The Friendswood Planning and Zoning Ccmnission held a special meeting on Thursday, February 13, 1989, at 7:00 P.M. in the City Hall Council Chambers. The following members were present constituting a quorum. Cress Wasson McHugh Hansen Duane Hengst -CCD Ruth Henry -P&ZC With a quorum present, Chairman Baker, Carrnissioners Wymer and Holzschuh absent, the following items were considered. Ccmnissioner Cress chaired the meeting. PUBLIC HEARING: Ccmnissioner Cress called Planning and Zoning Ccmnission Public Hearing to order. The purpose of the Joint Public Hearing is to receive public input on two proposed amendments to the Zoning Ordinance and one request for a zone classification change. 1.Proposed Amendment to the Zoning Ordinance -Hare OccupationSection 20. Definitions P. #5. OORDING OF PROPOOED CHANGE. There is no advertising of any type on the premises and no other display or storage of materials or exterior identification of the hane occupation or variation £ran the residential character of the main building or any accessory building; ha-.,ever, advertising by IXJ,blished or printed matter is allowed. Several Citizens addressed the Council and Carmission in favor of the change. A letter in support was also read to be placed on file in the City. No one spoke in opposition to the above proposed amendment. 2.Amendment to the Zoning Ordinance by adding a new Zone CategoryThe Category is proposed to be called BUSINESS PARK (BP) Ccmnissioner Cress reviewed the information passed out before the meeting explaining the intent of the proposed new zone category. / r I r I I \"- Page 2 Special Meeting Minutes February 13, 1989 David O'Farrell said he would like to eliminate having metal buildings. The Ccmnission explained the proix>sed category was not canplete. They will be working on the pro{X>sed category at the regular cmmission meetings. The final proix>sal of the Business Park will have another public hearing before the Cmmission makes a recamtendation to city Council. 3.Request for a zone classification change. REX)UEST: SFR TO SPOCIFIC USE - CHURCH (5 acres out of a 10 acre tract) LOCATION: F.M. 528 (Across F.M. 528 fran Windsong) Mr. Bill Finger a resident of Windsong has traffic concerns. He feels F.M. 528 is a heavily travelled area. The ingress-egress into Windsongis difficult.A member of Council indicated they are looking into a traffic light forthe Windsong area. The Ccmnission recessed the public hearing portion of the Special Meeting. The Ccmnission reconvened the Special Meeting of the Planning andZoning Camri.ssion in the Mayor's Office, located in City Hall. Consideration and Possible Recmmendation to City Council to amend the Zoning Ordinance #84-15 -Section 20. Definition P. #5. Hane Occupation. MCII'ION: (HANSEN) To recmmend to City Council to amend the Zoning Ordinance -Section 20. Definition P. #5. Hane Occupation as written in the minutes of the public hearing.
