HomeMy WebLinkAboutP&Z Minutes 1988-08-04 Regularf I MINUTES OF A RE GULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION August 4, 1988 The Friendswood Planning and Zoning Commission held a regular meeting on Thursday, August 4, 1988, at 7:00 p.m. in the City Hall Council Chambers. The following Commissioners were present. Baker -Chairman Todd Hines Cress With a quorum present,Ballard, Holzschuh and Hansen absent the following business was transacted. SAN JOAQUIN ESTATES -FINAL PLAT Section I Lots 1,2,3, -Block I Section III Lots 1-16 Block 1 David O'Farrell, representing Dr. Dawson, owner of 15 of the 16 lots being platted for saleJtold the Commission Lot 2, Block 1, Section 1, had previously been sold. It is presently under contract for repurchase by Dr. Dawson. The Commission at their regular meet­ing of May 19, 1988, gave preliminar y approval contingent on City Council's approval of the abandonment of a �oadway right-of-way (San Miguel Drive). At the Commission meeting of July 7, 1988, the Commission recommended to City Counil the abandonment of the roadway right -of-way, lea ving the water and sewer easement. The recommendation is to be contingent on the property sale and plat approval. The information about lot 2 was determined this week. The Commission made the following motion. MOTION: (CRESS) To grant final approval contingent on the following items. 1.A letter from the owner of Lot 2, Block 1Section 1, giving consent to the plat. 2.Sale and closing of all 16 lots to thenew owner Dr. Rhea. 3.To provide consent by signature that alllot owners agree to ammend the deedrestrictions. [ 1 11 Page 2 August 4, 1988 4.Signature and approv al by the Community Development Director. 5.Signature and approval by the Clear Creek Drainage District 6.Plat Fee 7.Certificate of Title (required by the subdiv ision ordinance) SECOND: (TODD) VOTE: FOR UNANIMOUS LAURELFIELD -PRELIMINARY PLAT MOTION CARRIED Memo -Police Department -Lt. Russell Williams -July 20, 1988 Upon review of this plat of Laurelfield, I have only one recommendation: 1)That there not be two (2) streets with thesame first name and only different secondnames. ie; Laurelfiel d Drive and Laurelfield Court Suggested name for Laurelfield Court:a)Laurelway Court orb)Laurelview Court Memo -Fi re Marshal -Vance Riley -August 2, 1988 I have reviewed the final plat of Laurelfield submitted to my office, I heartily endorse the concept of the City of Friendswood accepting East Castlewood and Quaker Bend as dedicated public streets with improvements to be made at a-later date. I have corrective suggestions to the fire hydrant layout on the utilities map in the office of the Community Development Director. These corrections would serve t'he Friendswood Volunteer Fire Department. Memo -Clear Creek Drainage District -August 4, 1988 At the Regular Meeting of The Cle ar Creek Drainage District the Board of Supervisors reviewed the plats of the proposed subject subdivision. A Preliminary approval was given. [ I . Page 3 August 4, 1988 We are enclosing a copy of our Preliminary Plat Checklist. Comments: on Checklist: Need clarification of inlet and outlet for detention Pond and more details on same. Memo -Office of City Secretary -Mayor Schrader -August 3, 1988 I understand that whether the City has ever accepted Quaker Bend Drive as a city street has been a matter of discussion for several years. There is no record in the official City records that the street has ever been accepted. At the City Council meeting Monday, August 8, 1988, City Council will consider the acceptance of Quaker Bend Drive as a City street. Memo -To: City Manager -From: Duane Hengst-Acceptance for Maintenance of Quaker Bend Drive July 19, 1988 There currently exists a controversy regarding the status of Quaker Bend Drive as an accepted City street. Records will show that the right-of-way for Quaker Bend Drive has·been deeded to the City. However, no evidence exists showing it has been accepted for maintenance. In as much as we have performed maintenance work on a street, the City attorney has stated that it then becomes an accepted City street. In light of the work that City crews have previously performed on Quaker Bend Drive, I am recommending the acceptance for maintenance of Quaker Bend Drive . Although acceptance of Quaker Bend Drive will set a precedent for the future, I believe the development of the proposed Laurelfield Subdivision will be facilitated, and end the controversy regar ding Quaker Bend Drive. In conjunction with this action, we will establish a fire hydrant at the corner of Quaker Bend Drive and the proposed Laurelfield Drive. A hydrant at this location will significantly increase the level of fire protection for the existing residents. r l ( I l I Page 4 August 4, 1988 David O'Farrell presented the preliminary plat of Laurelfield Subdivision lo cated on East Castlewood being 18 acres subdivided into 45 lots. Chairman Baker told the Commission he would like to have the information from the City Council meeting of August 8, 1988, before considering the approval of Laurelf ield. Commission Cress pointed out this was preliminary and they would be retu rning for final approval. He said a contingency approval could be given on Laurelfield. MOTION:(TODD) To grant preliminary plat approval subject to acceptance of Quaker Bend Dr.ive:by City Council. SECOND: (CRESS) VOTE: FOR : Cress and Todd OPPOSED: Baker ABSTAINED: Hines The meeting was adjourned. MOTION FAILED Ruth P. Henry -Planning and Zoning Secretary
