REGULAR MEETING
FRIENDSWCOD PLANNING AND ZONING CCM-1ISSION

THE FRIENDSWCOD PLANNING AND ZCNING CQ'1MISSION HELD A REGULAR MEETING
CN THURSDAY OCIDBER 5, 1989, IN THE CITY HALl., COUNCIL CHAMBERS. THE
FOLI..CWING MEMBERS WERE PRESENI' CONSTITUTING A QUORUM.

ITEMS WERE CONSIDERED.

ORDER AND ASK FOR CCM1UNICATION FRCM THE PUB LIC.
City Engineer Hengst requested to address the Carmission and went on to say with the new budget the Conrnunity Developnent Department budgeted a new employee, Claudia Brinkman. Ruth Henry has been doing the secretarial work for the Conmission but in the near future Claudia Brinkman will take over the Secretarial duties of the Cc:mnission. Ruth Henry will still be attending the Planning and Zoning Conmission meetings. She will be the Developnent Coordinator, working with developers to encourage and aid in facilitating developnent.
CONSIDERATION AND POSSIBLE ACTION REGARDING ESTABLISHING BY-LAWS FOR
THE PLANNING AND ZONING CCMMISSION
The Canmission reviewed a draft of Rules of Procedure forwarded frcrn Mayor Schrader along with additional guidelines presented by Cc:mnissioner Wasson. After review and discussion several changes were made to be reviewed at the next regular Planning and Zoning Comuission meeting.
FALCON RIDGE SECTIONS II AND III - LEITER TO HCMEDWNERS OF FALCON RIDGE
SECTION I
The Planning and Zoning Commission reviewed a letter to the Falcon Ridge Haneowners Association prepared by Canmissioner Wasson. The Corrrnission made several minor changes and requested the follo.ving letter be forwarded to Mr. Gerald Skidmore President of the Falcon Ridge camrunity Association.

Dear Mr. Skidmore,
This is to acquaint you with the action taken by City Council with regard to the pro}'.X)sed Sections II and III of Falcon Ridge Subdivision.
Council has approved our reccmnended revision to the Major Thoroughfare Plan to allow for an east-west collector street to pass through the pro}'.X)sed Section II of Falcon Ridge and an east-west boulevard to pass along the south boundary of pro}'.X)sed Section III.
These east-west connectors along with the pro}'.X)sed extension of Falcon Ridge Boulevard to the south will provide alternative routes to F .m. 518 and to a pro}'.X)sed north-south thoroughfare connecting F.M. 528.
It is the intention of the Planning and Zoning Ccnmission to insure that all pro}'.X)sed develoµnents to the east, west and south of Falcon Ridge I, II and III adhere to the adopted Major Thoroughfare plan, thereby insuring alternative ingress and egress to all three sections of Falcon Ridge.

CONSIDERATION AND POSSIBLE ACTION REGARDING THE DEVELOPMENT OF A FORMAL DRAINAGE POLICY FOR THE CITY OF FRIENDSWOOD. The Planning and Zoning Carrnission called a special meeting for October 10, 1989, with the Clear Creek Drainage District to discuss drainage which does not fall under the Clear Creek Drainage Jurisdiction.
