The Friendswocx:1 Planning and Zoning Cornnission held a regular meeting on Thursday, March 2, 1989, at 7:00 P.M., in the City Hall Council Chambers. The folla.-,ing members were present constituting a quorum. Baker -Chairman McHugh Holzschuh Hansen Wasson Wymer Cress Hengst -Camrunity Developnent Director Ruth P, Henry With a quorum present and none absent, the folla.-,ing items were considered. PRE APP -F.M. 528 - 5 ACRES our OF A 10 ACRE TRACT: The pro!X)sed replat of 10 acres subdivided into two 5 acres tracts located on F.M. 528 was presented to the Planing and Zoning Carmission by David O'Farrell. David O'Farrell addressed the Carmission saying one of the 5 acre tracts is in the process of a zone classification change. A joint public hearing was held on February 13, 1989. The requested change is SFR 'IO SPEX:IFIC USE CffiJRCH, Ccmnunity Developnent Director Duane Hengst told the Camri.ssion this is a Pre-App. He did have sane questions regarding utilities. The folla.-,ing items need canpletion before sul:mitting for final approval: 1.Sha.-, utilities2.Plat Fee3.Title Report4.Clear Creek Drainage District Approval PRELIMINARY - WINDING WAY ESTATES Mr. Gartrell presented a proposed replat of a 7.430 Acre tract into 10 lots located on Winding Way and Leisure Lane. The subdivision is located in the traffic pattern of the Polly Ranch Subdivision private air strip. The Camri.ssion suggested Duane check with the City Attorney on the City's liability. Chainnan Baker will also address City Council regarding this matter on Monday March 6, 1989. Ccmnunity Developnent Director Duane Hengst told the Camri.ssion he advised Mr. Gartrell the following itans need to be canplied with before sul:mission for consideration of final approval: 1.Need correct flood data2.CCDD Approval and signature on mylars.3.Ditch outfall should be detailed. City Attorneys opinion on the flight pattern over the hanes to be located in the subdivision regarding the Cites liability 2.Plat to shCM the height restrictions of the structureslocated in the proposed subdivision. 3, Canpletion of the City Engineers check list. SOCOND: (WYMER VOI'E: FOR UNANIMOUS AGAINST: NONE .MCYI'ION CARRIED ALDRICH SUBDIVISION -PRELIMINARY PLAT Jim Gartrell Engineer on the proposed developnent presented the preliminary plat of the Aldrich Subdivision for review to the Planning and Zoning Ccmnission. Aldrich Subdivision is proposed to be 2.8114 acres subdivided into 4 lots to be located on Queen's Lane. The City Engineer sul:mitted the follCMing list of items to be canpleted before sul:mission for final approval of the proposed subdivision: 1.Bearing on southeast boundary not given2.Bearing and distance on southeast boundary not properly noted.3.There is no instrument recorded dedicating 30' Right-of-way tothe City of Friendswood 4.Flood zone information not fran current map.5.Location map should be scale.6.Delete paragraph on drainage structures. 7.Need Clear Creek Drainage District signatures. 8 • Need plat fee. 9 • Need title report. � ( I [ I \ I "---- Page 4 March 2, 1989 Regular Minutes Mr. Capone replied they are in the moving and storage business and also sell new and used furniture. Camnissioner replied the moving and storage is the business in question. Mr. Capone went on to say they are a rroving canpany under Harris County. They execute sequester items for the Constables Office. It is the opinion of the Planning and Zoning Ccmnission that sellingnew and used furniture is permitted in an N/C Zone. A moving andstorage business is not allowed in N/C Zone, it violates the zoning ordinance. The Camiission advised Mr. Capone he has several alternatives: 1.Stop the present use: Moving and Storage2.Request a zone classification change of the property, going throughthe procedures spelled out in the zoning ordinance.3.Request a certificate of Zoning canpliance from the BuildingOfficial. If denied, request an application to go before the ZoningBoard of Adjustment. SUNSEI' MEAIXMS ESTATES -PRE APP Ted Bogren Engineer for the proposed developnent presented Sunset Meadows Estates, located off F.M. 2351, between Brigadoon and Chester.Sunset Meadows Estates is proposed to be 26.60 acres subdivided into 49 lots. This tract is a long and narrow tract showing one entrance fran F.M. 2351. Project Manager Russell Plank told the group he has beenworking on this project including NASA YKDD which abuts the proposeddevelopnent for over a year. Mr. Plank said they would like to tie thestreet in NASA vXX)I) into Sunset Meadows Estates for a second point ofaccess. The proposed plat shows the proposed street through thesubdivision to be an 80' street with 9 cul-de-sacs having ai:proxima.tely4 to 6 lots on each cul-de-sac. What they would like to do under phaseone is put in the concrete 80' street. There is a 20 'and 50' pipelinebetween the entrance for the second and third cul-de-sac shown on thepre-app.The Camiission feels this is one of the best of the concepts that havebeen presented on this long and narrow tract. FALCON RIDGE II -PRE-APP Ted Bogren, Engineer for the proposed developnent, presented the pre-app of Falcon Ridge II. The proposed developnent is located off of F.M. 528, behind Falcon Ridge Section I. Falcon Ridge Section II is77.04 acres subdivided into 186 lots.
