MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD
PLANNING AND ZONING COM MISSION
November 15, 1984
The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, November 15, 1984, at 7:3 0 p.m. in the City Hall Council Chambers. The following members were present.
Miller -Chairman Brown Hoppe Jones Beggs Holt Cress
With a quorum present and with none absent, uhe following business was transacted.
Chairman Ralph Miller, called the recessed Public Heating of November 5, 1984, to order. The it ems to be considered are listed below.
EXXON
1.To drill Exxon's R.D. Haden Well No. 20 and to install thenecessary pipeline to produce the well. Rezoning requestfrom R-1 to Specific Use.
2.To drill Exxon's R.D. Haden Well Nos. 21 and 22 and toinstall the necessary pipeline to produce the wells.Rezoning request from R-1 to Specific Use.
Exxon submitted a plat showing the following:
1.Homes2; Well Locations 3.Existing Wells4.Salt Water Disposal Well

JOEL HEBERT 2.97 ACRES -FALL ING LEAF AND GREENBRIAR
Mr. Hebert would like to subdivide his 2.97 acres into 3 lots, with 2 facing Falling Leaf which is an unimproved street. In order to use Falling Leaf as the ingress-egress for the lots, the street must be brought up to City specific ations. However he could busdivide the acreage into 2 lots facing them on Greenbriar. There is also a pipeline running through the acreage which would require a 40' easement on each side of the pipeline for a structure.

Mr. Bogren presented a new proposal for rezoning application on the following.

After discussion it was felt the 60.103 to remain R-1 should be requested as R-1 Specific Use -Greenbelt, allowing 2,500 units for the R-5 request.

Exxon is requesting to rezone a 3 acre tract to locate well #20, on a site where well #15 is already existing. They are requesting a 5 acre tract for wells #21 and #22. The following people spoke in opposition to the rezoni ng for wells #21, #21 and #22.

After a lengthy discussion it was suggested that perhaps placing the wells closer together would allow for more development in the area and less use of the homeowners land. A suggestion was made to locate wells #20,#21 and #22 around existing well #12, on a 5 acre tract which would utilize the least amound of land. Another suggestion was made to locate wells #20,#21 and #22 on the 5.2 acre saltwater disposal site. Exxon told the Planning and Zoning Commission, and the audience, the would need to check with management to get further information on the economic feasibility of these options before submitting a new proposal.

EXXON -REZONING RECOMMENDATIONS -BEAMER AND F.M. 2351
A rezoning request was made by Exxon to convert Webster Field Unit 3820 to Saltwater injection and to install a saltwater injection pipeline. The request is to rezone from R-1 to Specific Use. The public hearing was held November 5, 1984.
MOTION: (JONES) To recom mend to City Council the rezoning of Exxon's Webster Field Unit 3820, located on F.M. 2351 and Beamer from R-1 to Specific Use. SECOND: (BROWN) VOTE: FOR: Miller, Brown, Jones, Beggs, Cress and Hoppe ABSTAINE D: Holt
