HomeMy WebLinkAboutP&Z Minutes 1986-07-17 RegularMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION July 17, 1986 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, July 17, 1986, in the City Hall Council Chambers. The following Commissioners were present. Holt - Chairman Todd Beggs Cress Baker Beeth With a quorum present and with Ballard absent, the following business was transacted. CHIGOE CREEK PARK - BUCKINGHAM AND GREENBRIAR - FINAL Chigoe Creek Park did not meet the following requirements and was not awarded final plat approval: 1. Review and signature of the City Engineer 2. Plat submission - Subdivision Ordinance 3. Plat Fee FRIENDSWOOD TIMBERS SECTION I - F.M. 2351 and MELODY LANE PRELIMINARY Linda Bush with General Homes presented a preliminary plat of Friendswood Timbers Section I, consisting of 83 acres and located on F.M. 2351 and Melody Lane. Linda Bush told the Commission this is basically the plat General Homes submitted las year when they let the time expire required by ordinance for final submission because they were still negotiating with Exxon on purchasing of the land. Page 2 July 17, 1986 MOTION: (BEGGS) To give preliminary approval of Friendswood Timbers Section I contingent on the following: 1. Ownership of property 2. Deed Restrictions 3. Note on plat - No driveway access or reverse frontage on Melody Lane 4. Deed Restrictions to address construction of fence to be erected by General Homes SECOND:(BEETH) VOTE: UNANIMOUS FOR MOTION CARRIED CONSIDERATION AND POSSIBLE RECOMMENDATION TO COUNCIL EXXON-HATTEN NO. 1 AND JONES NO. 1 REZONING REQUEST SFR TO SPECIFIC USE (OIL AND GAS WELLS)- F.M. 2351 AND MELODY LANE Mr. Finch and Mr. Hatten were present representing the above request for rezoning. The Commission told the gentlemen the site plans showing the well site distances were inconsistent. At a Public Hearing which was held July 7, 1986, Mr. Finch indicated F.M. 2351 would be the only ingress -egress. The site plans submitted indicate 2 entrances, one from Melody Lane and one from F.M. 2351. Mr. Hatten also told the Commission they would be placing tank batteries and using trucks for pick up each day. Commissioner Cress addressed the group saying his concern was land use and feels this is the job of the Planning and Zoning Commission. If you look at the zoning map and the way it was planned to use this land it has been SFR for some time. He feels tank batteries would be objectionable unless there is a consensus from the Planning and Zoning Commission that they think oil wells are an -appropriate use. Mr. Hatten told the Commission if they were productive this would not be the only well drilled. He feels this land is possibly a salt dome and according to the rules you can drill as many as you want. Page 3 July 17, 19$6 Commissioner Holt requested General Homes take the site plans submitted by Linda Productions and mark where the sites would be within their proposed subdivision. Mr. Hatten told the Commission they have two leases, one from Republic Bank and the other from Exxon. He said there would be two tank batteries, neither of which would need to be located on the site. He then told the Commission he would provide the proper information locating the well sites, tank batteries and the road locations. Mr. Hatten indicated that one problem would be the single access to the Exxon site on Melody Lane. If they don't hit oi-1 on Jones No. 1, owned by Republic Bank, they have no access to the Exxon site. Commissioner Holt asked if they would drill in a series? Mr. Hatten told the Commission they don't plan to ever stop drilling if they hit. The rig would stay on site and continue to drill. Commissioner Holt stated each site required an application for rezoning and a public Hearing. Mr. Hatten stated this might need to be settled in some other manner because according to their Attorney it is not necessary from them to obtain a permit. Commissioner Holt requested the matter be tabled at this time because Mr. Hatten has agreed to furnish the City with additional information. Mr. Holt would like to discuss the matter with City Council, since the implications are that if production hits on one of the well sites, they have no option but to continue to drill and produce. The above rezoning request was tabled in order to allow additional information to be provided to the Planning and Zoning Commission from Linda Productions. RED PAINT ON CONCRETE Commissioner Holt told the Commission he wants to understand where the Fire Marshal gets his authority and guidance for painting fire lanes in commercial areas. What he is beginning to is is parking areas used in trading parking for landscaping are being traded for red paint. Page 4 July 17, 1986 It appears the Fire Marshal changing the parking ratio.
