MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD
PLANNING AND ZONING COMMISSION
August 2, 1984
The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, August 2, 1984, at 7:30 p.m. in the City Hall Council Chambers. The following members were present.
Miller -Chairman Jones Hoppe Cress Brown Beggs
With a quorum present and with Holt absent, the following business was transacted.
REZONING REQUEST -DR. DAWSON
Dr. Dawson is requesting rezoning a portion of a 61.500 acre tract located between F.M. 528 and San Joaquin Parkway as follows�
1.5.3658 acres to be rezoned from C-1 to R-4, leavinga 500' strip of C-1 fronting F.M. 528 -starting atthe road right-of-way.
2.1.0843 acres to be rezoned from C-1 to R-1.
3.1.092 acres to be rezoned from Specific Use to C-1.
Dr. Dawson is to make application for rezoning in the office of the City Secretary.

CHAPEL HILL -PRE APP
A pre app plat was presented in reference to 12 acres to be subdivided into 14 lots located on Merriwood Drive. The entrance is shown as a 900' cul-de-sac which is in violation of the subdivision ord inance no. 210.
LETTER TODD STEWART
Todd Stewart requested the following letter be entered into the Planning and Zoning minutes.
I hereby make a formal request to have the following letter entered into the records of the Friendswood Planning and Zoning Commission meeting of August 2, 1984.
The Planning Commission has allowed R-3 zone restrictions to be interpreted as permitting single family dwellings on lot sizes that do not comply with R-1 restrictions. To date, there are three subdivisions in which this has come to fruition. They are Regency Estates, Mission Estates, and Carmel Village.
The Commission's interpretation is understandable. They Apparently believed R-3 restrictions were so worded as to provide a "loophole" that would allow nonconforming uses. In fact, however, there does not exist such a "loophole". Our City Attorney has reviewed the situation and is of the same opinion.
A disparity arises in that a recent R-3 rezoning applicant has been turned down for the same nonconform ing use.
Understand that all three subdivisions previously named involve Commission Vice Chairman Jones. I have known many of the Commissioners personally for several years and have the utmost respect for the Commission. It is my hope that the·commission will extend to the present R-3 applicant the same interpretation as has been given the previous three. By this action the Commission exonerates itself from dubious appearances.

The Planning and Zoning Commission will be responding in writing to Todd Stewart's letter of July 31, 1984, regarding small lots in an R-3 zone.
