The FriendSWCXXI Planning and Zoning carmission held a regular meeting on Thursday, June 15, 1989, at 7:00 P.M. in the City Hall Council Chambers. The folla.ving members were present. Benny Baker -Chainnan Jeanie M:Hugh Sally Wymer Bud Holzschuh Glen Cress Duane Hengst -Engineer,CDD Ruth Henry -Secretary With a quorum present, Hansen and Wasson absent, the folla.ving items were considered. PRE-APP MELODY LANE 10 ACRES - 5 rms Mr. Keller presented a Pre-App drawing of 10 acres located on Melody Lane to the Planning and Zoning Camrission. Mr. Keller is requesting to subdivide the 10 acres into 5 lots. The 10 acres is a rectangular tract(330'X 1260') with the 330' fronting Melody Lane. Mr. Keller proposes to have a cul-de-sac entrance for 3 of the lots, and the other 2 lots with ingress-egress from Melody Lane. City Engineer Duane Hengst told the Cairnission our subdivision ordinance address a maximum length for cul-de-sac but not a minimum length. The Ccmnission told Mr. Keller they have no objections to the site plan and to proceed with the to preliminary plat meeting the requirements of the Friendswood Codes. REX:)UEST FOR A ZCNE CLASSIFICATION CHANGE 1.8 ACRES The Planning and Zoning Carmission received a request for a zone classification change of 1.8 acres. The request is to rezone 1.8 acres from CSC to OP. The property is located on FriendSWCXXI Drive, lot 42 (1414 South Friendswood Drive) • The Canmission called a public hearing for July 10, 1989, 6:30 P.M.. Mr. Burke presented a proposed site plan of a UNIPLEX BUSINESS PARK shaving the following: Total building area 16.778 S.F Total paved area 36.314 S.F. Tot al landscaped area 28049 s.f. Total parking spaces 9'x18' (62) 8'xl6' (8) Mr. Burke requested to be on the next agenda for review and approval of the site plan. r J Page 2 June 15, 1989 MR. SKIDM)RE RE: Falcon Ridge Subdivision Mr. Skidmore requested the following be part of the Pl anning and Zoning Ccmnission minutes. My name is Gerald Skidmore and I am president of the Falcon Ridge Ccrrmunity Association. We currently have about 75 haneowner families and this will very soon increase to 130 fa milies, when Brighton Builders canplete its project. We continue to hear rurrors about Falcon Ridge Phase '.I\,,D, Phase Three, and Phase Four. The Board of Directors of the Falcon Ridge Haneowners Association has sane very real concerns about the future of our subdivision. As you know, there had been little construction in Falcon Ridge fran 1986 until that which was recently begun by Brighton Builders. At this time 25 hanes are being built with plans for 30 rrore and this has increased traffic into and out-of our neighborhcxxl. There is only one entrance into the subdivision and this is at the intersection of Falcon Ridge Boulevard and F.M. 528. There is no signal light at the entrance. The Falcon Ridge haneowners are not opposed to new construction, but we feel that our concerns must be addressed before any building beyond Falcon Ridge, Phase one, begins. 1.With only 60-65 families Falcon Ridge, traffic was not a majorproblem, hONever, the wait-time to exit the subdivision toward Alvin can be as long as 5 minutes.at certain times (7:00-8:00 and 5:00-6:00 p.m.). We constantly have problems with speeding on Falcon Ridge Boulevard and running of stop signs in the subdivision. With 130 famil ies, these problems can only get worse. If the nurored Phase 'Two, Phase Three and Phase Four sections of Falcon Ridge are developed, then Falcon Ridge Boulevard could not handle the traffic that would exist, in our opinion. 2.We are concerned about what M:>uld happen in emergencysituations, such as the 1979 flood, the recent gas line explosion of F.M. 528, an impending hurricane, or a needed evacuation of Friendswood for any reason. How would we get out of the Subdivision with all the tr affic that would already be on F.M. 528? 3.We know that you on the Cannission, the Ma yor, City Council,and City Manager share these concerns. r I I l l Page 3 June 15, 1989 Reccrrmendations: l.As soon as possible a signal light should be installed at F.M.528 and Falcon Ridge Boulevard. 2.After the canpletion of Falcon Ridge, Phase One and prior toany further construction in or adjoining our subdivision, another street should be built on the back side of Falcon Ridge and preferably join F.M. 518 and F.M. 528 and the extension of Falcon Ridge Boulevard. Thank you for hearing our concerns. Please notify us and place us on your agenda whenever the Falcon Ridge Subdivision is discussed. FALCON RITGE SEx::TION 4 -PRE APP Jimny Thanpson Engineer representing the Developer presented a Pre-App of Falcon Ridge 4. The proposed tract is located at the end of Middlecreek Street. The developer proposes to extend Middlecreek Street into a cul-de-sac of approximately 300' for lot frontage. The meeting was adjourned. dtot/! �11/2 Ruth P.
