HomeMy WebLinkAboutP&Z Minutes 1986-08-07 RegularMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION August 7, 1986 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, August 7, 1986, in the City Hall Council Chambers. The following Commissioners were present. Holt - Chairman Todd Baker Cress Ballard With a quorum present and -with Beggs and Beeth absent, the following business was transacted. PRE APP - MILLS ROAD - 2.64 ACRES - 3 LOTS Mr. and Mrs. Napoli appeared before the Commission requesting to subdivide 2.64 acres located on Mills Road into 3 lots. Mills Road is an unimproved road in the process of improvement. The Commission is to send a memo to City Council for their feelings on allowing the subdividing of property on an unimproved road before the improvements are complete. The Commission told Mr. Napoli they would contact him after conferring with City Council. COMMISSIONER BALLARD ABSTAINED FROM THE FOLLOWING DISCUSSION SFR-SPECIFIC USE (OIL AND GAS WELLS: REZONING REQUEST - F.M. 2351 AND MELODY LANE SFR-SPECIFIC USE (OIL AND GAS WELLS) A. 5 Acres - Exxon Hatten No. 1 B. 5 Acres - Jones No. I Mr. Malone representing Linda Productions was present to discuss the request for zone classification change with the Commission. A joint public hearing was held on July 7, 1986 Page 2 August 7, 1986 MOTION: (BAKER) To recommend to City Council a zone classification change as follows: SFR- SPECIFIC USE (OIL AND GAS WELLS) 5 Acres - Exxon Hatten No. 1 5 Acres - Jones No. I To include the following: 1. Access from F.M. 2351 2. Drill site reduced to 1/2 Acre for service and maintenance after drilling 3. Location of tank batteries to be across the creek. SECOND: (CRESS) To Amend the motion to include: 4. Specify the location of tank batteries and collector lines to the tank batteries SECOND: (BAKER) Amendment VOTE: FOR AMENDMENT: Holt,Cress and Baker OPPOSED: TODD VOTE: MOTION: Cress, Baker and Holt OPPOSED: TODD MOTION CARRIED A memo to be sent to City Council on the above zone classification change recommendation from the Planning and Zoning Commission, CHIGOE CREEK PARK - FINAL The final plat of Chigoe Creek Park was presented to the Planning and Zoning Commission. Chigoe Creek Park is to be located on Buckingham and Greenbriar, consisting of 6.7272 acres subdivided into 12 lots. MOTION: (CRESS) To give final approval to Chigoe Creek Park contingent on the following: 1. Memo: HF-040-8/6/86 - City Engineer: (Item 2) - The heavy boundary line between the 0.581 acre tract and lot 8 and parts of lots 7 and 9 should be changed to a regular solid lighter line, and the heavy boundary line should extend along both sides of the tract being dedicated to the Drainage District. Plat Fee SECOND: (TODD) VOTE: UNANIMOUS FOR MOTION CARRIED MINUTES FOR APPROVAL May 5, 1986 - Approved as corrected June 5, 1986 - Approved as read ' June 19, 1986 - Approved as read July 2, 1986 - Approved as read July 7, 1986 - Approved as read (Special Meeting) Commissioner Ballard is to review the Park and Openspace Plans and Maps and report back to the Commission for discussion and input to City Council. The Commission is to discuss the porposed Excavation Ordinance and Recommendations from the. Reconciliation Committee regarding changes to the Zoning Ordinance and Subdivision Ordinance at their next regular meeting. The meeting was adjourned. Ruth P. Henry - Secretary
