PLANNING AND ZONING COMMISSION
September 4, 1986
The Friendswood Planning and Zoning Commission held a regular
meeting on Thursday, September 4, 1986, in the City Hall
Council Chambers. The following Commissioners were present.

With a quorum present and with none absent, the following
business was transacted.

July 7, 1986 - Public Hearing - Approved as read
COMMISSIONER BALLARD ABSTAINED FROM THE FOLLOWING DISCUSSION:
FRIENDSWOOD RETIREMENT LIVING CENTER.
FRIENDSWOOD RETIREMENT LIVING CENTER - FINAL PLAT
MEMO FROM THE FIRE MARSHAL AS FOLLOWS:
DATE: September 4, 1986
The fire hydrants are still slightly out of position,
however, based upon the drawings that I have in my
office this plat is approved by the Fire Marshal's
Office.
Ted Bogren and Bob Mc Kee presented a final plat of the above
named development to be located on F.M. 528 and Winding Way.
MOTION: (BEETH) To grant final PLAT approval of
Friendswood Retirement Living
Center, subject to the following
note being placed on the plat:

The subject property located on F.M. 528
to be developed as PUD with the following:
Specific Use:
Services to include but not limited to the following:
1. Individual living unit
2. Dining services
3. House -keeping services
4. Laundry services
5. Security
6. Chauffeured transportation

DISCUSSION FOR RECOMMENDATION
FRIENDSWOOD RETIREMENT LIVING CENTER - PUD - ORDINANCE TO
CONSIDER AND ADOPT REGULATIONS FOR PUD DISTRICT - CONDITIONS
TO GRANT A SPECIFIC USE PERMIT FOR A RETIREMENT CENTER:
-d Bogren told the Commission the road is recorded and tied
o easements. He suggested to draw a line 1' off the curb
around the proposed project, that would be the envelope.
The plat will be recorded and the developer is to provide
a survey of the slab for inspection by the building inspector
for compliance with the plat.
The Commission proposed the following table as an attachment
to the plat and ordinance for control of the proposed develop-
ment.

FENCE: For proposed project discussed and the following motion:
MOTION: (TODD) To place a fence between the
adjacent residential northeast
boundary area (The Park) and the proposed
Freindswood Retirement Living Center
as required by the zoning ordinance.
SECOND: (BEGGS)
VOTE: FOR: Beggs, Todd, Cress, Holt, Beeth and Baker
ABSTAINED: Ballard
MOTION CARRIED
Commissioner Holt stated that the intent is to not deviate from
the construction phase to use the existing City ordinances to
control the construction of the proposed project. Any down—
stream construction that has to occur needs to be within the
envelope and the initial configuration should not
depart from what has been presented to the Planning and
Zoning Commission.
The final plat is to be referred to as the exhibit to the
ordinance:
MOTION: (BEGGS) The project to be controlled by the
ordinance and the configuration on
the final plat as an exhibit to the
ordinance as specified by the Specific
Use Permit described in Section G of
the zoning ordinance. Table to be
attached.
SECOND: (BAKER)
VOTE: FOR: Beggs, Baker, Holt, Cress, Beeth and Todd
ABSTAINED: Ballard
MOTION CARRIED
Councilman Prihoda suggested a meeting Monday, September 8, 1986,
at 6:30 p.m. to include Melvin Meinecke, Councilman Prihoda,
Commissioner Holt and City Attorney John Olson. The meeting
would be to discuss the proposed development of Friendswood
Retirement Living Center - Specific Use - PUD - Ordinance,
including table attachement. The Commission would like to
review the ordinance after it is drafted by the City Attorney
before sending a recommendation to City Council.

FOREST BEND
A memo to be sent to City Council recommending Council adopt
and ordinance zoning Forest Bend. A map of their recommendation
of zones to be attached.
COUNCILMAN PRIHODA
Councilman Prihoda told the Planning and Zoning Commission he
had one item to discuss with them regarding the City Charter.
He stated the City Charter requires the Council to have a
review Commission every five (5) years. The review Commission
is requesting input from the Planning and Zoning Commission
to any recommended changes to the City Charter.
COMMISSIONER BEGGS
Commissioner Beggs notified the Commission that he felt he would
need to resign his position on the Commission due to current
demands of business obligations. He would like to receive a
good recommendation from the Commission. Commissioner Beggs
is recommending Choice Kinchen to the Commission as his
replacement and requesting the Commission recommend Mr. Kinchen
to the City Council as his replacement. He feels Mr. Kinchen,
as a long time resident of Friendswood, has the same basic feel-
ings for the community he does and also enough time to do a good
job as a Commission member.
