HomeMy WebLinkAboutP&Z Minutes 1987-07-16 Joint Public Hearing w/ City CouncilMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION July 16, 1987 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, July 16, 1987, at 7:30 p.m. in the City Hall Council Chambers. The following Commissioners were present. Baker - Chairman Todd Cress Hansen Hines Beeth Ballard Community Development Director Duane Hengst With a quorum present and none absent, the following items were considered. REQUEST FOR A ZONE CLASSIFICATION CHANGE A joint public hearing was held July 16, 1987 at 7:00 p.m. in the City Hall Council Chambers to hear input on a request for a zone classification change on the following: REQUEST: SFR TO CSC - SPORT COMPLEX LOCATION: F.M. 528 and Moore Road (42 acres) MOTION: (HANSEN) To recommend to City Council approval of a request for a zone classification change of 42 acres located on F.M. 528 and Moore Road from SFR to CSC for a sports complex. SECOND: (TODD) VOTE: FOR-i'r, EAKFdZ� TODD, CRESS, HANSEN, HINES AND BEETH AGAINST: NONE Commissioner Ballard was out of the room. Page 2 July 16, 1987 BOFYSIL - FRIENDSWOOD LAKES - PRE APP Mr. Long representing, Mr. Bofysil addressed the Planning and Zoning Commission on the possible development of approximately 478.0 acres located on F.M. 528. The property is presently zoned SFR. Mr. Bofysil told the Commission he could not market the lots under the present Ordinance of 2.7 density. "All I can do", he said, "is raise rice and cattle". The drawing presented by Mr. Long shows the following: C-2 10.3 acres ( present Ordinance -NC) C-3 5.7 acres ( present Ordinance -OP) ASC 24.4 acres ( present Ordinance - RSC AND CSC) R-2 387.0 acres ( present Ordinance - MFR-L) Parks 26.6 acres Reserved for future ROW 14.0 acres Density for Residential (3.2) The Commission advised Mr. Bofysil,that under -the present ordinance a density of 3.2 would require a MFR-L zone, which is multi- family and the property is presently zoned SFR. LAUREL FIELD - F.M. 2351 - PRE APP The Planning and Zoning Commission previously- reviewed the plat of Laurel Field on April 17, 1986, and forwarded memos to City Council, as well as the Fire Marshal and the Police Department. The Commission received correspondence from the Police Department and the Fire Marshal. Ted Bogren presented a proposed plat of Laurel Field Subdivision, narrow in width and long in depth. The property is 26.6 acres divided into 57 lots. The tract is situated between Brigadoon, which dead ends into Mary Ann, and Chester, a private street. The plat shows the same one entrance cul-de-sac (28501) which is in violation of the subdivision ordinance. Page 3 July 16, 1987 The Commission suggested the plat be reviewed by the City Council for their input. Chairman Baker told the group he would be glad to attend Council meeting when the plat is presented by Mr. Bogren to Council. ROBERT WEST -- F.M. 518 - 2.34 acres out of 10 ACRES Robert West is considering a zone change of 2.34 acres from SFR TO CSC. The tract is adjacent to 5.81 and 1.86 acre tracts already zoned CSC. Mr. West was advised to follow the steps required for a zone classifi- cation change request. The meeting was adjourned. Ruth P. CHAIRMAN BENNY BAKER CALLED THE PLANNING AND ZONING COMMISSION PUBLIC HEARING TO ORDER TO HEAR INPUT FOR A ZONE CLASSIFICATION CHANGE REQUEST. REQUEST: SFR TO CSC LOCATION: F.M. 528 and Moore Road (Southwest Corner) David Arcemant addressed the Commission, Council and audience on the proposed request,saying the beginning phase would consist of softball fields, soccer fields, football fields and a club- house.' The other area will be developed as the need arises. Several people in the audience addressed the group with questions about traffic, parking and hours of operation. Mr. M.R. Bolton representing the Friendswood Soccer Club submitted a letter to be reflected in the minutes. No one spoke in opposition The Public Hearing was adjourned. Ruth P. Henry - Secretary (letter attached) Friendswood Soccer Club July 13, 1987 City of Friendswood Planning and Zoning Commission Friendswood, TX 77546 We wish to express our appreciation for allowing our representatives to attend your meeting held on June 18, 1987 and to become more familiar with the details of the proposed sports complex. We applaud any effort to support and expand sports in our area and certainly feel positive about adding any new business to the Friendswood tax rolls. a does seem to be some misconceptions developing concerning the impact of this new complex on Friendswood's youth sports. The new complex is being touted as the solution to the crowded conditions of the current playing fields in Friendswood. We cannot concur with this view and are concerned some of the local business support we currently enjoy will slacken if this view persists. Mr. Arcemant has stated for local newspapers that the facility is primarily for adult sports, especially softball. The drawing of the proposed complex does show two combined soccer/football fields, but as these sports are played at the same time, we can expect little relief. The Friendswood Soccer Club currently has three large, two medium, and four small soccer fields. These fields are located at Westwood Elementary and Cline Primary Schools. This year we will spend approximately $6,550 for field maintenance. This is a large sum of money to spend with no assistance from the city or schools. Soccer is now played almost year round and that puts an additional burden on us. The. Friendswood Soccer Club could bid and win the BAYSA Playoffs, State Playoffs, Regional Playoffs and hold numerous tournaments if we had an adequate number of fields. Box 411 Friendswood, Texas 77546 Friendswood Soccer Club The Friendswood Soccer Club is a part of the Bay Area Youth Soccer Association (BAYSA) which is made up of 18 soccer clubs, with over 6300 youth players. The Friendswood Soccer Club is the third largest club in the association with over 600 youth players ranging from the ages of 5 to 18 years. DIVISION # TEAMS AGE "F" Boys 14 5, 6, 7 "F" Girls 2 "E" Boys 7 8, 9 "E" Girls 4 "D" Boys 6 10, 11 "D" Girls 2 "C" Boys 6 12, 13 "C" Girls 1 "B" Boys 3 14, 15 "B" Girls 1 TOTAL 46 Teams Approximately 1/2 of the teams play out of Friendswood each week during the Fall Season, with the other 1/2 playing in Friendswood and bringing in 23 teams from other communities. These teams bring in additional revenue to business in Friendswood due to the fact that they patronize restaurants, service stations, and other establishments. Based on the number of out of town teams playing in Friendswood, the following is an estimate of the number of people coming into Friendswood. 23 Teams X 18 Players = 414 Players * 23 Teams X 9 sets of Parents = 207 Parents 621 Players/Parents per weekend * Assuming only 1/2 of the parents attend o n A-„• 411 friPnftwmnrj T-Y,- 77546 o Friendswood has sent two teams to England and is planning on sending another team 'in 1989. o In 1986 the 9-year old Boys team placed 2nd in Texas Eastern District Play --offs. (Wildcats) o Many teams go to tournaments in Dallas, Corpus Christi, Beaumont, Denver, etc. o Seven of our players made the 1st round of the State U.S. Olypmic Development Team. Three made the Final Team. o Friendswood players have received scholarships to colleges on the East Coast. (Pat Holguin) o Friendswood players have made professional teams.
