SPOCIAL MEEI'ING PLANNING AND ZOOING CCMMISSION JANUARY 12,1989 7:00P.M.
The City of Friendswood Planning and Zoning Carmission held a special meeting on Thursday, January 12, 1989, at 7:00 P.M. in the City Hall Council Chambers. the following members were present constituting a quorum.
Baker -Chainnan (8:30) Wasson MCHugh Cress Holzschuh Wymer
With a quorum present and Hansen absent, the folla.ving items were considered. Carmissioner Cress called the meeting to order in the absence of the Chainnan.
Carmissioner Wasson requested to add working on the Canprehensive Plan to the end of the agenda this evening.
Councilman Prihoda addressed the Ccmnission regarding the possibility of being less restrictive on light industrial in a more restrictive area Councilman Prihoda said the word industrial may be scaring sane people. Perhaps the creation of a new category to alla.v for manufacturing which would be contained within the structure without outside storage.
Camri.ssioner Cress sunmarized saying one alternative is to take the existing industrial district and rename being rrore restrictive. Another would be to keep the existing light industrial and create a new categ ory. Another option would be to use the PUD. The Ccmnission went on to discuss that the new category could be utilized for businesses wanting office building, warehouse for storage or repair, eliminating the outside storage or repair.
Carmissioner Cress said what they need is to cane up with a new zone, with a name, description, purpose, list of restrictions all consistent with the present zoning ordinance.
Camri.ssioners McHugh and Wasson told the group they would meet and bring a proposal back to the Ccrrmission for review.

Suggested revision to advertising restriction on hane occupations in the zoning ordinance.

ca,u>REHENSIVE PLAN Ccmnissioner Wasson addressed the group regarding the canprehensive plan saying she had suggested getting it canpleted by making it short, to the point and readily available to the public. She suggests sanething in newspaper form which could also include-illustrations. Basically we could have a policy plan where we put forth goals, objectives, proposed policies. Camri.ssioner Wasson said one step further could be standards for developnent and since we already have a lot of standards in ordinances we would want to use then.
Ccmnissioner Wasson suggested starting with the goals and objectives, which Ccrcmissioner Cress has already developed and each Ccrcmissioner has a copy. The goals and objectives can be grouped into different categories. Ccrcmissioner Wasson took Ccmnissioner Cress's and placed them in different categories which can be expanded at each work session.
Camri.ssioner Wasson suggested starting with a general heading as follows:
I.Keep and improve the character in Friendswood in the face of change.A.Preserve the small town rural character of the Ccmnunity.B.Maintain and improve the Ccmnunity appearance.c.Preserve social traditions and historical heritage.
II.Econanic BaseA.Help the City solve existing problemsB.Use the land area and valuable resources to the betterment ofeveryone. C.Encourage desirable businesses.D.-Desirable locations.
III.Land Use -adopt a general land use plan that provides clearguideline for day to day decisions including how any single piece ofdevelopnent fits.

IV.Services and Facilities
The Ccrrmission decided to place the Canprehensive Plan as an item on each meeting agenda.
The meeting was adjourned.
