HomeMy WebLinkAboutP&Z Minutes 1986-05-01 RegularMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION May 1, 1986 The Friendswood Planning and zoning Commission held a regular meeting on Thursday, May 1, 1986, at 7:00 P.M. in the City Hall Council Chambers. The following Commissioners were present. Holt - Chairman Councilman Prihoda Beggs Councilman Lee Ballard Todd Cress With a quorum present and with Baker and Beeth absent, the following items were considered. Commissioner Holt addressed the group saying the replat of Carmel Village and Mission Estates were not placed on the agenda prior to the 72 hour deadline. The plats were reviewed by the staff for verification and compliance with Ordinance E85-2. Commissioner Holt called a special meeting for Monday, May 5, 1986, to consider final approval of the Replats for Carmel Village and Mission Estates. The Planning and zoning Commission received the following memo from City Manager Jim Morgan, as requesed -at the last meeting of the Planning and Zoning Commission. TO: P&Z FROM: City Manager DATE: 4/30/86 SUBJECT: Carmel Village and Mission Estates Replat At a recent meeting of the Planning Commission, replats were submitted by Ted Bogren, engineer for the subject subdivisions. At that time, you requested the staff review the replats to determine conformance with ordinance E85-2. This review has been completed, and the replats have been found to be in conformance with that ordinance. Page 2 May 1, 1986 Councilman Prihoda addressed the Commission saying he had placed on the Council agenda for May 5, 1986, discussion of Laurel Field between the Council and the Commission. COMMISSIONER BALLARD ABSTAINED FROM THE DISCUSSION OF THE FOLLOWING: STERLINGWOOD FINAL PLAT - STERLINGWOOD - TED BOGREN Mr. Bogren presented a final plat of Sterlingwood Subdivision being 25.7538 acre tract subdivided into 67 lots and located on Briarmeadow and F.M. 518 for final approval. MOTION: (TODD) To grant final approval of Sterlingwood Subdivision. SECOND: (CRESS) VOTE: FOR: Beggs, Todd, Holt and Cress ABSTAINED: Ballard MOTION CARRIED COUNCILMAN LEE - COMPREHENSIVE PARK & RECREATION OPEN SPACE MAP - PRELIMINARY - 25 ZONES - PAPa SYSTEM THROUGH A MASTER PLAN Councilman Lee addressed the Planning and Zoning Commission saying the City has what is called pocket park_- (small 1/2 acre and 1 acre parks),What we lack according to the Texas Outdoor Recreation Plan prepared by Texas Department of Parks and Wildlife is large tracts .for ball fields, swimming pools and jogging trails. Councilman Lee told the Commission Mr. Green of Marman, Mok and Green, has prepared a preliminary zone and facility map using our major throughfare plan in determining zones. Along with the map the Commission received a copy of the ordinance and zone map used by College Station as a sample of the type of ordinance used for control on obtaining park land or contribution. Councilman Lee told the Commission she has already made some recommended changes, and that is why the map is marked preliminary. She has brought this item to the Commission for approval of the concept along with their input. The following items are some of the suggestions and concerns brought out by the Planning and Zoning Commission, Page 3 May 1, 1986 1. To have 5 zones instead of the 25 suggested by Marman, Mok and Green. 2. To have large ball parks with good accommodation to service more area. 3. A strong defined process for the extracting of land or contribution. 4. A legend defining each zone as to the amount of park that exists and how much is needed based on density or population. 5. The information pertaining to the amount of land or contribution given to the developer prior to the pre-app conference and not allowing the developer to get to the platting process without fully understanding the City's requirements. 6. Establish who is to mediate the process as well as keeping the plan up to date. If these items are not established it would become an adimistrative burden. 7. The process has the potential to slow down development. It needs to be determined that below a certain amount of land for development a contribution would be made to the City and above a certain amount.of land for development, land would be donated for a City Park.
