MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD
PLANNING AND ZONING COMMISSION
July 7, 1988
The Friendswood Planning and Zoning Commission hel d a regular meeting on Thursday, July 7, 1988, at 7:00 p.m. in the City Hall Council Chambers. The following Commi ssioner s were present.
Todd -Vice Chairman Hansen Duane Hengst -Community Development Director Cress Hines Ballard Holzschuh
With a quorum present and Chairman Baker absent, the following business was transacted.
SAN JOAQUIN ES TATES SUBDIVISION -Section I, Block 1, Lots 1-3 and Section III, Block 1, Lots 4-16 (San Miguel Drive)
Roadway -Right-of-Way -Abandonment -Consideration and Possible Recommendation to City Council.
David O' Farrell representing the owner addressed the Planning and Zoning Commission, saying the buyer would like to leave the water and sewer utility easement as public domain.
The Commission made the following recom mendation.
MOTION: (CRESS) To recom mend to City Council the abandonment of the roadway right-of-way, leaving the water and sewer easement. The recommendation is contingent on the property sale and plat approval.
SECOND: (HANSEN) VOTE: FOR UNANIMOUS AGAINST: NONE MOTION CARRIED

RE: Replat of NE 1/2 of Lot 5 and the adjacent 1/2 of Lot 6, Polly Ranch Estates, Friendswood,, Galveston County, Texas
The undersigned represents Texas Independent Bank, the owner of 1/2 of Lot 5 and 1/2 of Lot 6 in the Polly Raney Estates in Friendswood, Texas. My client desires to plat that property into a single lot to create a building site.
From a search of deed records, we have determined that on July 17, 1974, Polly Ranch Estates conveyed to Burkett all of Lot 7 and the NW 1/2 of Lot 6. On January 27, 1976, Polly Ranch Estates conveyed to Erwin all of Lot 4 and the SW 1/2 of Lot 5. On .January 27, 1976, Polly Raney Estates conveyed 1/2 of Lot 5 and 1/2 of Lot 6 to Dishongh, my client's predecessor in title.
I have discussed this matter with Mr. John Olson, your City Attorney. I believe based on our discussions that this matter has been resolved and Mr. Olson has no objection to my clients property being platted into one lot. Therefore, my client's engineer will present the plat to you in the near future.
Texas Independent Bank looks forward to the successful development of its property. I will be out of the office until July 5, 1988. If you have any questions beforehand, please call Mr. Al Wisk.
The Commission pointed out the above transactions were completed before the City of Friendswood annexed Polly Ranch into its corporate limits. Since the property was annexed as shown above the Commission has no means to disallow the property being platted showing the two 1/2 Lots as one lot.-if .. the same situation would have occurred after annexation all four lots would need to be replatted.
MOTION:(HANSEN) To Grant approval of Polly Ranch Addition I-contingent on the following.1.Plat Fee2.Certificate or letter from a titleguaranty company(subd. ord. page 4-3.C.)SECOND: (BALLARD) VOTE: FOR UNANIMOUS MOTION CARRIED

ZONE CLASSIFICATION CHANGE REQUEST -402 EAST EDGEWOOD
Request: SFR TO NC -402 East Edgewood -Lot 21 Public Hearing -Held June 13, 1988
Citizens in the audience spoke again in opposition to the request for this zone classification change of SFR to NC.
Commissioner Tood
Vice Chairman Todd addressed the group saying he and Commissioner Hansen have filed as candidates for the next school board election. He went on to say at the last meeting of the Planning and Zoning Commission meeting a citizen in the audience made elusions and innuendos that a vote in one way or another might effect the situation as a candidate for the school board. Commissioner Todd wants to make it clear to everyone that does not effect his vote. His aim on the Commission is to serve the citizens and be responsive to their input, desires and needs.
The Commission made the following recommendation in the form of a motion.
MOTION: (CRESS )
SECOND: (HANSEN) VOTE: UNANIMOUS
To recommend to -City Council the request for a zone classification change from SFR TO NC loc�ted at 402 East Edgewood be denied. FOR MOTION CARRIED
Memo to be forwarded to City Council on the above recommendation.
RESERVE - A -POLLY RANCH -PRE APP
David O'Farrell addressed the Commission saying the previously presented pre-app has been changed. They are now considering subdividing the 16 acre tract into two tracts. The Commission has no problems with this concept.

REQUEST: SFR TO NC -3.5.acres out of 11 acres Reserve L -Oak and F.M. 518 -Polly Ranch
A public hearing was held June 13, 1988
MOTION: (BALLARD) To recommend to City Council the zone classification change request be approved.
SECOND:(HINES) VOTE: FOR: Ball ard, Hines, Hansen, Holzschuh and Todd AGAINST: Cress
MOTION CARRIED
A memo to be sent to City Council on the above recommendation of a zone classification change.
The meeting was adjourned
