PLANNING AND ZONING COMMISSION
August 18, 1988
The Friendswood Planning and Zoning Commission held a regu lar meeting on Thursday, August 18, 1988, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present constituting a quorum.

With a quorum presen� Hines and Holzschuh absent, the following business was transacted.
COMMISSIONER BALLARD ABSTAINED FROM THE FOLLOWING DISCUSSION ON RUSTIC ACRES .
FINAL -RATIFY AND CONFIRM APPROVAL OF RUSTIC ACRES
The Planning and Zoning Commission gave final plat approval of Rustic Acres, July 21, 1988. It was brought to the attention of the Commission, after the meeting.that the agenda had been removed from the posting place located in City Hall. The following motion . was. made:. to ratify and confirm the final p_lat.:approval. of Rustic Acres.

AND COMMUNITY DEVELOPMENT DIRECTOR'S RECOMMENDATION TO ACCEPT QUAKER BEND DRIVE AS A CITY STREET SUBJECT TO THE CITY MANAGER HAVING THE STREET SU RVEYED AND STAKING THE EXISTING RIG HT-OF-WAY AND THE CITY MANAGER MEETING WITH THE RESIDENTS OF THIS STREET REGARDING STREET PLANS WITH CONSIDERATION BEING GIVEN TO LOCATION OF EXISTING TREES. SECONDED BY COUNCILMAN LEE. MOTION APPROVED UNANIMOUSLY."
Chairman Baker addressed cor respondence from the Galveston County Health District, regarding Bales Nursery Site adjacent to the proposed Laurelfield Subdivision. Dr. Ibert of the Pollution Control Division of the Galveston County Health District advised the drums located on the site do not constitute hazardous waste. Dr. Ibert is requiring the drums be crushed and rem oved from the premises.
The Clear Creek Drainage District gave preliminary approval of Laurelfield Subdivision August 4, 1988.
Laurelfield Subdivision will be 18.0 7 38 acres subdivided into 45 lots located on East Castlewood and Quaker Bend Drive.

Mr. Gartrell Engineer,· representing the proposed Laur elfield subdivision,requested the Commission have a special meeting August 25, 1988, to expedite final approval of Laurel field.
The Commission advised Mr. Gartrell, the Commission would call a special meeting for August 25, 1988, if the deed restrictions covering the common area and detention pond are submitted by August 22, 1988, before 5:00 p.m., in order to meet the 72 hour posting deadline for the agenda. This would also allow the Commission time to revie w the information before the meeting. The deed restrictions are required by ordinance to be submitted along with the p.reliminary plat. Mr. Gartrell told the Commissionhe would pass the information along to Mr. Fields.
POLLY RANCH RESERVE -A-16 ACRES - 2 LOTS -PRE APP
David O'Farrell addressed the Commission regarding reserve A in Polly Ranch being subdivided into 2 lots. (Lot 1-7.5682 Acres Lot 2-7.4304 Acres). Reserve A is located between Oak Drive, Windingway and Leisure Lane. The Planning and Zoning Commission has no problem with the concept as long as it complies with the City ordinances.
APPLICATION FOR A ZONE CLASSIFICATION CHANGE REQUES T
WINDINGWAY 4 ACRES
David O'Farrell addressed the Commission regarding a possible request for a zone classification change. The property is located on Windingway and is an 11 acre tract. The request would be to subdivide and rezone 4 of the 11 acres. The property is presently zoned MFR-M and the request would be SPE CIFIC US EPUD (NURSING HOME).
The Commission adv ised Mr. O'Farrell to proceed ·with the request as spelled out in the Zoning Ordinance.
QUAKER BEND DRIVE
The Clarks addressed the Commissi0n regarding obtaing a building permit for 3 acres of a 6 acre tract purchased from Mr. Harris. The tract has neve r been subdivided as required by the City ordinances. The Commission requested the following information be obtained : •+

1.The Community Development Director meet with the Fire Marshalon what is acceptable from the Fire departme nts standpoint inregard to safety.

a.Survey and staking of the exi sting rig ht-of-way.b.City Manager meeting with the resi dents of thisstreet regarding street plans with considerationbeing given to location of existing trees.
After the gathering.of the above information the Commission will meet with the City Co u ncil, for input regarding obtaining a building permit on a tract of land sold by metes and bounds on an unimproved road.
