The Friendswood Planning and Zoning Cannission held a regular meeting on Thursday, December 1, 1988, at 7:00 p.m. in the City Hall Council Chambers. The folla,,;ing members were present con stituting a quorum. Baker -Chainnan Hansen M::Hug h Holzschuh Cress Wymer Hengst -Carmunity Developnent Director Ruth P. Henry -Coordinator With a quorum present and Wasson absent, the following items were discussed. Chairman Baker called the meeting to order. The Carmission received memos fran the Fire Marshal and Police Department regarding the Parkland Village Nursing Hane site plan. November 22, 1988 Lt. Williams -Police Department Parkway Addition #2 -Parkland Village Nursing Hane Upon review of the submitted blue line, revised date 11-3-88, the follCMing items are noted for your consideration. 1.There are only 40 parking spaces for developnent at the time ofconstruction and none of these are noted as HANDICAP spaces. This will be a very limited amount of parking upon opening the facility.(?# daytime and employees and visitors)2.No indication of facilities for housing emergency stand by powersystem or fuel for same.3.The location of a catch basin in the center of the only entrance tothe facility driveway. How deep will or could the retained water bethat may limit response by emergency service suppliers. With therandan locations of the catch basins and actual and proposed elevationsshould be monitored closely.4.Consideration to the limited access to the rear portion of thefacilities should be made. I would like to be kept current on any recarmended changes or developer revisions that may take place. / [ I � f \. Page 2 December 1, 1988 Fire Marshal November 22, 1988 Parkland Village Nursing I have reviewed the preliminary plat as noted above. I have no problems with the plat as sul:mitted except for one minor detail. The wording for fire lane markings is incorrect. It should read either "Fire Lane -No Parking -To.v-Away Zone" or "Per City of Friendswood Ordin ance", whichever wording is preferred by the architect to fit on the plat. I 'WOUld also very much like to see a water supply plan for this property. I am very interested in C(X)rdinating water line, fire hydrant location and fire sprinkler water supply lines prior to final approval. If you have any questions, please do not hesitate to contact me. The Ccnmission requested items 1 and 2 in the memo fran the Police Department Memo be checked and verified for ordinance canpliance. REQUEST FOR A ZONE CLASSIFICATION CHANGE -WHISPERING PINES AND F.M. 518 -CSC TO NC Kent Ballard representing Mr. Hackney, sul:mitted an application requestin g a zone classification change of 8.441 acres fran CSC to NC. The tract is located on Whispering Pines and F.M. 518. The Ccmnission requested the City Secretary be contacted by the Planning and Zoning C(X)rdinator to establish a date for a joint public hearing as set forth in the Zoning Ordinance.
