HomeMy WebLinkAboutP&Z Minutes 1987-06-18 RegularMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION June 18, 1987 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, June 18, 1987, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present. Benny Baker - Chairman Bill Todd Glen Cress David Hansen Don Beeth Kent Ballard Pat Hines Dunae Hengst - CD With a quorum present and none absent, the following items were considered. ZONE CLASSIFICATION CHANGE RECOMMENDATION REQUEST - CSC TO CSC SPECIFIC USE - STORAGE The Commission reviewed the application for a Specific Use Permit and site plan as required by the zoning ordinance (84-15), A joint public hearing was held June 1, 1987. The Planning and Zoning Commission made the following recommendation to City Council to be forwarded by memo. MOTION: (TODD) To recommend to City Council a zone classification change of .56722 acre (24,540.80 square feet) located on F.M. 2351. The requested change CSC TO CSC SPECIFIC USE - STORAGE including the following; The structure to consist of 25 stalls. Each stall will measure an eave height of 12', a width of 12' and a depth of 301. Each stall will be equiped with concrete floor, electrical outlets, and lights. The structure will be metal frame, and brown metallic sheeting consisting of 9,000 square feet. The intended use of the structure will be for dry storage. Page 2 June 18, 1987 outside storage will not be allowed. SECOND: (HANSEN) VOTE: UNANIMOUS FOR MOTION CARRIED PUBLIC HEARING Chairman Benny Baker called a public hearing for July 16, 1987, at 7:00 p.m. to hear public input on a zone classification request. The 42 acre tract is located on F.M. 528 and Moore Road. REQUEST: SFR TO CSC FOR A SPORT COMPLEX BUDGET -MAPPING The Commission discussed with Duane Hengst, the monies in the present and upcoming budget for map updating. The Commission would like the City maps updated. Mr. Hengst told the Commission it would take approximately 213 hours to update the Street, Zoning, Pipeline, Water Master and Sewer Master maps. Commissioner Baker asked about the groundwork before the update. Mr. Hengst said at this time he does not have that information. Commissioner Baker told the group he had requested a one week extension on the Planning and Zoning Commissions budget request in order to obtain further information regarding funds needed for map updating. MEMO AND ARTICLE - REFERENCE - WALL STREET JOURNAL Commissioner Todd submitted a memo and article that recently appeared in The Wall Street Journal which he believes has a significant impact on the approach to be taken by the Planning and Zoning Commission in the future in certain areas. His desire is to discuss this article briefly and to request that the City Attorney give the Commission guidance in the matter. ARTICLE TITLE: JUSTICES FIND FOR LANDOWNERS IN ZONING CASE Page 3 June 18, 1987 Th& Commission is going to request the City Attorney to provide guidelines, in writing, and a workshop meeting regarding the recent ruling by the court on local zoning. The meeting was adjourned. Ruth P. Henry - Secretary
