HomeMy WebLinkAboutP&Z Minutes 1986-07-07 SpecialMINUTES OF A JOINT PUBLIC HEARING FRIENDSWOOD PLANNING AND ZONING COMMISSION July 7, 1986 The Friendswood Planning and Zoning Commission and the City Council held a joint public hearing, July 7, 1986, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present, Holt - Chairman Beeth Baker Ballard Todd Beggs Cress With a quorum present and none absent, the following business was transacted. CHAIRMAN DENNY HOLT CALLED THE PLANNING AND ZONING COMMISSION PUBLIC HEARING TO ORDER FOR CONSIDERATION OF THE FOLLOWING: COMMISSIONER BALLARD ABSTAINED FROM THE FOLLOWING DISCUSSION: REQUEST: SFR TO SPECIFIC USE (OIL AND GAS WELLS) LOCATION: NORTH OF MELODY AND WEST OF F.M. 2351 A. 5 Acres - Exxon-Hatten No. I B. 5 Acres - Jones No. I Newel Finch representing Linda Productions addressed the Council, Planning and Zoning Commission and the audience regarding the rezoning request. Mr. Finch told the group an application had been made and permits were obtained from the Railroad Commission to drill two wells. Linda Dewey representing Exxon addressed the group saying this was an Exxon farm out. Linda Procuctions would -do -the drilling of -the wells.• Commissioner Beeth pointed out that the site plans showing the distances are inconsistent and the tank batteries and roads are not defined. Page 2 July 7, 1986 The following citizens addressed the Council, Planning and Zoning Commission and the audience in opposition and expressed ,some of their concerns as follows: Mrs. Westfall Tom Croak Ed Pavelka Mrs, Harelson Mike Adams Larry May Bob Shields Chuck Talbot Mr. Chrisley Melody Lane - Maplewood - Mdlody Lane Cherry Tree Lane - General Homes - Melody Lane 1. Traffic on Melody 2. Noise 3. Unsightly appearance 4. Adverse effect on property values 5. Safety 6. Distruction of road surface by use of heavy equipment. Mike Adams with General Homes asked to speak concerning the proposed subdivision by General Homes in the area requested by Linda Productions for a zone classification change. Mr. Adams told the group 2 years ago they acquired an option to purchase 912 acres fronting Melody Lane and F.M. 2351. Since that time they have been working with Exxon on a waiver of surface rights and defining the drill sites in the area. They designed Friendswood Timbers to develop between Melody and F.M. 2351. General Homes is opposed to the request to rezone the property in question The public hearing on the SFR TO SPECIFIC USE (OIL AND GAS WELLS) was closed. COW-IISSIONER HOLT OPENED THE HEARING FOR THE NEXT REQUEST FOR A ZONE CLASSIFICATION.CHANCE: COMMISSIONER BALLARD ABSTAINED FROM THE FOLLOWING: REQUEST: MFR-L AND CSC TO SPECIFIC USE - PUD - 12.7 ACRES LOCATION: F.M. 528 - RETIREMENT CENTER jElmo Robinson addressed the Council, Planning and Zoning Commission l and the audience regarding the above zone classification change. Page 3 July 7, 1986 Mr. Robinson told the group they see an existing and a growing need for housing designed for people 65 years of age and older. The retirement center would provide quality housing and custodial services for the ambulatory elderly in a pleasing atmosphere. Services to include but not limited to the following: 1. Individual living unit 2. Dining services 3. House -keeping services 4. Laundry services 5. Security 6. Chauffeured transportation No one spoke in opposition. The public hearing was closed. Ruth P. Henry - Secretary MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION July 7, 1986 The Friendswood Planning and Zoning Commission held a Special Meeting on Monday, July 7, 1986, in the City Hall. The following Commissioners were present. Holt - Chairman Beeth Baker Cress Todd Ballard With a quorum present and with Beggs leaving after the public hearing, the following business was transacted. COMMISSIONER BALLARD ABSTAINED FROM THE FOLLOWING DISCUSSION FRIENDSWOOD RETIREMENT CENTER. The Planning and Zoning Commission held a joint public hearing July 7, 1986, with City Council. The Commission held a special meeting for consideration and possible recommendation to City Council on the following. FRIENDSWOOD RETIREMENT LIVING, LTD. Request to rezone 12.7 acres from MFR-L AND CSC to Specific Use PUD for a proposed retirement center to be located on F.M. 528 and Windingway. MOTION: (BEETH) To recommend that City Council approve the request for Friendswood Retirement Living Center and that the subject property located on F.M. 528 be rezoned to be a Planned Unit Development with the following Specific Use: To provide quality housing and custodial services for the ambulatory elderly as presented to the Planning and Zoning Commission. SECOND:(TODD) VOTE: UNANIMOUS FOR MOTION CARRIED The meeting was adjourned. Ruth P. Henry - Secretary
