PLANNING AND ZONING COMMISSION
August 6, 1987
The Friendswood Planning and Zoning Commission held a regular
meeting on Thursday, August 6, 1987, at 7:00 p.m. in the City
Hall Council Chambers. The following Commissioners were present.
Baker - Chairman Councilman Prihoda
Todd Duane Hengst - CD
Hansen A. Brand - City Manager
Ballard Frank Frankovich - CCDD
Beeth
With a quorum present and Commissioners Hines and Cress absent, the
following items were considered.

Chairman Baker informed the meeting that he had requested
Mr. Frankovich of the Clear Creek Drainage District to be in
attendance to inter into the discussion on drainage. One of
Chairman Baker's concerns is the drainage in Sterlingwood
Subdivision. The developer of the subdivision told Commissioner
Baker he had given the City monies for a metering system for
drainage in the Sterlingwood Subdivision.
Mr. Frankovich addressed the Commission saying they review
subdivision plans based upon what is presented. Mr. Frankovich
stated the metering system device has not yet been installed.
He told the Commission the Clear Creek Drainage District only
has jurisdiction over the Creeks and some of the major outfall
ditches. What he would like to see is a more formal relationship
through an interlocal agreement or an ordinance because the City
and the Clear Creek Drainage District objectives are the same.
May 26, 1980 - City Manager Jim Morgan wrote a letter titled
DELINEATION OF RESPONSIBILITIES FOR MAINTENANCE OF DRAINAGE
FACILITIES. This letter has been the procedure of operation
for the City and the Clear Creek Drainage District.
Mr. Frankovich said he would draft up an agreement and meet again
with the Commission for discussion.

Commissioner Baker told the group he has requested City Manager
Brand, attend this meeting. One issue he would like to discuss
is work stoppange requested by the Building Department. Commissioner
Baker also has concerns as to conflicts as well as interpretation
problems in the subdivision ordinance. He would like to know if it
is possible when a work stoppage is requested, could the cause be
in a written form so the Commission could review the violation with
the ordinance in order to eleminate the conflicts within the ordinances.
City Manager Brand said this would be possible, in the mean time
she would try to find ways to be more facilitative.
The meeting was adjourned.
