HomeMy WebLinkAboutP&Z Minutes 1988-04-21 RegularMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION April 21, 1988 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, April 21, 1988, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present. Baker - Chairman Duane Hengst - Community Hansen Development Director Todd Ballard Hines Holzschuh With a quorum present and Cress absent, the following items were considered. BALLARD AND TODD ABSTAINED FROM THE FOLLOWING ITEM: RUSTIC ACRES - F.M. 2351 and Rustic - PRELIMINARY The subdivision ordinance requires a preliminary plat be submitted 10 days prior to a regular meeting of the Planning and Zoning Commission. Rustic Acres was submitted April 21, 1988. Mr. Gartrell addressed the Commission saying he had changed the items requested by the City Engineer, from the April 7, 1988, meeting. Mr. Gartrell told the Commission the only item not yet satisfied was the drainage. The Clear Creek Drainage District is making a study of the area, which includes the proposed Rustic Acres. Chairman Baker asked the City Engineer if he had reviewed the proposed Rustic Acres plat including the changes requested from the April 7, 1988 meeting. The City Engineer told the Planning and Zoning Commission this evening was the first time he had seen the revised plat. No action was taken. Page 2 April 21, 1988 JOHNITA WAIDA - 3 ACRES - QUEEN'S LANE ( 3 - 1 Acre Lots) Mrs. Waida told the Commission she is considering the purchase of 3 acres located between Queen's Lane and Cedar Oak. Cedar Oak is an unimproved road. The first 500' of Queen's Lane is a City Street with the remainder of the road private. Mrs. Waida would like to subdivide the 3 acre tract into 3 lots. The property Mrs. Waida is considering purchasing starts 160' down Queen's Lane leaving approximately 340' fronting a City street. The Commission would like input from the Fire Marshal in regard to emergency vehicle access to the tract. The City Engineer told the Commission he would get in touch with the Fire Marshal. CDNSIDERATION AND POSSIBLE RECOMMENDATION TO CITY COUNCIL RL6ARDING ROADWAY ABANDONMENT WHICH CROSSES A PROPOSED DEVELOPMENT ON MELODY LANE. Commissioner Ballard told the Commission the proposed Friendswood Timbers plat . has expired under Section II - 5 of the subdivision ordinance. The large proposed development was one of film items reviewed that would effect the proposed abandonment of a roadway easement on Melody Lane. MOTION: (TODD) The Commission feels the roadway may be needed in the future for ingress -egress from Melody Lane. The Commissions recommendation to City Council is the roadway abandonment be denied. SECOND: (HOLZSCHUH ) VOTE: FOR UNANIMOUS AGAINST: NONE MOTION CARRIED The Commission also discussed the need for an additional 10' on either side of the 40' roadway for a future 60' roadway. A memo to be forwarded to City Council from the Planning and Zoning Commmission regarding the recommendation. WHATABURGER Community Development Director, Duane Hengst addressed the Commission regarding the landscaping requirements for Whataburger. P age 3 April 21, 1988 According to the landscaping requirements in the zoning ordinance, the 3 large trees (2 Catalpa and 1 Oak) located on the tract need to be preserved. The Architect told Mr. Hengst if they save all 3 trees it would block the entire front of the structure. They would like to negotiate by taking out the 2 Catalpa and replace them with 2 other fairly large trees in other areas on the tract. The Commission suggested to Mr. Hengst perhaps they could place 2 4" diameter box grown trees elsewhere on the tract. LAUREL FIELD Chairman Baker told the Commission he had spoken with City Attorney John Olson regarding Laurel Field. The City Attorney told Chairman Baker the City would need to accept Quaker Bend as a City street in order for the proposed Laurel. Field to use Quaker Bend as a part of the ingress -egress to the subdivision. The meetin6 Ruth P.Henry - secretary
