HomeMy WebLinkAboutP&Z Minutes 1988-05-19 RegularMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION May 19, 1988 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, May 19, 1988, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present. Baker - Chairman Duane Hengst - Community Develop Hansen Director Cress Todd Ballard With a quorum present,,Hines and Holzschuh absent, the following items were considered. SAN JOAQUIN ESTATES - SECTION 1 AND 3_ Replat of a portion of San Joaquin Estates, Section 1, Block 1, Lots 1, 2, and 3, Section 3, Block 1, Lots 4, 5, 6,7,8,9,10,11, 12,13,14,15, and 16. The purpose of the replat is to abandon a portion of San Miguel Drive and replat drainage and utility easements and plat Lot 1 thru 16 of Block 1, San Joaquin Estates, Section 1 and Section 3 into 1 lot and 1 block. MEMO - FIRE MARSHAL: I have no comments on this replat. May I respectfully suggest that the water lines and fire hydrants remain in service so as to provide fire hydrants and water for fire suppression to whatever is going to be built on the new Block 1, Lot 1. MEMO- LT. RUSSELL WILLIAMS - PD I have no recommendations. I see no affect on police related activities. Page 2 May 19, 1988 MEMO - Clear Creek Drainage District: After review the concensus of the Board and its Consulting Engineer is that this replat will have no negative impact on drainage in this area. A positive impact should result since the construction density will be lessened. The Commission asked Duane Hengst, City Engineer if leaving the existing fire hydrant would be a problem. Mr. Hengst addressed the Commission saying if the easement is abandoned he would want to meter the line. He went on to say unless you put on a large meter on the line the fire hydrant would be restricted. He feels it would be better to keep the easement for the water line so the property would have fire service available within 500' of the residence, as required by the subdivision ordinance. David O'Farrell representing the buyer told the Commission the proposal is to get a conditional abandonment of the easements from the City as well as the utility companies in the form of a letter. The buyer can at some future date exercise the right of abandonment. David told the Commission the two things they are requesting for closing are: 1) the replat into 1 lot, 2) the abandonment of the street. MOTION: (BALLARD) To grant preliminary approval contingent on City Countil's approval of the &bandonment of the roadway right-of-way. (San Miguel Drive) SECOND: (CRESS) VOTE: FOR UNANIMOUS AGAINST: NONE MOTION CARRIED POLLY RANCH ADDITION I Mr. Gartrell of Gulf Coast Engineering, representing the purchaser presented a pre app of Polly Ranch Estates Addition I. The proposed replat located on Oak drive is one-half of lot 5 , adjoining the south- westerly one-half of lot b, Polly Ranch Estates. The proposal is to plat the two half lots into one in order to obtain a building permit. RESERVE L - POLLY RANCH - Possible Zone Change Request Mitch Mitchell presented a proposed request for a zone classification changa of Reserve L - located in Polly Ranch. The.t"ract is 11 acres and is presently zoned SFR. Mr. Mitchell told the Commission the request would be to rezone 3.5 acres of the SFR to NC. The Commission reviewed the procedures for a zone classification change with Mr. Mitchell. Page 3 May 19, 1988 MR. DOYLE - SEWER SERVICE OUTSIDE THE CITY LIMITS April 26, 1988 Letter from Michael T. Doyle, Sr. to the City Manager and City Council: Request: Allow connection to existing water line and allow usage for a convenience store operation. Allow connection to sewage line via manhole approximately 1500-2000 feet west on F.M. 2351. Connection to lines to be at the expense of owner/developer and use not to exceed capacity required for convenience store -type operation. Mr. Doyle's letter was forwarded to the City Engineer, Duane Hengst, Community Development Director for review and input. Mr. Hengst's input -is attached to -the minutes. The item has been placed on the Planning and Zoning Commission agenda as required by the Friendswood City Code for their recommendation to City Council. The Planning and Zoning Commission reviewed the information pertaining to Mr. Doyle's request and made the following recommendation in the form of a motion. MOTION: (TODD) To recommend to City Council the request be denied. SECOND: (CRESS) VOTE: FOR UNANIMOUS AGAINST: NONE MOTION CARRIED Memo to be forwarded to City Council ZONE CLASSIFICATION CHANGE RE UEST - BLACKHAWK AND F.M. 528 Mr. Love is requesting a zone classification change to an existing structure located on Blackhawk and F.M. 528. The intent of the request is for an indoor Theme Park for children 10 years old and under. The present zone is CSC the request is Specific Use - Indoor Theme Park. ZONING MAP Councilman Prihoda addressed the Planning and Zoning Commission and Duane Hengst, Community Development Director in regard to updating the Zoning Map, which has not been updated since 1984. The concensus of the group was to have work sessions on the map by quadrants. Page 4 May 19, 1988 Memo from CCDD in regard to Mr. Doyles request. TO: Annette A. Brand, City Manager FROM: Duane M. Hengst, Cunnuni.ty Development Director DATE: April 29, 1988 RE: Mr. Michael Doyle's request for sewer service outside City limits; S.W. corner FM 2351 at Beamer Road I have no objections to Mr. Doyle tapping into our waterline fronting his property on FM 2351. He will of course be subject to normal out -of -city --limit tap fees. Regarding sewer service, there is currently capacity available for Mr. Doyle to tap into the sanitary sewer line. This line ends approximately 1,600 feet west of his property. He would need to install a grinder pump and a sewer pressure line to reach the manhole nearest his property. However I do not recammend approval of his request for a sewer tap. Mr. Doyle's property is outside of the Friendswood city limit and the Friendswood E.T.J. Granting his request for sewer service would set a precedent for allowing others in this area to do the same. This is not inherently objectionable but I feel the City should reserve capacity in the line for the undeveloped tracts which are within the City. There is a nearby tract zoned multi -family residential (high density) that, when developed, will need to tap into the same sewer line. I feel we should not allow development outside of the City to consume sewer capacity reserved for future developments within the City. Conversely, I feel it inWrtant to point out that development on FM 2351 in the subject area could be beneficial to the City of Friendswood. Since Friendswood extends to Beam r Road north of FM 2351, it could be the catalyst to ccnv ercial development in the area and result in an increased tax base. We currently do not have any plans for extending sewer service to this area. I feel plans, cost estimates, along with a time line and financing methods should be considered prior to allowing this development. In any case, direction from Council should be rendered prior to making a final decision regarding this request. The meeing was adjourned.
