HomeMy WebLinkAboutP&Z Minutes 1991-03-21 Regularf l [ I l l REGULAR MEETING PLANNING AND ZONING COMMISSION MARCH 21, 1991 7:00 P.M, A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION WAS HELD ON THURSDAY, MARCH 21, 1991, AT 7:00 P.M. IN THE CITY HALL COUNCIL CHAMBERS. THE FOLLOWING MEMBERS WERE PRESENT: BAKER -CHAIRMAN COLBURN FINGER KONCABA WASSON THOMPSON -CITY ENGIN EER HENRY -DEVELOPMENT COORDINATORBRINKMAN -SECRETARY WITH A QUORUM PRESENT, McHUGH AND RODGERS ABSENT, CHAIRMAN BAKER CALLED THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION TO ORDER. BAKER ASKED FOR ANY COMMUNICATIONS FROM THE PUBLIC THAT WAS NOT ON THE AGENDA. MR. JOHN BARBAR ASKED TO SPEAK TO THE COMMISSION REGARDING THE PROPERTY LOCATED DIRECTLY BEHIND KENTUCKY FRIED CHICKEN ON WINDING WAY. HE PROPOSED TO BUILD A MECHANIC'S SHOP ON THE LOCATION AND A PROJECTED SITE PLAN WAS DRAWN ON THE BLACKBOARD. THE PROPERTY IS ZONED CSC (COMMUNITY SHOPPING CENTER DISTRICT) WHICH WOULD PERMIT A MECHANIC'S SHOP. DISCUSSION FOLLOWED AND THE COMMISSION SUGGESTED THAT MR. BARBAR'S DRIVE CONNECT TO THAT OF KENTUCKY FRIED CHICKEN TO RESTRICT THE NUMBER OF DRIVES OFF OF WINDING WAY. MR. BARBAR AGREED AND ASKED ABOUT SET-BACK REQUIREMENTS FOR HIS BUILDING. THE COMMISSION INSTRUCTED MR. BARBAR TO CONTACT THE PLANNING AND ZONING STAFF AT PUBLIC WORKS BUILDING FOR DETAILS AND INSTRUCTIONS. MR. BARBAR ASKED ABOUT A SIGN ON THE CORNER OF FM 528 AND WINDING WAY AND WAS ADVISED BY THE COMMISSION THAT OFF PREMISE SIGNS WERE NOT PERMITTED. 1.DISCUSSION REGARDING THE PARK ORDINANCE -PARKS BOARD THERE WERE NO MEMBERS OF THE PARKS BOARD IN ATTENDANCE, THEREFORE THIS ITEM WAS PASSED OVER. 2.CONSIDERATION AND POSSIBLE RECOMMENDATION REGARDING A ZONECLASSIFICATION CHANGE REQUEST OF OBD (ORIGINAL BUSINESS DISTRICT)TO SFR (SINGLE FAMILY RESIDENTIAL DWELLING DISTRICT) FOR 1.146ACRES OF LAND OUT OF FRIENDSWOOD SUBDIVISION LOCATED A 800CEDARWOOD, BLOCK 12, BLOCK 3, RESERVE A -(LOWE FAMILY 1988TRUST). PUBLIC HEARING OF MARCH 18, 1991. COMMISSIONER FINGER MADE A MOTION THAT THE COMMISSION MAKE RECOMMENDATION TO CITY COUNCIL THAT THE ZONE CLASSIFICATION CHANGE REQUEST BE APPROVED. SECOND: KONCABA VOTE FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED 1 I L P&Z 3/21/91 page 2 3.CONSIDERATION AND POSSIBLE RECOMMENDATION REGARDING A ZONECLASSIFICATION CHANGE REQUEST OF NC (NEIGHBORHOOD COMMERCIALDISTRICT) TO SFR (SINGLE FAMILY RESIDENTIAL DWELLING DISTRICT) FOR.03482 ACRES OF LAND OUT OF WEDGEWOOD VILLAGE SUBDIVISION LOCATEDAT THE CORNER OF APPLEBLOSSOM AND FRIENDSWOOD-LINK ROAD, SECTION8, BLOCK 1, RESERVE "C" -C. GORDON. PUBLIC HEARING OF MARCH 18,1991. COMMISSIONER FINGER MADE A MOTION THAT THE COMMISSION MAKE RECOMMENDATION TO CITY COUNCIL THAT THE ZONE CLASSIFICATION CHANGE REQUEST BE APPROVED. SECOND: KONCABA VOTE FOR: UNANIMOUS OPPOSED: NONE MOTION CARRIED 4.