PLANNING AND ZONING COMMISSION
November 6, 1986
The Friendswood Planning and Zoning Commission held a regular
meeting on Thursday, November 6, 1986, at 7:00 p.m. in the
City Hall Council Chambers. The following members were present.

With a quorum present and with none absent, the following
items were considered.
REAPPOINTMENT AND OATH OF OFFICE
Mayor Ralph L. Lowe administered the Oath of office to David
Hansen, Commissioner replacing Chares Beggs, and reappointed
Commissioner Glen Cress.
POSSIBLE REQUEST FOR A ZONE CLASSIFICATION CHANGE - MAX SMITH
Mr. Smith is considering the leasing of property located on
F.M. 2351 for the construction of a skate board ramp business.
The property is presently zoned CSC which does not permit
this type of business. The property would need to have a
zone classification change to Specific Use at the request of
the land owner.
The Commission expressed their concerns £roma safety aspect
in the construction of a project such as this. Mr. Smith
agreed to present pictures of existing designs of skate
board ramps and address. the personal injury liability
insurance provisions at any public hearings. He is also to
present a site plan including the parking and landscaping before
obtaining an application for a Specific Use Permit.

CATHOLIC CHURCH - CEDARWOOD -PROPOSED PLANS
Bob Wicklander presented a proposed site plan for the Catholic
Church of a New Family Life Center including the landscaping
and parking for review by the Commission. The following information
was included on the drawings.

MOTION: (BALLARD) To advise the Building Department
the Commission has no objection to
the site plan. The site plans to
be reviewed by the Fire and Police
Departments for their input before
issuance of a permit.

FIRE MARSHAL RILEY - MEMO
AMENDMENT TO FIRE LANE ORDINANCE 84-3
Fire Marshal Riley presented the Commission with a rough draft
memo with a copy of the Friendswood Fire Code attached. The
exceptions he would like to insert under Sec. 7-13 Fire lanes
between (a) and (b) are as follows:

SUBJECT: Amendment to Fire Lane Ordinance 84-8
After much discussion with the Fire Chief of the City of Friendswood and
surrounding communities' fire prevention teams, I would like to respectfully propose
the endorsement by the Planning -and Zoning Commission of the following amendment to
the Fire Lane Ordinance 84-8: -
(a)(1.) Exceptions:
Any building or structure required to have a fire lane as outlined
above may reduce or delete the fire lane provided that the following
specifications are met:
{i) All fire hydrants in the vicinity are installed in and placed in
accordance with the requirements of the City of Friendswood or the
Texas State Board of Insurance, whichever is stricter.
(ii) The entire structure, building, or complex and their contents
are completely protected by a fire sprinkler system. This
fire sprinkler system must meet the requirements of the most recent
edition (with revisions) of the National Fire Protection Association's
"NFPA 13 Standard for the Installation of Sprinkler Systems".
(iii) A clear and unobstructed public street, public highway, or fire
lane exists between the fire hydrant to be used by the fire:
department for boosting the sprinkler system and the fire department
sprinkler connections.
(iv) A clear path of exit marked as a fire lane is used in buildings
where in the opinion of the fire marshal, a large quantity of
people or a extra hazard occupancy exists.
(v.) This exception is not applicable to buildings or structures
classified as Assembly, Educational, Factory --Industrial, Hazardous,
Institutional, or Storage Occupancies by the Standard Building Code.
Final approval for the exception to a fire lane must be approved by the
fire marshal. All other requirements will still apply.

The Commission would like a memo to the City Council advising
them the Commission has had several meetings with the Fire
Marshal discussing parking and landscaping as trade off with
fire lanes. The Fire Marshal presented a draft of recommendations
to the Commission. The Commission feels this could reduce the
amount of fire lane requirement and give the potential of additional
landscaping and parking area. Typical cost figures quoted by the
Fire Marshal would be approximately one dollar per square foot for
buildings of greater than 30,000 square feet. Chairman Holt
suggested a workshop with City Council to lay out the principal
objectives. This information would then be forwarded to the
City Attorney to pursue the control verbage by ordinance.
REZONING RECOMMENDATION - 807 CEDARWOOD OBD TO SFR
The joint public hearing was held on November 6, 1986, to hear
input on the above zone classification change.
MOTION: (CRESS) To recommend to City Council the rezoning
of 1.1136 acres located at 807 Cedarwo6d
from OBD TO SFR.
SECOND: (TODD)
VOTE: UNANIMOUS FOR
MOTION CARRIED
PROPOSED EXCAVATION ORDINANCE (1978
Commissioner Todd reviewed the proposed excavation ordinance
discussing his.,findings with the Commission. The Commission
feels the proposed excavation ordinance, dated 1978 as written
is not enforcable. There are too many administrative procedures
and feedback from utility companies would be mandatory for
issuing a permit.
COMPUTER MAP UPDATE
The commission is requesting a memo be sent to Acting City Manager
Melvin Meinecke about the status of the map update program. They
feel this project will take several years and the Commission is
requesting the project be started.
