THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD MET IN A SPECIAL MEETING ON
WEDNESDAY, OCTOBER 26, 2022, AT 5:30 P.M. IN THE BAKER CONFERENCE ROOM,
FRIENDSWOOD PUBLIC LIBRARY, LOCATED AT 416 S. FRIENDSWOOD DRIVE,
FRIENDSWOOD, TEXAS, WITH THE FOLLOWING MEMBERS PRESENT CONSTITUTING A

1. CALL TO ORDER
Mayor Foreman called the meeting to order with a quorum present at 5:30 P.M.; all members were present.
2. INVOCATION
The invocation was led by City Manager Morad Kabiri.
3. PLEDGE OF ALLEGIANCE - United States and State of Texas
Mayor Foreman led the Pledge of Allegiance of the United States and the Pledge to the State of Texas.
4. COUNCIL COMMENTS AND REPORTS
There were no reports.
5. PUBLIC COMMENT
No one signed up to speak.
6. DISCUSSION
A. Receive and discuss a presentation regarding a proposed development project for the 3800 block
of FM 528.

City Manager Morad Kabiri presented the item and introduced the Friendswood-based commercial
developer Louis Tannos with Tannos Development Group, LLC, who gave a general overview of his
proposed development.
Mr. Tannos noted that he is proposing a true mixed -use development in the form of a PUD. The
development would include high -end multi -family development with a park, lake, boutique hotel, office
space and nationwide companies. He noted that he was trying to create a space where young people
professionals can work, live, play and shop in Friendswood. The multi -family would be upscale of no
more than 500 units with a lot of green space, fire pits, and spaces for activities. The hotel would be a
high -end boutique style facility with no more than 150 rooms, meeting/event spaces and the hospitality
group working with Mr. Tannos is also local and has a vested interest in having only the best product in
the city. The park would be developed with trails, lighting, and various other amenities. Once the park is
developed, Mr. Tannos stated that he would bequeath it to the City for continued maintenance and any
terracing projects needed along Clear Creek. The retention pond would be developed as a stocked fishing
lake, there is more than ample parking planned throughout the planned development and the placement of
the buildings will not impact traffic flows on FM 528 and will meet the alcohol distance requirements
between the neighboring school and church.
Mr. Kabiri noted that the City would need to create a TIRZ or Tax Increment Reinvestment Zone to
support the development and gave a general overview of how a TIRZ works and how it would not impact
the City's tax rate. He also noted that they will re-engage Harris County to see if they would like to
participate in this TIRZ, and stated that under state law, school districts are no longer allowed to participate
in these types of reinvestments zones.
The Council generally supported the project and voiced some reservations on the hotel and the multi-
family aspects of the project but were open to see how the PUD came together. Mr. Tannos stated that he
would begin working with staff on his PUD application in tandem with the closing on the purchase of the
subject property.
7. ADJOURNMENT
With there being no further business, Mayor Foreman adjourned the October 26, 2022, City Council
Special Meeting at 6:28 P.M.
