HomeMy WebLinkAboutP&Z Minutes 1988-05-05 RegularMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION May 5, 1988 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, May 5, 1988, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present. Baker - Chairman Hansen Holzschuh Cress Ballard Duane Hengst - Community Development Director With a quorum present,Todd and Hines absent, the following items were considered. PRE APP - SAN JOA UIN SECTION I AND 3 - 16 LOTS - PLATTED INTO 1 50 ACRE TRACT - 0 FARRELL David O'Farrell addressed the Planning and Zoning Commission and the audience regarding a request to replat 16 lots into 1-50 acre tract for 1 home. Mr. O'Farrell told the group the developer would like to have the street (San Miguel) located in the middle of the proposed development abandoned. He has spoken to the City Attorney who advised him the way to approach this replat was as one single residential lot. The final plat to be contingent on the abandonment of the street. The Commission advised Mr. O'Farrell to petition the City Council by letter for abandonment stating the value of the street right-of-way. RUSTIC ACRES - PRELIMINARY - F.M. 2351 AND RUSTIC MEMO: DATED APRIL 28, 1988 - FROM CLEAR CREEK DRAINAGE DISTRICT With reference to subject proposed subidivsion, we are enclosing a copy of the recommendation presented by our Consulting Engineer on his examination of the preliminary plat and site. Page 2 May 5, 1988 We wish to call attention to the Planning and Zoning Commission that this proposed subdivision lies within a particularly sensitive area at the present time (with regards to drainage). Mr. Gartrell had a copy of Mr. Shumilak's recommendation picked up on April 18, 1988. The Drainage District has not yet received an amended preliminary plat. MEMO: DATED APRIL 18, 1988 - E.E. SHUMILAK - CLEAR CREEK DRAINAGE DISTRICT CONSULTING ENGINEER The preliminary subdivision plat as submitted lacks the following items required by Clear Creek Drainage District for preliminary plat approval: B-2: There is no method proposed to control the rainfall runoff from the development. This subdivision is in an area already beset by drainage problems and the culvert identified under F74-2351 may be inadequate as it presently exists. B-3: No drainage easements are identified anywhere on the plat. Based on these shortcomings, it is my recommendation that the CCDD Board of Supervisors not grant preliminary approval until they are rectified. Citizens from Clover Acres and Cowards Creek Subdivision were in the audience requesting to address the Planning and Zoning Commission about the proposed development adding to their drainage concerns. The Commission received a letter from G.E. Wenzel addressing his concerns. (placed on file) The following people addressed the Commission stating their area already has drainage problems. They feel the proposed development will only create a bigger problem, until the present drainage concerns are resolved. Mrs. Oddo Mr. Lockridge Mr. Everette Mr. Couch Mrs. Brown Mrs. Willis Mr. Truman Mr. Munz Page 3 May 5, 1988 Mr. Gartrell,the engineer of the proposed subdivision,told the group they have a complete retention system to control runoff within the proposed development. Mr. Hengst, City Engineer told the group the developers are seeking preliminary approval. He does not feel he can give preliminary approval at this time. The reason being the preliminary plat requires drainage shown on the plat. He also would like additional input from the Clear Creek Drainage District. Mr. Lockridge requested to speak saying they are in the process of getting three reports. (1) Coenco-City report,(2) Winslow (Drainage Report), (3) Brazoria Four: The three reports are still in limbo. Clover.Acres floods at the present time and there is a problem to solve. Mr. Everette representing the Coward Creek homeowners area addressed the group about not giving any further subdivision approval until the present drainage situation is solved. MELODY ESTATES - 5 LOTS - PRELIMINARY Ted Bogren, Engineer and Dr.Clauson the property owner addressed the Planning and Zoning Commission regarding the proposed Melody Estates subdivision. Melody Estates located on Melody Lane and consisting of 9.394 acres subdivided into 5 lots. Dr. Clauson asked the Commission to reconsider the denial recommendation of, the Commission regarding an existing roadway abandonment. The Commission, Mr. Bogren and Dr. Clauson reviewed the information presented again. The concensus of the Planning and Zoning Commission was they feel the roadway may be needed as an ingress - egress for future development in the area. MOTION:(CRESS) To grant preliminary approval leaving the 20' roadway. The developer to dedicate an additional 10' right-of-way easement to the City. A reversionary clause on the plat that the 10' easement revert back to the owner if not used as a roadway after 20 years. SECOND:(HOLZSCHUH) VOTE: FOR: UNANIMOUS AGAINST: NONE MOTION CARRIED.