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OFSOMERSET PLACE -14.7952 ACRES -32 LOTS -2 BLOCKS (formerlyknown as San Joaquin Village) LOCATED ON FM 528 -MUNICIPA LENGINEERING. 5. 6. 7. THIS ITEM WAS NOT READY AND WAS PASSED OVER BY THE COMMISSION. PRE APP -CEDARWOOD -2.255 ACRE TRACT LOCATED IN THE POOLE SUBDIVISION -2 LOTS -LOWE FAMILY 1988 TRUST THE COMMISSION REVIEWED THE PLAT AND QUESTIONS AROSE REGARDING THE LEGAL DESCRIPTION OF THE PROPERTIES. ENGINEER THOMPSON ASSURED THE COMMISSION THAT THE LEGAL DESCRIPTIONS ACCURATELY DESCRIBED THE PROPERTY AND THE COMMISSION GAVE GENERAL APPROVAL TO THE PROPOSED SUBDIVISION. CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OF COMMERCIAL RESERVE OF REGENCY ESTATES SECTION II, BEING 6.5657 ACRE TRACT LOCATED OUT OF THE COMMERCIAL RESERVE OF REGENCY ESTATES SECTION II -T. RIVES (FRIENDSHIP MANOR NURSING HOME). THIS ITEM WAS WITHDRAWN JUST PRIOR TO THE MEETING; THEREFORE, THIS ITEM WAS NOT CONSIDERED. REQUEST FOR A ZONE CLASSIFICATION CHANGE FROM SP UTILITIES TO SFR (SINGLE FAMILY RESIDENTIAL DWELLING DISTRICT) FOR 17.0494 ACRES BEING ALL OF RESERVE "H" REPLAT OF POLLY RANCH ESTATES -P. DAVIS THE COMMISSION REVIEWED THE PROPOSED ZONE CLASSIFICATION CHANGE REQUEST. CHAIRMAN BAKER MADE A COMMENT THAT THE PORTION OF PROPERTY WHERE THE LIFT STATION WAS LOCATED HAD BEEN DEEDED TO THE CITY AND ASKED IF THE CITY DID NOT OWN THE PROPERTY. COORDINATOR HENRY ADVISED THE COMMISSION THAT TIME HAD RUN OUT; HOWEVER, THE NEW PROPERTY OWNER HAD AGREED TO GIVE AN EASEMENT FOR THE SITE OF THE LIFT STATION AND ENGINEER THOMPSON STATED THAT DAVID O'FARRELL HAD BEEN IN CONTACT WITH CITY MANAGER COX REGARDING THE MATTER. COMMISSIONER KONCABA ASKED IF THE PROPERTY OWNER'S WERE GOING TO SUBDIVIDE THE PROPERTY. COORDINATOR HENRY SAID THAT IT WAS THE l ! l u P&Z 3/21/91 page 3 INTENTION OF THE OWNER TO SUBDIVIDE. COMMISSIONER FINGER ASKED IF THE PROPERTY COULD BE REZONED PRIOR TO SUBDIVIDING TO WHICH CHAIRMAN BAKER ANSWERED AFFIR MATIVELY. BAKER STATED THAT HE HAD ASKED CITY ATTORNEY JOHN OLSON IF THERE WAS ANY REASON ZONE CLASSIFICATION CHANGE SHOULD OR SHOULD NOT PRECEDE THE SUBDIVISION OF PROPERTY. OLSON SAID THAT IT WAS THE IRRELEVANT EXCEPT IN CERTAIN INSTANCES. THE COMMISSION CALLED A PUBLIC HEARING FOR APRIL 18, 1991. 8.COMPREHENSIVE PLAN (M.W.) COMMISSIONER WASSON HANDED OUT COPIES OF THE REVISED COMMUNITIESFACILITIES POLICIES PORTION OF THE COMPREHENSIVE PLAN. THECOMMISSION HAD REVIEWED THE PLAN AT THE MARCH 7, 1991 MEETING OFTHE COMMISSION AND HAD MADE SEVERAL CHANGES. THE CHANGES WEREREVIEWED AND SOME ADDITIONAL CHANGES MADE.
