KENTUCKY FRIED OIICKEN
David O 1 Farrell representing the property a.vner and developer of Kentucky Fried Chicken addressed the Camrission regarding two tracts of land located on F .M. 528 and Winging Way. ( Tract 1 is 1 acre and Tract 2 is 1. 8 acres) They are proposing to locate a Kentucky Fried Chicken on 160'x 200' of tract 1. He told the Carrnission in June when the develol_'.llle!1t was presented the Ccmnission had preferred to leave U,e tract zoned CSC sh0wing integrated access for future developrent. David told the Camnission he would like to cl arify his thinking on platting since the developrent is a metes and bounds of the CSC tract. City Engineer Hengst told the Ccm:nission in the past a site plan was pre sented to the Cannission for approval of the sites within a CSC zone. Caranissioner Wasson feels since he is selling a part of the tract he should go through the platting procedures.
David told the Carmission in his last discussion with them because the developrent would be integrated they could metes and bounds so that is why he is here this evening.
Carmissioner Wasson said the only way she ca n see the issuance of a building permit is if they are not changing any lot lines. The Carmission requested the City Engineer to discuss the issue with the City Attorne y for an interpretation fran a legal standpoint. PRE APP SAN JOAQUIN ESTATES -20 ACRES -rms 6,7,8,9,10 and 11 David O'Farrell addressed the Ccmnission regarding the aoove 6 lots (20 Acres) for replatting. The buyers are considering replatting the 20 acres into 2 -10 acre tracts. Mr. O 1 Farrell told the Carrnission he is qoing to reccnmend replatting anc not dissolving the lot lines because in time they would not have as many options. The Car:mission told Mr. O'Farrell they co not have a problem with the concept.

PRE APP EAGLE LAKES Mitch Mitchell presented a pre app of Eagle lakes located between F.M.518 and Chigger Creek and consisting of 75.46 acres sul:x1ivided into 173 lots. Mr. Mitchell told the Carmission at there meeting in July the Crnrnission had requested since the rear p:::>rtion abuts the prop:::>sed Falcon Ridge II and III, which is located on F.M. 528, perhaps they could connect one of the streets allc,,ving better ingress-egress for both subdivisions which he has done. The other request was the entrance street (shc,,vn as Eagle Lakes Drive) be a 60' right-of-way and 40' of pavement which is what he intends to sho.v on the preliminary
plat. Mr. Mitchell is to return with his preliminary plat.

Mr. Jacobs presented a site plan for a prop:::>sed office buil ding to be located on F.M. 518, consisting of 1.47 acres presently zoned CSC. Mr. Jacobs told the Crnrnission they will be using approximately 11,500 sq. ft. of the 1. 47 acres. Mr. Jacobs su1:rnitted in writing resp:::>nses to 10 items which were p:::>inted out up:::>n site plan review by City Staff.
City Engineer Hengst told the Ccmnission all items ha ve been resolved except the requirements of the 2 acres under CSC. Ccmnission Hansen ask the City Engineer if the 2 acres were a problem. The City Engineer told Canmissioner Hansen that was really not a problem because that was the way it was zoned and not a fault of the o;..mer. Carmissioner Holzschuh ask if Mr. Jacobs needed to replat? Duane told the Carmission it is the same situation as Kentucky Fried Chicken and would need clarification by the City Attorney.
IDI'ICN: (HANSEN) To grant site plan approval and recrnmendation to City Cou ncil on Mr. Bell Perkins CSC tract subject to legal clarification fran the City Attorney on the necessity of subdividing arid platting of the 1.47 acre tract. CCMPREHENSIVE PLAN
Ccmnissioner Wasson previ ously presented the Carrnission with guidelines for the developnent of a Canprehensive Plan for review. The Carrn.ission rE:!Viewed the follawing: Introduction, Goals and Objectives and made b-.D c}r)anges. The Carrnission will continue the review process at the nextregular meeting starting on Policies.
