HomeMy WebLinkAboutP&Z Minutes 1987-03-19 RegularMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION MARCH 19, 1987 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, March 19, 1987, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present. Baker - Chairman Assistant Engineer - Hengst Todd City Manager - A.A. Brand Hansen Councilman- Prihoda Ballard Beeth Cress With a quorum present and with Holt absent, the following items were considered. Chairman Baker read a letter from the Friendswood Chamber of Commence, inviting the Planning and Zoning Commission to participate in activities scheduled by the Chamber of Commerce on Saturday, March 28, 1987. REPLAT REGENCY ESTATES SECTION 1 LOTS 11 AND 12 - FINAL A replat of Regency Estates Section 1 lots 11 and 12 was presented to the Planning and Zoning Commission for final approval. The owner of lots 11 and 12 is replatting for the purpose of moving a lot line 9.7 feet. Lot 11 From 120.0 to 129.7 Lot 12 From 129.7 to 120.7 After review the Planning and Zoning Commission made the following motion. Page 2 March 19, 1987 MOTION: (HANSEN) To grant final approval of the replat of lots 11 and 12 in Regency Estates Section 1. SECOND:(BALLARD) VOTE: FOR UNANIMOUS MOTION CARRIED POLLY RANCH - RESERVES - POSSIBLE REQUEST FOR A ZONE CLASSIFICATION CHANGE Ordinance 4313 Zoned Reserves; C AND F (MFR-M) H (Specific Use Utilities) A,K and L Remained (SFR) Mr. McDonough addressed the Planning and Zoning Commission saying he has been retained by FSLIC to provide certain information that would be available concerning utilities, drainage, building floor elevations, set backs, replatting and zone classification changes also including any other information pertaining to the potential development of the following: Reserve "C" (12.4 acres) Reserves"A" (7.6 acres and 8 acres) Reserve "L" (13.8 acres) Reserve "K" (16.1 acres) Mr. McDonough went on to say the property owners are considering a zone classification change of reserves C,F and H from MFR-M to SFR. The reserves L and K facing F.M. 518 are being considered for rezoning using the first 300' as Commercial with the remainder SFR. Mr. McDonough discussed with the Commission the existence of two (2) reserve "A's" with the 7.6 acre reserve facing Wind- ing Way in the path of a private air strip. He called the FAA and was informed that they have no restrictions pertaining to construction in conjunction with a private air strip. His recommendation to his client will be to use the FAA standards for a commercial air strip. The other reserve "A" had been a lake which was backfilled and he has not at this time established any recommendation. The Commission advised Mr. McDonough some other avenues for information would be the Cleark Creek Drainage District and the City Staff. Page 3 March 19, 1987 PRE APP - MR. HEBERT - REPLAT GREENBRIAR ACRES II Mr. Hebert addressed the Commission saying he would like to split lot 1 of his two lot replat of Greenbriar Acres II into 2 lots. Mr. Hebert's subdivision is located on the corner of Greenbriar and Fallingleaf. Mr. Hengst informed the Commission that Fallingleaf, at the point of Mr. Hebert's property is an improved road for subdividing. Mr. Hebert wants to use Fallingleaf as the ingress -egress for the proposed replat of lot 1. The Commission advised him to verify the availability of utilities and to follow the short form for subdividing. The meeting was adjourned. uth P. Henry - Secretary
