The Friendswood Planning and Zoning Ccmnission held a regular meeting on Thursday, April 6, 1989, at 7:00 P.M. in the City Hall Council Chambers. The follCMing members were present constituting a quorum. Baker -Chairman McHugh Wasson Holzschuh Wymer Cress Hansen Duane Hengst, P.E. Ruth Henry -Planning Coordinator With a quorum present, and none absent, the follCMing items were considered. PRELIMINARY PLAT -FALCON RIDGE SOCTIOO II AND III -77.04 ACRES Engineer Ted Bogren presented the preliminary plat of Falcon Ridge Section II and III. Falcon Ridge Section II being 38 acres (91 lots) and Section III being 39 acres (95 lots). The entrance is to be fran Falcon Ridge Boulevard through the existing section of Falcon Ridge. A memo fran Russell Williams of the Police Department requesting several street name changes because of duplications within the City. A memo fran the Clear Creek Drainage District granting approval. A lengthy memo from Fire Marshal Vance Riley also requesting street name changes. He also pointed out Falcon Ridge was a "subdivision-on-a-stick" concept which he feels is dangerous. Falcon Ridge Boulevard at West Parkwood if obstructed would prevent emergency access to several hundred hemes and families. The Ccmnission reviewed the major thoroughfare map in regard to the profX)sed Falcon Ridge Section II and III. The adopted major thoroughfare map indicates a proposed future road goipg through the profX)sed rear portion of Falcon Ridge Section III. Now would be the time to require right -of-way from the developer, which would make it necessary for the developer to replat section III. The other alternative would be to modify the thoroughfare map by relocating the profX)sed road. [ [ Page 2 April 6, 1989 MOTION: (WYMER) To grant preliminary approval of Falcon Ridge Section II and III, contingent on the following. 1.Plat Fee2.Title Report and Deed Restrictions3 • Change Street Names 4.Location of fire hydrants 500' apartS.EXX>ND: (HOLZ SCHUH) FOR: UNANIMOUS AGAINST: NONE MOTION CARRIED Duane Hengst requested the following be documented in the min utes: The major thoroughfare plan was deviated from on approval of Falcon Ridge Section II and III. SUNSEI' MEAIXMS ESTATES -PRELIMINARY Ted Bogren, Engineer and Russell Plank Project Manager presented the preliminary plat of Sunset Meadows Estates located on F.M. 2351. The street is to be a continuation of Sunset Drive, called North Sunset. Sunset Meadows is proposed to be 26.60 acres subdivided into 49 lots. Sunset Meadows is proposed to have a Ccmnon area (Reserve A)located at the front of the subdivision. Ted Bogren told the Carmission in the first phase there would not be lots created; just the roadway, drainage, ccmnon area and easements. The Ccmnission received a memo from the Clear Creek Drainage District granting approval. A memo from the Fire Marshal as follows: April 6, 1989 I have reviewed the preliminary plat of Sunset Meadows Estates which I received this week. It is my understanding that there are fire hydrants at each cul-de-sac', which is perfect and gratefully appreciated. I respectfully request that the street be named North Sunset Drive. Will each cul-de-sac have a different street name? I recorrmend approval of this plat contingent upon the understanding that no building permits for buildings or structures will be issued until the road is paved through to Pearland. A memo from Russell Williams Police Department requesting the street be North Sunset Drive. Engineer Ted Bogren told the Carmission phase one would be the streets, drainage, easements and ccmnon area only. Canrnissioner Cress carmented that the Carmission has reviewed several proposed plans for this tract which were not developed. He feel this proposal appears to be the best he has reviewed. The Ccmnission feels the ingress should be fran Sedora instead of David Street. To tie into David for ingress-egress would violate the cul-de sac p::>rtion of the sul:x:livision ordinance.
