HomeMy WebLinkAboutP&Z Minutes 1986-12-04 RegularMINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION December 4, 1986 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, December 4, 1986, at 8:00 p.m. in the City Hall Council Chambers, The following Commissioners were present. Baker - Vice Chairman Todd Cress Ballard Hansen Beeth (8:45) With a quorum present and Chairman Holt absent, the following business was transacted. PARK AND OPEN SPACE PLANS AND MAPS The Planning and Zoning Commission is recommending to City Council the following : The Commission feels a simple approach based on an evaluation of the actual recreational needs of the City is the best approach to be taken in this matter. We have serious reservations that the zone plan ap- proach for acquisition of park land is advisable at this time for a variety of reasons: 1. The ability of the City to acquire large acreage park land would be diluted since park funds would have to be distributed over numerous small zones (resulting in numerous small parks). 2. It would be an undue administrative burden for the City. 3. The zoned plan does not take into consideration the actual recreational needs of the City. Page 2 December 4, 1986 4. The way of life in Friendswood doesn't lend itself to zones because we function as a single City not a number of separate zones. Citizens will drive to any side of the City to use a park area needed for their purpose. We recommend a use/needs assessment in house study in conjunction with other entities (Parks & Recreation, Galvestion County, Harris County, etc). We further recommend exploring alternative funding/planning in cooperation with other taxing authorities and possible donors. The meeting was adjourned. Ruth P. Henry - Secretary
