HomeMy WebLinkAboutP&Z Minutes 1987-05-07 RegularMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION May 7, 1987 The Frienswood Planning and Zoning Commission held a regular meeting on Thursday, May 7, 1987, at 7:00 p.m, in the City Hall Council Chambers. The following Commissioners were present. Baker - Chairman Duane Hengst - CD Todd Annette A. Brand - City Manager Hansen Councilman - Prihoda Cress Mayor - Lowe Hines With a quorum present and with Beeth and Ballard absent, the following items were considered, Chairman Benny Baker called the Planning and Zoning Commission meeting to order, Mayor Ralph L. Lowe administered the oath of office to Pat Hines to complete Commissioner Holt's unexpired term of position #6 expiring November, 1987. ANNETTE A. BRAND CITY MANAGER - COMMUNITY DEVELOPMENT Community Development Director Duane Hengst, contacted the Coordinator for the Planning and Zoning Commission, at the City Manager's request to address the Commission about the reorganization that has been made by the City Manager City Manager Brand addressed the Commission informing them that City Council approved a reorganization of the City Staff two weeks ago. The City now has a Parks and Recreation Department which at this time does not have a Director. City Manager Brand is presently action as Director.of this department. Page 2 May 7, 1987 The second change is one City Manager Brand feels is exciting, Community Development. The City Manager thinks it is very difficult to run a City and particulary one that is growing, without having a Community Development Department. City Manager Brand went on to explain that in some instances this department would be called planning, but because she considers herself very action oriented it has been designated Community Development with Duane Hengst as the Director. Community Development will encompass Engineering, Design, Planning and Zoning, Code Enforcement and Inspections. City Manager Brand went on to say they would be "spreading out and doing a lot of different things". City Manager Brand discussed the following future organizational plans; One of the first items would be the beginning of a Comprehensive Plan for the Parks and Recreation Department. Community Development will be looking at the established 5 year street plan and probably get involved in the City Comprehensive and Master Plan to provide the Commission with staff assistance as in the past, if the Commission so desires. Commissioner Hansen asked the City Manager where she envisioned the Commission in the big picture. City Manager Brand responded by saying, "this is not a cop out, but we need to work together to define this clearly". She went on to say "the Planning and Zoning Commission has quasi-judicial duties that are performed or required. By the same token we can be doing a lot of planning together because this is where we get that citizen input that is needed". Commissioner Cress pointed out the responsibilities of the Planning and Zoning Commission are outlined in the Friendswood Code Book (ARTICLE I. IN GENERAL SEC. @-1-2-3-4-5-6-7). City Manager Brand requested that she be placed on the Planning and Zoning Commission agenda for the next few meetings for discussion of present and future plans and ideas.
