HomeMy WebLinkAboutP&Z Minutes 1988-06-13 Special[ 1 l I l MINUTES OF A SPECIA L MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION June 13, 1988 The Friendswo od Planning and Zoning Com mission held a special meeting on Monday, June 13, 1988, at 7:50 p.m. in the City Hall. The following Commissioners were present. Baker -Chairman Todd Hansen Hines Ballard Cress (7 :50) Hol zschuh (8:00) With a quorum present and none absent, the following business was transacted. Chairman Baker called the meeting to order for consideration and possible recommendation on the following: CSC TO SPECIFIC USE -INDOOR THEME PARK -F.M. 528 and Blackhawk Mr. Love submitted the following letter: Site Plan Response: Zoning Ordinance -Specific Use (1-G.) A.Data describing all processes and activitiesPeppermint Park, established in 1965 , is a theme park designedfor children ten years old and under. It will consist of tenmechanical rides and five play activities. There will also befood conc essions for park customers. All activities will beconfined within the existing grocery store building whichcomprises appro}rimately two-thirds of the Blackhawk Center andits associated parking. B.Boundaries, site , building, drainage, landscaping, lighting, etc.The existing facility will be utilized in its current configuratiorwith the following minor interior modifications: 1.Additional rest room facilities to accomodate the specificuse.2.Minor removal of non-loading bearing walls.3.1985 Life Safety Code modifications to the exit doors [ 1 [ l Page 2 June 13, 1988 -Special Meeting and emergency lighting. H.Sign Location Our plan is to utilize existing street sign while adding backlighted "Peppermint Park" onto the building -all to be incompliance with the Sign Ordinance wishes. Mr . Love addressed the Planning and Zoning Commission regarding the hours of operation being from 10 to 6 or 7, with perhaps later hours on Haloween or Valentines day. He__told the Commission the operation was all inside the building. and there would be no live animals. The Commission expressed concern aoout the noise level. Mr. Love . indicated he would comply with the noise level required by the Zoning ordinance. MOTION: (TODD) To Recommend to City Council approval· of the zone classification request and to include the following: Pepermint Park, established in 1965, is a theme park designed for children ten years old and under. It will consist of ten mechanical rides and five play activities. There will also be food concessions for park customers. All activities will be confined within the existing building. SECOND: (HINES) VOTE: FOR UNANIMOUS AGAINST : NONE The meetingwas adjourned. Ruth P.-Henry -Secretary MOTION CARRIED . -1 l MINUTES OF A JOINT PUBLIC HEARING OF THE FRIE NDSWOOD PLAN NING AND ZONING COMMISSION June 13, 1988 The Friendswood Planning and Zoning Commission and the City Council held a joint public hearing on Monday, June 13, 1988, at 7:00 p.m. in the City Hall Council Chambers. The following Com missioners were present. Baker -Chairman Hansen Hines Todd Ballard With a quorum present Cress and Holzschuh absent, the following business was transacted. Chairman Baker called the Planning and Zoning Commission Public Hearing to order. Request: SFR TO NC Location: 402 East Edgewood -Lot 21 -.37 acre Property Owner: Henry Northstrom Letter received June 9, 1988 110 Royal Court Mr. and Mrs. Jim Shore Attached to minutes Letter received June 8, 1988 106 Royal Court Mr. and Mrs. W.A. Langdoc Attached to minutes. June 13, 1988, a petition of 160 names,.-.in opposition to the zone classi fication change request was submitted to the Planning and Zoning and City Council. Citize ns in the audience addressed the Commission and the City· Council expressing opposition regarding tra ffic, devaluation of their property, and saying the change was not �eeded or wanted. l Page 2 June 13, 1988 The second request for a zone change as follows: Request: SFR to NC Location: Oak and F.M. 518 - 3 acres of Reserve L 11 acres Mitch Mitchell representing the owner addressed the audience, Commission and City Council saying the �one chang�.,request was for a commercial development .. The development to front F.M. 518 with an approximate depth of 230'. One portion ofthe tract was being considered for a restaurant. No one spoke in opposition. The third request for a zone change was as follows: Request: CSC to Specific Use -Indoor Theme Park Location: F.M. 528 and Blackhawk -Existing Structure The proposed zone change request is to relocate Peppermint Park, A Theme Park for children 10 years and under. Marge George had the following questions: 1.Operation Hours2.Live Animals3.Anything outside4.Noise level The information received by the Planning and Zoning Commission indicated the facility would be all inside with no live animals. The hours and noise level was not indicated. No one spoke in opposition. The hearings were closed. Ruth P. Henry -Secretary
