HomeMy WebLinkAboutP&Z Minutes 1987-02-17 RegularMINUTES OF A JOINT MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION February 17, 1987 The Friendswood Planning and Zoning Commission held a joint meeting with the Clear Creek Drainage District on Tuesday, February 17, 1987, at 8:00 P.M. in the Clear Creek Drainage Building at 1301 Parkwood. The following Commissioners were present. Chairman - Baker Hansen Todd Ballard Holt Beeth Clear Creek Drainage District Members. President Frank Frankovich Steve Haskew James Vogas Charles Hooks CCDD Personnel: Fay Dykes, Mel Whitaker and Ed Shumilak With a quorum present and Commissioner Cress absent, the following was discussed. FLOOD DAMAGE PREVENTION ORDINANCE PROPOSED AMENDMENTS: Prior to the meeting of February 17, 1987, the Planning and Zoning Commission forwarded copies of the proposed amendments of the FEMA Ordiannce to the Clear Creek Drainage District for review and written input. The following input was presented to the Commission. Page 2 February 17, 1987 COMMENTS ON NFIP MODEL FLOOD DAMAGE PREVENTION ORDINANCE PAGE 3, SECTION 2: Change discussion of Area of Shallow Flooding to "...depth of less than or equal to three feet." PAGE 4, SECTION 2; DEFINITIONS: Floodway (Regulatory Floodway) has been changed. End of last sentence now reads "...more than a designated height." However, the designated height increase is not stated anywhere in the ordinance. The CCDD recommends that this height (increase) be designated as zero. Any increase in flood height in any part of Friendwood is unacceptable. PAGE 7, SECTION 3, ARTICLE A: LANDS TO WHICH THIS ORDINANCE APPLIES states "The ordinance shall apply to all areas of special flood hazard within the jurisdiction of ." On page 3, "Area of special flood hazard" is defined as the land in the floodplain within a community subject to a one percent or greater chance of flooding in any given year." This is the 100 year floodplain and is marked as Zone A or Zone V and their sub zones. Building outside Zones A or V would not be regulated even though their slabs might be just barely above (or even below) the 100 year flood base elevation. The CCDD recommends that the ordinance apply to all area within the jurisdiction of Friendswood. PAGE 8, SECTION 3, ARTICLE G: Change "Warning and Disclaimer or Liability" to read "Warning and Disclaimer of Liability" PAGE 8, SECTION 4, ARTICLE A: Change third sentence to read, "The Flood Administrator may appoint such deputies as shall be deemed necessary to assist in the performance of duties." PAGE 9, SECTION 4, ARTICLE C, PARAGRAPH 1: Add: (f) The location of any drainage easements or rights - of -way. PAGE 10, SECTION 4, ARTICLE C, PARAGRAPH 2: A means must be provided for collection and recording the relevant factors listed. A check list for this purpose should be developed and returned with the other forms which are to be submitted. PAGE 13, SECTION 5, ARTICLE D: Change discussion of area of shallow flooding to "...depth of less than or equal to three feet." Page 3 February 17, 1987 In addition to the written input the Clear Creek Drainage District recommended adding to the proposed changes the following: This could be under PERMIT PROCEDURES: The requirement of showing the location of any drainage easements or right-of-way on the plans submitted. A check list for the purpose of collection and recording the relevant factors listed should be developed. The Commission ask the District if they had any information on Mr. Illerich's property since the letter the Commission received dated December 22, 1986. MR. ILLERICH - ENCHANTED WOODS SUBDIVISION The District told the Commission they had agreed to assist Mr. Illerich, but access to the gulley for equipment is only by a neighbor's property or easement located on Clear Creek, thus it is necessary to wait for very dry conditions before this work can be accomplished.
