PLANNING AND ZONING COMMISSION
January 15, 1987
The Friendswood Planning and Zoning Commission held a regular
meeting on Thursday, January 15, 1987, at 7:00 p.m. in the
City Hall Council Chambers. The following Commissioners
were present.
Holt - Chairman
Hansen
Baker
Cress
Beeth
Ballard
Councilman Prihoda
With a quorum present and Commissioner Todd absent, the following
business was transacted.
OAK DRIVE - RESERVE B - 2.6 ACRES - POLLY RANCH
David O'Farrell presented a proposal for Reserve B in Polly Ranch
being approximately 2.6 acres located on Oak Drive. They are
considering subdividing the reserve into 2 lots. The property
is presently zoned MFR-M and would require a zone classification
change to SFR. The Commission advised Mr. O'Farrell the first
step would be an application for a zone classification change.
If a zone classification change is made the second step would
be the short form subdivision procedure.
REVISED - FLOOD DAMAGE PREVENTION ORDINANCE 10/1/1986
The Commission is requesting a copy of the revisions to the
FEMA ordinance dated 10/1/86 be forwarded to the CCDD for
their comments and input. It was also suggested a joint
meeting with the Clear Creek Drainage District would be
beneficial.
Commissioner Holt addressed the Commission saying they needed
to send comments back to the City Council regarding the
following:

FLOODWAY - means the channel of a river or other water-
course and the adjacent land area that must be reserved
in order to discharge the base flood without cumulatively
increasing the water surface elevation more than one (1)
foot.
REVISED AS OF OCTOBER 1, 1986 - FFMA'S RECENT CHANGES

FLOODWAY (REGULATORY FLOODWAY) - means the channel of a
river or other watercourse and the adjacent land area
that must be reserved in order to discharge the base
flood with cumulatively increasing the water surface
elevation more than a designated height.
Commissioner Halt feels there needs to be a value in the
ordinance for the designated height, which has been
removed.
2. The Commission is also going to take the steps to include
flood data on proposed and final plats for recording , by
updating the GENERAL PROCEDURES FOR APPROVAL OF PROPOSED
SUBDIVISION adopted 12/3/84 by City Council.
3. The Commission would also like Article 974a Texas Revised
Civil Statutes Subdivision (2) of Subsection (c) of Section
5, of Article 974a be included in updating the General
Procedures for approval of proposed subdivisions.

for February 5, 1987.
The meeting was adjourned.

MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD
PLANNING AND ZONING COMMISSION
NOVEMBER 5, 1987
The Friendswood Planning and Zoning Commission held a regular
meeting on Thursday, November 5, 1987, at 7:00 p.m. in the City
Hall Council Chambers. The following Commissioners were present.

Ballard
Todd
Hansen
Cress
Hines
John Giblin - Assistant Engineer
Councilman - Prihoda
With a quorum present and Beeth absent, the following items were
discussed.
REQUEST FOR ZONE CLASSIFICATION CHANGE
Mr. Northstrom addressed the Commission regarding his property
located on F.M. 2351 - for a possible request for a zone
classification change. The property is presently zoned SFR and
he is considering OP . He has an interested buyer that is considering
this location for a medical office. Mr. Northstrom told the
Commission the property is approximately 115x145 (1/3 acre).
The Commission discussed with Mr. Northstrom the procedures
required for a zone classification change request.
MR. WOOD - 2811 ❑IXIE FARM
Mr. Wood received a letter on August 6, 1987 from Carolyn K. Mautner,
Code Enforcement Officer. The letter state the Friendswood City
Code, Section 10-73, states that it is "unlawful to occupy a mobile
home as any type occupancy other than as a private dwelling" with the
following exceptions: a mobile home may, under certain restrictions,
be used as a construction field office or "for demonstration purposes
and office at a mobile home sales park." The code goes on to address
the definitation of occupancy.
