PLANNING AND ZONING COMMISSION
January 7, 1988
The Friendswood Planning Zoning Commission held a regular meeting
of Thursday, January 7, 1988, at 7:00 p.m, in the City Hall Council
Chambers. The following Commissioners were present.

With a quorum present and none absent, the following items were
considered.
JOINT MEETING - CITY COUNCIL
FIELD SUBDIVISION - 47 LOTS
Commissioner Baker called the meeting to order.
Mr. Field is proposing to develop a subdivision on East Castlewood
and Quaker Bend. Commissioner Baker told the group one of the
concerns they would like to discuss tonight is the 40' street.
The developers have indicated they will deed to the City a 10'
easement on the proposed development side of the road. In the
past the property owners on the other side have indicated they
would also deed 10'. The 10' on each side would allow for a
60' road as required by City Code. The developer suggested they
put in the street since the street program for 1988 includes East
Castlewood and the City could reimburse the developer. The Planning
and Zoning Commission suggested a joint meeting with City Council since
the request is outside the scope of the Commissions.
Another issue of concern the Commission would like to discuss is the
depth of the 390' CSC the developer is requesting to -reduce to 200'
CSC.

Commissioner Cress told the group he has concerns about a 200'
commercial depth. He referred to the guidelines set forth in the
Future Growth Committee report allowing enough space for parking,
landscaping and buffer strip. In the CSC after the narking and
landscaping 200' does not leave sufficient depth for the structure.
Commissioner Cress also pointed out_ the tractor on either side
of the property have a 300' depth.
David O'Farrell representing the owner said the depth is in
conformity with the 200' requirement for a CSC zone in the
Zoning Ordinance.
Several Quaker Bend residents addressed the group saying they
have no objections to the Commercial or residential development
being proposed.
The consensus of the City Council is they do not have a problem
with the CSC being reduced to a 200' depth for the proposed develop-
ment. Council also feels the developer should pave the approximate
distance past the entrance to the subdivision being proposed on
East Castlewood.
Commissioner Baker addressed the Council, Commission and audience
in trying to summarize:
1. Council has no objection to the 200' CSC.
2. The Planning and Zoning Commission will discuss the zone
classification change request.
3. The developer will put in the street (approximately 390')
past the entrance to the proposed subdivision on East
Castlewood.
4. The City will aid in obtaining the 10' easement on the other
side of the street.
Joint part of the meeting was closed.
FLOYD CONCRIAN
Mr. Cochran addressed the Commission saying he purchased property from
the Lutheran Church zoned (C-2) located on F.M. 518 and Mary Ann (lots
29,30 and 31). Mr. Cochran sold the property to Mr. Hastings who says
he can not build because of existing deed restrictions and is cueing
Mr. Cochran.

Commissioner Cress told the group he was on the Commission at the
time the Church owned the property. The request for the zone change
was made even though it went against the deed restrictions. The
Church was made aware the deed restrictions precluded commercial
development. As far as the City is concerned the property is a
buildable piece of property meeting the City Codes. One Commissioner
suggested the owner approach the Homeowners Association to see if
they will waive the deed restrictions -on the property.
FALLINGLEAF -- MR. EASTERBROOK
Mr. Easterbrook addressed the Commission representing a homeowner
on Fa-lling Leaf with a 5 acre home site and 7.9 acre vacant tract
adjacent. Mr. Easterbrook told the Commission they are separate
tracts. The owners are considering selling the 7.9 acre tract
for the construction of a home. Mr. Easterbrook wants to verify
a home can be built on the 7.9 acre tract. He was advised one
home could be built on the 7.9 acre tract but selling a portion
would require subdividing as required by ordinance before a building
permit could be obtained.
REAPPOINTMENT AND RECOMMENDATIONS
PLANNING AND ZONING COMMISSION
Commissioner Hansen recommended the Commission recommend to City
Council the reappointment of Beeth and Hines by acclaimation.
Commissioner Beeth addressed the Commission saying he has enjoyed
working with the Commission but his business keeps him from
attending meetings at this time. He does not wish to be considered
for reappointment.
The Commission requested a memo be sent to Council recommending
the reappointment of Hines and stating Beeth does not want tc be
considered for reappointment.
The meeting was adjourned.
