MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD
PLANNING AND ZONING COMMISSION
September 1, 1988
The Friendswood Planning and Zoning Commission held a regular meeting on Thursd ay, September 1, 1988, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present constituting a quorum.

With a quorum pr esent , Todd and Hi nes absent, the following business was transacted.
CONTINUATION OF A ."PUBLIC HE ARING FROM AUGUST 15, 1988, FOR THE PURPOSE OF RECEIVING PUBLIC INPUT ON THE FOLLOWING REQUEST FOR A ZONE CLASSIFICATION CHANGE::
MFR-L TO LI 4.62 Acres -F.M. 2351
Chairman Baker called the hearing to order:
Mr. Clark owner of the property addressed the Plannin g and Zoning Commission and the audience. Mr. Clark told the group he was out of town August 15, 1988, and did not have the opportunity to speak in behalf of-his request for the zone classifi cation change. Mr. Clark told the group he is in the oil tool business, this includes warehousing, inve ntory, repairs, maintenance, rental and sales. He went on to say his business-operation wou ld not inclu de manufacturing of any kind. Again citize ns spoke in opposition to the request for the zone classification change.
/ Several felt putting LI between CSC and SFR would be spot zoning. Once a tract is rezoned to LI it includes all businesses that•· are allowed in that district.

ZONE CLASSIFICATION CHANGE -RECOMMENDATION TO CITY COUNCIL
MFR-L TO L-I -4.62 Acres -F.M. 2351
The Planning and Zoning Commission made the following recommendation to City Council in the form of a motion.
MOTION: (HOLZ SCHUH) To recommend to City Council the above-.. request for a zone classification ch ange be denied.
SECOND: (CRESS) VOTE: FOR UNANIMOUS AG AINST: NONE MOTION CARRIED
POSSIBLE REQUEST FOR A ZONE CLASSIFICATION CHANGE -F.M. 528 AND SUNSET -3.02 ACRES OUT OF 26 ACRES
Bill Murphy and Wilma Hammersley,addressed the Commission in regard to a zone classification cha nge of 3.02 acres out of a 26 acre tract, located on F.M. 528 and Sunset. They are considering subdividing the 3.02 acres of the 26 acre tract into 4 lots. The frontage on F.M. 528 would be 598.02' which'.abutts Burger King. Mr. Murphytold the Commission CSC requires a minimum 2 acres being developedinto a commercia l shopping center. He feels by taking the 3.02acres to NC and subdividing into 4 lots there would be a bet�ermarket for development.
Commissioner Cress expressed concern about cutting off access to the back 22 acres from F.M. 528, which is a throughfare. Commissioner Cress feels this would not be good from a planning stand point because the tract is ideally locate d for a CSC development being between two or more ma jor streets.
Mr. Murphy said they might consid�r requesting the entire 26 acres be rezoned to NC. Another possibility was a boulevard entrace of 80', allowing access to the rear 22 acres.
Mrs. Hammersle y suggested perhaps the 26 acres be several zones starting with NC, OP and SFR where the property abutts Sun Pa rk.
Mr. Murphy and Mrs. Hammersle y told the Commission they would cons.icier all the alternatives and return at a later date.

LAURELFIELD -FINAL PLAT -18.0738 Acres -45 LOTS
The Commission reviewed the final plat of Laurelfield located on East Castlewood and Quaker Bend consisting of 18.0738 acres subdivided into 45 lots.
Chairman Baker ask .... the Community Development: Director for his comments . . .. · on Laurelfield. The Community Development Direc tor ask the Commission if they wanted to address sidewalks? The Commission made the following motion:
MOTION: (CRESS) To grant final approval subject to the City Engineers signature. A note on My lar of sidewalks required. Upon completion of these items they authorize the Chairman to sign the Mylar.
SECOND: (HOLZSCHUH) VOTE: FOR UNANIMOUS AGAINST: NONE MOTION CARRIED
POSSIBLE REQUEST FOR A ZONE CLASSIFICATION CHANGE
MFR M TO SPECIFIC. USE PUD (Nursing Home) Windingway -PARKWAY RESERVE-A-4.2241 Acres out of 11. Acres
Dr. Jones addressed the Planning and Zoning Commission regarding a possible zone classification change of 4.2241 acr es located on Winding Way for a nu rsing Home (Windwood Village). He also told the Commission the construction would be quite similar to the Retirement Center located on F.M. 528. Windwood Village would be a total nursing care home consisting of 120 beds with a possible fu ture development of 60 added beds(total 180). Dr. Jones feels this would be an ideal location because of the wooded envir onment.
Dr. Jones was advised to follow the requirements of the specific use procedures set forth in the zoning ordinance.

MR. SIMPSON -MURPHY LANE -SUB DVIS ION OF I LOT -PRE-APP
Mr. Simpson addressed the Commission regarding the subdivision of his lot. Mr. Simpson's home is located on Murphy. He has sold 184' of his 384' lot. In order for the new owners to obtain a building permit he must go through the platting procedures required by the City of Friendswood subdivision ordinance.

Mr. Simpson has City sewer and a water we11: the nearest City water line is located on -Greenbriar , an -approximate distance of 400 I,
The Commission suggested the Community Development Director contact the City Attorney regarding the use· of the alternate method of· subdividing property without City water.
