iri the · City ·Hall Coun.cil Chambers. The following members ·:wer� present.

�ith ·a quorum present and with none absent, the following business was transacted.
CAR WASH SYSTEMS OF TEXAS
Norm Lacy presented a drawing of a car wash to be located .. in the :Friendswo od Crossing Shopping Genter located on F.M. Si8 and F.M. 528. Mr. Lacy's drawing included landscaping which had no� been shown on his previous drawing.
MOTION: (Cress) To give approval to Car·Wash Systems of Texas located on F.M. 518 and F.M. 528.SECOND: (Jones) VOTE: FOR: _Miller, Holt, Be�gs, Brown, Cress and Jones AGAINST: Hoppe MOTION CARRIED

The Planning and Zoning Commission received a revised memo from the Fire Marshal requesting the following items stay as in his original memo.

1.All parking within fifteen curb feet to either side ofa fire hydrant must be removed. Uniform Traffic Act ofthe State of Texa s Sec. 95, Item 2. stat�s PNo personshall stand or park a vehicle within fifteen fee� of afire hydrant. 11 The curb in front of the• fire _hydrantshould be painted in accordance wlth chapter 7, section13 of th� Friendswood City Code.
·2. Several areas of the drive and parking areas need to bedeclared fire lanes and marked according to ordinance specifications.
3.Before approv al of occupancy for these buildings, hewould inspect and make sure that all smoke.detectorsare properly installed and operating.
A memo from Russell Williams of the Friendswood.Police Department was also received with the. following items.
1.They would like to see a complete parking lot route fromDunbar Drive to the parking spaces for unit 4301 .. Itappears to them all emergency vehicles would have togo through section 3 parking lot to gain access tosection 4.
2.They also see an unexplained hand drawn·line on parkingspace 4 30 ,2.
3.They pointed out only tw9 new fire hydrants were shownon the plat.
. . After review by the Planning-and Zoning Commission the following items need to be completed before preliminary approval.
l.Request� of-the Fire Marshal on his second mem6 whichare listed above.
2.Fire Hydrants clear and painted
3.For the City Engineer Malqolm Collins to make ahydraulic study of a 3 11 and a 6 11 loop. :
4.The no parking zones be clearly marked.
5.Take out parking spaces to allow -for the parking ofthe fire trucks

PRO POSED DEVE L OPMENT F.M. 518 AND F. M. 528
Mitch Mitchell presented a proposed deve lopment of 17.9 acres zoned C-1 on the-Corne� of F.M. 518 and F.M. 528 to thi; Planning and Zoning Commission for the ir input. The proposed
dev�lopment consists of a 10 story atrium, 3 to 6 story parking garage with a drive in bank, several lakes, 6 two-story.buildings and a heliport.

Mr. Addihgton presented a plat subdividing .5175 and .3444 acres out of 7.7763 acres for the development of a strip center and a Stop N Go Store on the corner of F.M. 528 and Sunset. He was advised to have the plat reviewed by the City Engineer and the Clear Creek Drainage District.

STRIP CENTER
Mr. Addington presented a drawing of a strip center on F.M. 528 and Sunset. He was advised the following needed to be shown on the drawing.
1.Show location of dumpster�-Ingress -Eqress to Stop N Go Store �here theysaid they would share a dumpster 3.No access·to•the back .of the :center4.' Not enough parking available
WINDING WAY CONDOS � NEW NAME -OLD BROOK TOWNHOMES -PRE APP
Mr.Montgomery presented a drawing of 11.6 acres. zoned R-4 tobuild 104 units,the first phase to be 40 units. The following items need to be completed before· presenting the preliminary .

/ 1.Drainage.out of the subdivision2.Buildings numbered with corresponding parking space3.·Deed �eitrictions •4.Review by Fire Marshal5.Sidewalks down the entrance to the development.
WILDERNESS TRAILS -13 ACRES
David O' Farrell. representing -Dr .. Andrews, .requesting to ,subdivide 13 acres into 4 lots on Wilderness Trails. Mr. O'Farrell was advised the unimproved road would need to be brought -up to City specifications .a.nd there are no utilities ava'ilable.
AUTO CLEAN -F.M. 2351
Ron Prichett representing Tom Kent presented drawings for a Auto Clean on Wandering Trail and F.M. 2351. The Planning and Zoning Commission requested .they would like to see some landscaping along F.M. 2351.·

AMENDED REPLAT SAN JOAQUIN
An amended replat of San Joaquin was pres·ented to· the Planning and Zoning Com�ission because of a typographical error by the engineering office on the plat.
