HomeMy WebLinkAboutP&Z Minutes 1988-03-17 RegularMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION March 17, 1988 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, March 17, 1988, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present. Todd - Vice Chairman John Giblin - Engineering Hines Ballard Holzschuh Hansen Cress ( Arrived after the first item Friendswood Metals) Baker ( Arrived after the first item Friendswood Metal) With a quorum present and none absent, the following items were considered. Mayor Ralph L. Lowe administered the oath of office to Bud Holzschuh at 5:00 p.m., March 17, 1988,in the office of the City Secretary. COMMISSIONER HANSEN ABSTAINED FROM THE FOLLOWING ITEM FRIENDSWOOD METALS. The Commission reviewed the request for Friendswood Metals and Specialty Steel Corporation to receive water and sewer services from the City of Priendswood as required by Section 18-5 of the Friendswood City Code. MOTION: (BALLARD) To grant approval of the above request of Friendswood Metals, complying with Section 18-5 of the Friendswood City Code. SECOND: (HINES) VOTE: FOR: Ballard, Todd, Hines and Holzschuh ABSENT: Cress and Baker ABSTAINED: Hansen RUSTIC ACRES - F.M. 2351 AND RUSTIC COMMISSIONER BALLARD ABSTAINED FROM THE FOLLOWING ITEM RUSTIC ACRES. Page 2 March 17, 1988 RUSTIC ACRES - PRE APP Al O'Farrell presented a pre-app of Rustic Acres located on F.M. 2351 and Rustic Lane. The proposed development would be 12.4505 acres subdivided into 9 lots. The plat indicated a pipeline through lots 5,3,2,1 and b. Mr. O'Farrell is to return with the preliminary drawings for approval. COMMISSIONERS BALLARD AND TODD ABSTAINED FROM THE FOLLOWING ITEM PARKWAY ADDITION I - FINAL David O'Farrell presented the final replat of Parkway Addition I, Reserve F, located on F.M. 528 for review and approval. The Commission reviewed the final plat for conformance with the General procedures for approval of proposed subdivisions and advised the developer the following items need to be complied with: 1. Name and adjacent boundary location of subdivision, streets, easements, pipelines, watercourses, railroad right-of-way, easements, section lines, political subdivisions, school district boundaries, on all sides for not less than two hundred (200) feet. 2. Review and approval by Duane Hengst, P.E., Community Development Director. 3. Verification of sewer line capacity being large enough. 4. Easements for utilities indicated on plat. 5. Plat Fee. MOTION: (HANSEN) To grant approval contingent on review of Parkway Addition I, by Duane Hengst. P.E. for compliance with the platting procedures as -well as the above listed items. Also authorizing Benny Baker,Chairman of the Planning and Zoning Commissiori,to sign the mylar after review and approval by Duane Hengst, P.E. SECOND: (CRESS) VOTE: FOR: Hansen, Cress, Baker, Hines and Holzschuh AGAINST: NONE ABSTAINED: TODD AND BALLARD Page 3 March 17, 1988 REESE ESTATES - PRE APP - SUNSET AND MURPHY Mr. Thompson presented a proposed development located on Sunset and Murphy consisting of 2.59 acres subdivided into 3 lots. Commissioner Hansen pointed out the City map does not show the tract prior to this replat. He requested Duane Hengst be made aware of this. The Commission sees no -problem with the proposed development. MELODY ESTATES - PRE APP - MELODY LANE Ted Bogren presented a proposed development consisting of 9.394 acres subdivided into 5 lots located on Melody Lane. The five lot subdivision will require a preliminary plat review because of the proposed water line extension from Winding'Road being run by the developer. A note on the plat indicates all lot owners to install sewage grinder 'Dumps as per City requirements at the time of construction of residences. A fire hydrant will also be required. Mr. Bogren is to return to the April 7, 1988, Planning and Zoning Commission for preliminay review. LOT E - CEDAR OAK Mrs. Johnita Waida is considering the purchase of lot E on Cedar Oak for the construction of a home. Cedar Oak is located off of Cedarwood between Queens Lane and Ron Circle. Mrs. Waida said the property was divided around 1966 and is 80x173. MEMO DATED DECEMBER 9, 1985 The Memo was from a discussion held with the City Attorney: If a building permit is requested for a lot which was existing prior to present lot size requirements, the permit cannot be denied. However, setback requirements under the most recent zoning ordinance must be adhered to. If the applicant for the building permit feels that the setback requirement places an undue hardship on him, he has the right to appeal to the Zoning Bbard of Adjustment. The Commission requested a letter be forwarded to Mrs. Waida concerning obtaining a building permit on Lot E located on Cedar Oak. MC DONALDS John Giblin presented drawing for McDonalds to be located on F.M. 518, adjacent to Roberts Auto Parts. John told the Commission he did not see the original drawing but it is his understanding they rearranged the approaches.
