HomeMy WebLinkAboutP&Z Minutes 1986-08-21 RegularMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION August 21, 1986 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, August 21, 1986, in the City Hall Council Chambers. The following Commissioners were present. Holt - Chairman Fire Marshal - Riley Baker Beggs Ballard Cress Todd With a quorum present and with Beeth absent, the following business was transacted. COMMISSIONER BALLARD ABSTAINED FROM THE FOLLOWING DISCUSSION: FRIENDSWOOD RETIREMENT LIVING CENTER PRELIMINARY PLAT - FRIENDSWOOD RETIREMENT LIVING CENTER Ted Bogren presented a preliminary plat of the proposed Friendswood Retirement Living Center being 13.3288 acres and to be located on F.M. 528 and Winding Way. The Commission received the following memo from the Fire Marshal: I have reviewed the preliminary plat of the Friendswood Retirement Living Center. The fire lanes as shown on the plat that I have are in compliance with Section 7-13 of the Friendswood City Code. The building layout is also approved. The fire hydrants are not spaced in accordance with Section Iv. (b) (7) b. of the Friendswood Subdivision Ordinance. According to the subdivision code fire hydrants shall be located at 300 feet intervals in mercantile and multi -family areas as measured along the curbline. My calculations show a curbline perimeter of approximately 2.635 feet. This total would indicate the total number of fire hydrants to be 8.7 in number. I can only find 6 fire hydrants spaced an average of 439 feet apart on this plat. Page 2 August 21, 1986 Please have the developer place eight fire hydrants at locations approved by me. If the developer will deliver a spare preliminary plat to my office, I will take time to place the hydrants in the ideal locations. The developer can then make the necessary changes in regards to proper engineerng specifications. The preliminary plat is not approved by the Fire Marshal. MOTION: (CRESS) To give preliminary approval subject to 2 additional fire hydrants and note on the final plat as follows: 100,000 sq. ft. - Living Units 40,000 sq. ft. - Administration 13.3288 - Total Acreage 162 - Total Pdrking Spaces 162 - Total Living Units SECOND: (BAKER) VOTE: FOR: Cress, Baker, Holt, Todd and Beggs AGAINST: None ABSTAINED: Ballard MOTION CARRIED The Commission is also requesting a letter stating a form survey will be provided from the Developer prior to the time of pouring , the slab,, for inspection by the Building Inspector for compliance with the final plat. COMMISSIONER TODD ABSTAINED FROM THE FOLLOWING DISCUSSION: LEISURE WAY: FINAL PLAT - LEISURE WAY Mr. Gartrell presented a final plat of Leisure Way, zoned MFR-L and located on Winding Way consisting of 5.004 acres to be developed as a private community. City Engineer Malcolm Collins submitted a letter with 10 items to be complied with, nine of which have already been completed. The one item Mr. Gartrell is to comply with is as follows: All easements must have complete dimensions, both bearings and distances_, completely.around said easement. The Commission would like clarification from the City Engineer on the above item as to an ordinance requirement or from an engineering standpoint. Page 3 August 21, 1986 MOTION: (BAKER) To give final approval of Leisure Way an MFR-L Private Community, contingent on ALL EASEMENTS MUST HAVE COMPLETE DIMENSIONS, BOTH BEARINGS AND DISTANCES, COMPLETELY AROUND SAID EASEMENT. (Memo HF-048 City Engineer - 8/19/96) SECOND:(BALLARD) VOTE: FOR: Baker, Holt and Ballard AGAINST: Cress and Beggs ABSTAINED: Todd MOTION CARRIED Commissioner Beggs left the meeting: VANCE RILEY - FIRE MARSHAL - FIRE LANE STRIPING The Fire Marshal addressed the fact that to his knowledge only one building has put in a fire lane since the passage of ordinance 84-8, that Building being the Methodist Church Annex. The pre-existing buildings voluntarily marked fire lanes. Vance Riley told the Commission the location of the fire lane for centers is determined by the store depth, because fire hoses come in 150' lengths and for deep stores a fire lane is needed in order to take advantage of every inch of hose. Commissioner Holt asked what it would take to be able to better utilize the rear of buildings for fire access in order to have better landscaping in the front of buildings. Fire Marshal Riley addressed the fact if ordinance 84-8 could be modified to fully sprinkle all buildings he could do away completely with the fire lanes. He explained access from the rear is partialy difficult because the heavy doors sometimes need to be chopped open. Front access is usually a breaking of glass for entrance, plus you can see what is going on inside. He told the Commission sprinklers are 90% effective and generally the cost is about the same as wall to wall carpet. The building code requires sprinkling if the uninterrupted floor area is greater than 20,000 sq. ft.. The Commission and Fire Marshal Riley feel the gathering of information concerning sprinkling of all commercial buildings should be documented, for the City to_consider in terms of sprinkler systems becoming competative with concrete. Also to look toward , the City needs to establish a policy and follow with an ordinance in time to eleminate the requirement for fire lanes. Page 4 August 21, 1986 Fire Marshal Riley said he would be willing to make a recommendation to the Commission of trading sprinkling for fire lanes. He is also going to pursue the cost facts of sprinkling vs -concrete to present in his recommendation.
