HomeMy WebLinkAboutP&Z Minutes 1988-04-07 RegularMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION April 7, 1988 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, April 7, 1988, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present. Baker - Chairman Todd Cress Hansen Ballard Holzschuh Hines With a quorum present and none absent, the following items were considered. CONSIDERATION AND POSSIBLE RECOMMENDATION REQUEST FOR ZONE CLASSIFICATION CHANGE MFR-L TO OBD LOTS 7 and 8 Block 2 A public hearing was held April 4, 1988, to hear input on the above request for a zone classification change. The Commission made the following motion: MOTION:(BALLARD) To recommend to City the approval of the request for a zone classification change of Lots 7 and 8 Block 2, 402 S. Friendswood and 103 Willowick, from MFR-L TO OBD. SECOND: (TODD) VOTE: FOR: Baker, Todd, Cress, Hansen, Ballard and Holzschuh. Hines arrived after the motion. AGAINST: NONE MOTION.CARRIED Page 2 April 7, 1988 CONSIDERATION AND POSSIBLE RECOMMENDATION REQUEST FOR ZONE CLASSIFICATION CHANGE CSC TO NC (3.9 ACRES) CSC TO SFR (7.2 ACRES) N.E. Corner of F.M. 518 and East Castlewood Lots 2 and 3 Block 11 Commissioner Cress continued to express his concern over the remaining depth of commercial to allow for adequate parking, landscaping and buffer between residential and commercial. MOTION: (HANSEN) To recommend to City Council approval of the request for a zone classification change of the N.E. corner of F.M. 518 and East Castlewood, Lots 2 and 3 Block 11 from CSC TO NC (3.9 Acres) CSC TO SFR (7.2 Acres). SECOND: (HINES ) VOTE: FOR UNANIMOUS AGAINST: NONE MOTION CARRIED The Commission requested a memo on each of the recommendations be sent to City Council for Council's agenda of April 11, 1988. KENT BALLARD ABSTAINED FROM THE FOLLOWING DISCUSSION: RUSTIC ACRES Rustic Acres did not make the posting deadline for preliminary action. Rustic is proposed to be located on F.M. 2351 and Rustic Lane consisting of 12.4505 acres subdivided into nine lots. The Commission asked Duane Hengst, if he had any comments from his review of the proposed subdivision. Duane addressed the group with the following: 1. He suggested possibly a 10` utility easement and.15' drainage easement. 2. We will also receive input from the Drainage District and they may have some additional suggestions concerning the drainage. 3. Survey and abstract no. 4. Frontage for lot 4, driveway access (plat notes) Page 3 April 7, 1988 5. Subdivision boundary line needs to be heavier weight 6. Location sketch to be in all directions for 1 mile 7. Locations and sizes of existing culverts to be shown w/grades 8. Water and sewer proposed 9. Anticipated impact of downstream drainage 10. Legal description for recording in the county Duane told Mr. O'Farrell he should have his engineer get in contact with him regarding the needed compliance with City Code. Mr. O'Farrell will return to the next regular meeting of the Planning Commission for preliminary consideration and possible action on the proposed Rustic Acres. MELODY ESTATES - PRELIMINARY Ted Bogren representing Dr. Clauson,presented a preliminary plat of Melody Estates for review to the Planning and zoning Commission. Melody Estates is 9.394 acres subdivided into 5 lots located on Melody Lane. Mr. Haskew and Dr.Clauson (Dr. Clauson proposed Melody Estates property owner) are petitioning for the abandonment of a 40, dedicated road'(closed.road) which crosses the property and the City received the following letter: Letter slNorman Clauson and Steve Haskew, respectfully request your consideration of abandonment of an existing 40' roadway easement which crosses their property. The roadway has never been opened or improved for public use." The letter was forwarded from the City Council for a recommendation from the Planning and Zoning Commission. The Commission tabled the discussion of a recommendation to City Council on the roadway abandonment on the Melody Estates plat. This is to allow time to review a previousely proposed developments roadway ingress -egress as well as the expiration date of the proposed development for submitting a final plat. Page 4 April 7, 1988 REESE ESTATES - FINAL PLAT Mr. Thompson representing Mr. Reese presented a final plat of Reese Estates to the Planning and Zoning Commission. Reese Estates is located on Sunset and Murphy consisting of 2.6046 acres subdivided into 3 lots. MOTION:(HINES) To grant final approval of the proposed Reese Estates located on Sunset and Murphy consisting of 2.6046 acres subdivided into 3 lots. The utility plans to be submitted to Duane Hengst for approval. SECOND: (BALLARD) VOTE: FOR UNANIMOUS AGAINST: NONE MOTION CARRIED COMMISSIONER HINES LEFT THE MEETING AT THIS TIME MCDONALDS - SITE PLAN The Commission reviewed the Mc Donald's site- plan and made the following motion: MOTION: (TODD) To recommend to City Council approval of the Mc Donald's site plan subject to a letter to the architect from the Community Development Director in regard to the landscaping requirements in the zoning ordinance. SECOND: (BALLARD) VOTE: FOR UNANIMOUS AGAINST: NONE MOTION CARRIED A memo to be forwarded to City Council on the above item. The meeting was adjourned. Ruth P. Henry - Secretary
