The FriendmV'CX)({ Planning and Zoning Carmission held a regular meeting on Thursday, November 3, 1988, at 7:00 p.m. in the City Hall Council Chambers. The following Carmissioners were present constituting a quorum. Baker-Chairman Cress Hansen Holzschuh Ballard Todd Hengst -Comnunity Develop-rent Director With a quonnn present and none absent, the following business was transacted. PRE-APP PARKWAY II RESERVE A -4.22 ACRES OUT OF 11 ACRES LCCATED 00 WINDING WAY The Planning and Zoning Carmission reviewed the Pre-App of a partial replat of Reserve A -Parkway Subdivision, located on Winding Way. The developer is proposing to subdivide 4.2241 out of the 11 Acres. Carmunity Develoµnent Director Duane Hengst has pointed out two items to be changed before applying for final plat approval. The developer is also proposing a zone classification change of the 4.221 acres frcm MFR-M to Specific Use PUD. The request for a zone classification change will need to be completed before final plat submission to the Carmission for approval. MEM) CCDD -11/2/88 At the Regular Meeting of the Clear Creek Drainage District on November 1, 1988, the Board of Supervisors reviewed subject plats. The board granted Preliminary Approval to the Parkland Village Nursing Hane based on a drawing of the 4.2241 acre tract by the Architect-Planner, John B. King. The Board also granted Preliminary Approval of the partial re-plat of Reserve "A", Parkway Subdivision contingent with the City being advised that the architectural plans show sane potential drain sizes, but since there are no calculations to support the drain sizes, it is possible that they (the drains) and other aspects may change the final plan. // ( ( l I \ J u Page 2 November 3, 1988 As the plat shCMs all nmoff going into roadside ditches, the developer's engineer should ascertain if the City agrees to this. REQUEST FOR A ZCNE CLASSIFIC'.ATION CHANGE 4.22 ACRES MFR-M TO SPOCIFIC USE PUD (NURSING HOME) WINDING WAY Dr. Jones presented a site plan of his proposed developnent located on Winding Way for the purpose of a zone classification change of MFR-M to Specific USE PUD (NURSING HOME). The Carmission reviewed the information presented by the developer for canpliance with the City requirements of Specific Use PUD in the Zoning Ordinance. One requirement in the ordinance, a 10' buffer strip (page 36), was not shown on the site plan. Another item required is data describing all processes and activities involved with the proposed use. Dr. Jones told the Crnmission he did not have time to have the site plan re-drawn by November 7, 1988, the date of the public hearing, but would pencil the buffer strip in and provide the data describing all processes and activities involved with the proposed use. REQUEST FOR A ZCNE CT...ASSIFICATION CHANGE - 2 ACRES our OF 50 ACRES SPOCIFIC USE 'IO SFR -REM)VAL OF A 2 ACRE DRILL SITE -SAN JOAQUIN ESTATES David O'Farrell addressed the Carmission regarding a zone classification change of 2 acres from SPOCIFIC USE TO SFR. The purpose of the request would be to remove a 2 acre drill site zoned Specific Use that is within the 50 acre tract . The Planning and Zoning Carmission advised Mr. O'Farrell to proceed with the requirements of a zone classification change required by the Zoning Ordinance. REQUEST FOR A ZONE CIASSIFICATION CHANGE -RESERVE F -POLLY RANCH 10. 6 ACRES -MFR-M TO SFR David O'Farrell addressed the Catmission in regard to a zone classification change of 10.6 Acres, Reserve Fin Polly Ranch from MFR-M to SFR. The Carmission advised Mr. O'Farrell to proceed with the zone classification changes required by the zoning ordinance. [ I l l Page 3 November 3, 1988 OAK TREE DEVELOPMENT -F.M. 518 Dr. Taylor addre ssed the Carmission regarding a 1 acre tract of land located at the rear of the Oak Tree Developnent. The one acre tract is a land locked tract with out access. Dr. Taylor would like to purchase the tract and replat the Oak Tree Developnent to include the 1 acre for future developnent. The one acre tract is zoned SFR which would require rezoning to Office Park before the replatting. The Planning and Zoning Canmission discussed the fact that the Oak Tree Developnent was developed in 1979, and carried a C-1 zone classification under the previous City of Friendswood Zoning Ordinance. When the City updated the zoning ordinance in 1984, Oak Tree Developnent was picked up as a CSC instead of Office Park its proper use under the present zoning ordinance. The Ccmnission suggested to Dr. Taylor to include the entire Oak Tree Developnent in his request of a zone classification change of the one acre tract. Attached to the minutes (page 4): A letter from the City Manager, waterline Fronting Mr. Simpson's property on Murphy Lane. BRAND City Manager DELORIS McKENZIE, CMC City Secretary The city is planning to construct a waterline the length of Murphy Lane in the near future. The cost of the linewill be fronted by the city initially. As properties are developed and taps are made, the residents will be charged aprorated fee for their taps in order to recoup the cost for the waterline construction. Mr. Wilford Simpson will not be chargedthe prorated construction cost in consideration of a waterline easement on FM-528 near Winding Way which he donated to the city. An exact tirre for construction of the waterline is not currently�.
