MINUI'ES OF A REGULAR MEETING PLANNING AND ZONING CCM-1ISSION MARCH 16, 1989 7:00 P.M.
The Friendswood Planning and Zoning Camrission held a regular meeting on Thursday, March 16, 1989, at 7:00 P.M. in the City Hall Council Chambers. The follCMing members were present constituting a quorum.

With a quorum present, and Hansen absent, the follCMing items were considered.
WINDING WAY ESTATES -Consideration and Possible Action of Final Plat: Winding Way Estates is 7.43 acres subdivided into 10 lots located on Winding Way and Leisure Lane. Duane Hengst the City Engineer told the Ccmnission he reviewed the plat and the only item not meeting the subdivision ordinance is 5. a. under final plat sul::rnission. The SUbdivision ordinance under 5. a. is as follCMs: Nine prints of final plat and original tracing shall be sul::rnitted to the City Manager and Planning and Zoning Cmmission with written application for approval at least TEN (10) days prior to a meeting of the Planning and Zoning Ccmnission without exception.
Luke Razzo of the Polly Ran9h Pilots Association requested to address the Planning and Zoning Ccmnission regarding the proposed plat of Winding Way Estates. Mr. Razzo told the Ccmnission the Association had a meeting Wednesday night because this proposed subdivision is located in the flight path of the Polly Ranch Private Air Strip. He just wanted the City to be aware of the possible calls since aircraft will be flying directly over the hanes to be located in the proposed Winding Way Estates subdivision. Dr. Jones told the group in his proposed subdivision deed restrictions he has addressed the follCMing: 1.Building set backs from Winding Way2.Height requirerrents of roofs,trees, antennas and towers3.Each lot owner to sign the deed restrictions not holding thehaneowners association liability for damages due to the use of theairstrip.John Joseph also a resident pilot addressed the Ccmnission regardingthe non flying public. He said they have a tendency to first want torestrict the time frame of the air strip and also the direction of takeoff and landing.

Because of the length of the air strip and the potential hazard fran take off they need to insure that the citi zens understand you always take off and land into the wind.
The Planning and Zoning Carmission made the following motion. MYI'IOO: (CRESS) To grant final approval of the Winding Way Estates subdivision Plat.
SECOND: (MC:Hugh) VOI'E: FOR UNANIMOUS AGAINST: NONE IDI'ION CARRIED
AIDRICH SUBDIVISIOO CONSIDERATION AND POSSIBLE AcrION OF FINAL PLAT The submission of the Aldrich Sul:xiivision did not meet Ord.85-19 5. a. The Camrission reviewed the final plat of the Aldrich Sul:xiivision which is 2.8114 acres subdivided into 4 lots located on Queen's Lane. Engineer Hengst said he has no problem with the plat or improvement plans. The two items of concern are 1. Mr. Gartrell is to obtain the road right-of-way document 2. Use of the church parking lot for emergency turn around has not been settled. Mr. Gartrell is to draft a letter for the City to sul:mit to the Catholic Church.
IDI'ION: (WYMER) To grant final approval of the Aldrich Subdivision subject to canpletion of arove items before Chairman Baker signs the mylar. SECOND: (HOLZSCHUH) FOR: UNANIMOUS AGAINST: NONE IDI'ION CARRIED
BUSINESS PARK The Planning and Zoning Camrission invited Paul Maaz and Tom Manison fran the Econanic Developnent Board and a representative fran the Chamber of Carrrerce for their input in tonight discussion of creating a new zone category. Prior to this meeting the members of the Econanic Developnent Board and Chamber of Carrrerce received copies of the permitted use table in the zoning ordinance and description of the intended use of the proposed Business Park category. After discussion the folla.ving is the revised intent of the Business Park category The Business Park Zone is intended to encourage and permit light manufacturing service operations and auxiliary retail and wholesale sales. The Businesses may be indivi dually owned or leased by a carmon a.vner. The types of uses, and the design exterior appearance so controlled as to maintain the integrity, and be generally canpatible with adjacent surrounding residential and cornnercial developnent. All services, manufacturing and etc. are to be indoors. This district shall abut arterial and/or collector streets. Developnent of a Business Park District requires approval of a developnent site plan by the Planning and Zoning Camtission.
