HomeMy WebLinkAboutP&Z Minutes 1986-05-05 Joint Public Hearing w/ City CouncilMINUTES OF A JOINT PUBLIC HEARING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION May 5, 1986 The Friendswood Planning and Zoning Commission held a joint public hearing on Monday, May 5, 1986, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present. Holt - Chairman Beggs Baker Todd Cress Ballard Beeth With a quorum present and with none absent, the following items were considered. CHAIRMAN HOLT CALLED THE PLANNING AND ZONING COMMISSION PUBLIC HEARING TO ORDER TO CONSIDER THE FOLLOWING: PROPOSED AMENDMENTS TO THE ZONING ORDINANCE 84-15 - SIGNS 1. Portable sign usage 2. Landscaping requirements -- Industrial District 3. Redefining Grand Openings Commissioner Holt addressed proposed Amendments 1 and 3 first, which refers to sign usage. He told the group these recommendations came about as a result of the Reconciliation Committee appointed by City Council to review ordinances. The Reconciliation Committee asked different committees and Boards to review the proposed amendments and make recommendations back to the Reconciliation Committee. The proposed amendments received enough interest that Council requested to have the proposed changes to the zoning ordinance drafted and a public hearing was called. Commissioner Holt told the group the portable/temporary sign usage would double the amount from 21 days to 42 days if proposed amendment no. 1 is passed. Proposed amendment no. 3 is the redefining of grand openings to allow the erection of a portable/temporary sign to advertise grand openings when there is a change in ownership of an ongoing business. Page 2 May 5, 1986 Commissioner Holt told the Council, Planning and zoning Commission and the audience he would like to discuss proposed amendment no. 1 concerning the length of time you can display a portable/temporary sign. City Attorney John Olson explained that currently you can have 42 days of portable/temporary sign (21 days each). The proposed change would allow 42 days of either portable/temporary or a combination of each not to exceed 42 days. Howard Yeager addressed the group speaking for Paul Tompkins on behalf of the Chamber of Commerce recommending the proposed change giving businesses the option of portable/temporary sign usage. Bill Stagner businessman and the owner of Wedgewood Village Jewelers just finished running a promotional sale in the City. He was asked to read a letter written by Mr. Joe Gorski, Consultant, who Mr. Stagner employed to run this sale. The letter is to be placed on file with the City. Several other owners of businesses addressed the group saying they feel the proposed change will help the businesses in Friendswood. The following members of the Community Appearance Board spoke in opposition. They are as follows: Mr. Talbot Mrs.Giesler Mrs. Welch Dr. Taylor Doris Heard addressed the group saying she considers the proposed amendment a 100% increase in portable sign usage. Mrs. Heard requested the Council and Planning and Zoning Commission to have acurate information and feed -back of the needs of portable signs for Friendswood (who wants the increase and why). She feels that this is important. Mrs. Heard presented a copy of the resume of the procedures which produced the sign ordinance for the City. This research was done by the Community Appearance Board and was presented to Council in 1981. Mr. Yeager asked to reiterate the businesses are not asking for an increase in usage. Most of the merchants are also residents and want to maintain a certain flavor in Friendswood, but the fact must be recognized that in 9 years Friendswood has grown to 23,000 people and with this growth the merchants need to be allowed to grow with the town. i don't say the portable sign will stay around forever but if a merchant prospers and makes money he will put out a nice sign with a reader panel.
