HomeMy WebLinkAboutP&Z Minutes 1987-02-19 Joint Public HearingMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION February 19, 1987 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, February 19, 1987, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present. Chairman - Baker Duane Hengst - Engineer Todd Councilman - Prihoda Hansen Cress Ballard With a quorum present and with Holt and Beeth absent, the following items were considered. PRE APP - REGENCY ESTATES SUBDIVISION - SECTION 1 REPLAT OF LOTS 11 AND 12 Don Roberts presented a pre app drawing of Regency Estates Section 1, lots 11 and 12 located on Windsor Drive and Sunset Drive. Mr. Roberts told the Commission the owner is proposing to move the lot line on lot 11 - 9.7' increasing the lot from 120.0 to 129.7 and reducing lot 12 from 129.7 to 120.0 (lot 12 was a parking lot for the model homes in the development of Regency Estates). The Commission requested Mr. Roberts review the deed restrictions for the above subdivision for compliance of moving a lot line. The Commission also requested the City Attorney be contacted for verification of Article 974a Texas - Revised Civil Statutes_ Subdivision (2) of Subsection (c) of Section 5, of Article 974a referring to replatting. Page 2 February 19, 1987 RECOMMENDATION - ZONE CLASSIFICATION CHANGE A public hearing was held February 19, 1987, to consider a zone classification change of 2.6 acres located at 606 Oak Drive - Reserve "B" in Polly Ranch from FMR-M TO SFR. MOTION: (CRESS) To recommend to City Council a zone classification change of 2.6 acres from MFR-M TO SFR. The property is located at 606 Oak Drive - Reserve "B" in Polly Ranch. SECOND: (BALLARD) VOTE: UNANIMOUS FOR MOTION CARRIED Chairman Baker suggested a meeting of the Planning and Zoning Commission with the Parks Board to receive input as to their future plans for parks and recreation in the City. At a previous meeting Commissioner Cress had addressed the Commission about the need of an update to the City's Master Plan. Commissioner Cress presented the following information saying he feels one of the most important items is to define the City's goals and objectives: Page 3 MASTER PLAN CONTENT SECTION: 1.0 INTRODUCTION 2.0 COMMUNITY GOALS/OBJECTIVES AND MEANS OF IMPLEMENTATION 3.0 BASE STUDIES 3.1 HISTORICAL 3.2 NATURAL FEATURES AND SOCIOLOGICAL FACTORS 3.3 ECONOMIC BASE 3.4 GROWTH FACTORS AND ECONOMIC POTENTIALS 3.5 POPULATION 3.6 PLANNING DISTRICTS 4.0 LAND USE PLAN 5.0 CIRCULATION 5.1 EXISTING TRANSPORTATION AND THOROUGHFARES 5.2 THOROUGHFARE PLAN 5.3 RECOMMENDED STREET CONSTRUCTION STANDARDS 5.4 SIDEWALKS 6.0 UTILITY SYSTEM 6.1 WATER 6.2 SEWERAGE 7.0 SOLID WASTE DISPOSAL 8.0 STORM DRAINAGE 9.0 PIPELINES 10.0 PARKS AND RECREATION 11.0 PUBLIC BUILDINGS AND FACILITIES (include schools) 12.0 CAPITAL IMPROVEMENT PLAN Page 4 12.1 RECOMMENDED IMPROVEMENTS 12.2 FINANCIAL 13.0 ADMINISTRATIVE CONTROLS PREFACE This comprehensive Plan for Friendswood has been prepared by the Friendswood Planning and Zoning Commission. It is a update of and replaces the Comprehensive Plan dated January 1969 that was prepared for the City of Friendswood by Eovay Engineers, Inc., and William C. Walsh, Consulting Engineer. Others who helped in the preperation of this Comprehensive Plan include the City Manager and staff (sections 6,7,10,11, 12), the Clear Creek Drainage District (section 8), the Friendswood Independent School District (table 3 ), 1.0 INTRODUCTION This Comprehensive Plan for Friendswood is intended as a documentary guide for the orderly and desirable physical development of the City and its planning area. It is not meant to be stringently binding, but sufficiently flexible to the extent that adjustments can be made to absorbe changes in community characteristics and technological advances in physical urban development processes. The Comprehensive Plan can only be accomplished through a coordinated effort of private investments and public improvements regulated to the general interests of the people of Friendswood. This plan must receive the understanding and support of the citizens and public officials if it is to be carried out. It should be periodically reviewed and up- dated to meet changing needs. Page 5 Approved, adoption and adherence to the Friendswood Comprehensive Plan will provide a basis for authority in planning matters insuring that minor refinements will be worked out through the City Planning and Zoning Commission. Alterations will be made only through the recommendations of the Planning and Zoning Commission with approval of the City Council. 2.0 The Comprehensive Plan for Friendswood pertains to the elements of the urban structure and its expansion with three goals: To help the City solve existing problems. To guide future growth toward a specific, desirable and economical pattern. To use land area and the valuable resources to the better- ment of everyone. The first and most important consideration in the development of Friendswood is its people. Some of the objectives which fall under the three goals stated above are: To establish and maintain a physical environment that can be adequately serviced and that will promote the health, safety, and general welfare of the community. To provide adequate water supply and waste disposal facilities. To protect the developed area from damaging flooding and hazardous living conditions. To protect residential area from mixed and incompatible land uses. To provide and encourage greater safety in vehicular movements. To provide opportunities to use and enjoy park and recreational areas. To preserve social traditions and historical heritage. To preserve the small-town rural character of the community. To promote and encourage the development of commercial and industrial businesses that are not objectionable to the citizens of Friendswood and that will stregthen our economic base. To maintain and improve the community appearance.
