PLANNING AND ZONING CCM1ISSION

A REGUI.AR MEETING OF THE FRIENDS¼tX)D PLANNING AND ZONI NG COMMISSION WAS
HEID ON THURSDAY, MAY 2, 1991, AT 7:00 P.M. IN THE CITY HALL COUNCIL
CHAMBERS. THE FOLLCWING MEMBERS WERE PRESENT:

WITH A QUORUM PRESENT AND FINGER ABSENT, CHAIRMAN BAKER CALI.ED THE
MEETING TO ORDER TO CONSIDER THE FOLLCWING:
BAKER ASKED FOR COMMUNICATIONS FRCT-1 THE PUBLIC FOR ITEMS NCYl' PERI'AINING
TO THE AGENDA. 'IONY CLARK ADDRESSED THE CCMMISSION REGARDING A PIECE
OF PROPERTY ON EDGEW(X)D. THE PROPERTY IS CURRENTLY ZONED MFR-L
(MULTIPLE FAMILY RESIDENTIAL DWELLING DISTRICT -I.&) AND MR. CLARI<
V\UUID LIKE TO HAVE THE ZONING CHANGED TO SFR (SINGLE FAMILY
RESIDENI'IAL). COMMISSIONE R BAKER STA'l'ED THAT MR. CLARK HAD AT ONE TIME
REQUESTED A ZONE CLASSIFICATION CHANGE REQUEST FOR LI (LIGHT
IN DUSTRIAL) Bur THAT THERE WAS A GREAT DEAL OF PUBLIC OPPOSITION. HE
STATED THAT IN LIEU OF THE PAST HISTORY, THIS APPEARED 'ID BE THE BEST
USE OF THE PROPERTY. THE COMMISSION AGREED TO THE PROPOSITION AND
ADVISED MR. CLARK TO CONI'ACT DEVELOPMENT COORDINATOR HENRY FOR FURI'HER
DIRECTION.
HENRY AND ROXELIA CAVAZOS ADDRESSED THE COMMISSION REGARDING PROPERTY
IOCATED ON FM 2351, ™NED BY MR. CLARK. MRS. CAVAZOS EXPRESSED THEIR
INTEREST IN THE PROPERTY, BUI' ONLY IF IT WERE POSSIBLE TO DO WITH IT AS
THEY WISHED. IT IS THEIR DESIRE TO BUIID A Ha.1E WITH A POOL AND
RECREATION AREA FOR THEIR FAMILY AS WELL AS PROVIDE A PLACE FOR THEIR
'IWO HORSES. CHAIRMAN BAKER SAID THAT THE CITY ORDINANCE ALI.&ED 'Iw::>
HORSES PER ACRE PROVIDING THAT IT WAS NOI' AGAINST THE DEED RESTRICTIONS
OF THE SUBDIVISION.
MRS. CAVAZOS ASKED NUMEROUS QUESTIONS REGARDING WIDENING FM 2351 ,
Ul'ILITY LCCATIONS, THE USE OF AN ELECTRIC FE NCE, DRIVEWAY ACCESS TO THE
PROPER'l'Y, HEIGHT RESTRICTIONS, AND THE POSSIBILITY OF A ROOM ABOVE THE
GA.RAGE FOR GUESTS. MRS. CAVAZOS WAS ADVISED THAT THERE WAS NO PROPOSAL
AT PRESENT TIME TO WIDEN THAT PORI'ION OF FM 2351, UTILITIES WERE IN
PLACE, THE CCMMISSION WOUID PREFER AN ELECTRIC WIRE INSIDE OF THE
EXISTING FENCE, DRIVEWAY ACCESSIBILITY WAS HANDLED BY THE STATE, AND
RESTRICTIONS WERE GIVEN REGARDING THE HEIGHT REQUIREMENT AS WELL AS THE
POSSIBILITY OF A ROCM ABOVE THE GARAGE. HAVING SATISFIED MR. AND MRS.
CAVAZOS QUESTIONS, CHAIRMAN BAKER ADVISED MR. CLARK, OONER OF THE
PROPERTY, AND THE CAVAZOS' TO CONTACT DEVELOPMENT COORDINATOR HENRY FOR
FURTHER DIRECTION REGARDING PROCEDURES.

1.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLA'r OF BOCA
RATON SUBDIVISION -MUNICIPAL ENGINEERING.
THIS ITEM WAS NOT READY AND WAS PULLED FRCM THE AGENDA.
2.INFORMAL DISCUSSION REGARDING THE POSSIBLE ZONE CLASSIFICATION
CHANGE REQUEST OF 2.2894 ACRES AND 1.0001 ACRES OF IAND LOCATED ON
FRIENDSWOOD-LINK ROAD -MIKE KINDRED ON BEHALF OF CHARI'ER BANK.
KINDRED ADDRESSED THE CXM1ISSION REGARDING THE SUBDIVISION OF THE
PROPERTY INTO 5 RESIDENTIAL rms. THE PROPERTY IS CURRENTLY ZONED
CSC (COOMUNITY SHOPPING CENTER DISTRICT). THE CXM1ISSION
DISCUSSED THE FACT THAT THE PROPOSED PRIMARY SCHOOL WOULD BE
LOCATED DOWN THE ROAD AND THAT A SCHOOL ZONE viOUI.D BE IN EFFECT.
THEY ALSO CONTRASTED THE TRAFFIC FRCM FIVE RESIDENTIAL DRIVEWAYS
ALONG FRIENDffi\"(X)D LINK ROAD WITH THE TRAFFIC BURDEN SHOUI.D THE
PROPERTY REMAIN CSC. IT WAS THE UNANIMOUS DECISION OF THE
CXM1ISSION THAT THE BEST USE OF THE PROPERTY IDUI.D BE A SINGLE
FAMILY RESIDENTIAL SUBDIVISION AND ADVISED MR. KINDRED TO PROCEED
WITH THE ZONE CLASSIFICATION CHANGE REQUEST.
3.PRE APP -KATIE'S PARK ADDITION # 1 LOCATED AT WINDING WAY AND OAK
- 4 LOTS -GARI'RELL.
GARTRELL COMMEN""TED THAT THE PROPERTY HAD WATER AND SEWER LOCATED
TO THE FRONT OF THE rms AND THAT DRAINAGE WOULD BE DIRECTED
'lOOARD THE REAR. THE CXM1ISSION REVIEWED THE PROPOSED SUBDIVISION
AND AGREED WITH THE CONCEPT.
4.CONSIDERATION AND POSSIBLE RECCM-1ENDATION TO CITY COUNCIL
REGARDING THE SITE PLAN OF VICTORY BAPTIST CHURCH LOCATED ON FM
518 -REV. GAMELL.
THIS ITEM WAS NCYI' READY AND WAS THEREFORE REM>VED FRCM THE AGENDA.
5.PRE APP -RESERVE H OF POLLY RANCH ESTATES -GARTREI:L
THE COMMISSION REVIEWED THE PROPOSED SUBDIVISION OF THE PROPERI'Y
INTO 5 wrs. DISCUSSION FOLLCWED REGARDING THE DRAINAGE OF THE
PROPERTY AND THE REQUIRED SLAB ELEVATIONS. THE CCM-1ISSION HAD KO
PROBLEM WITH THE PROPOSED.
6.CONSIDERATION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OF
PROPERTY LOCATED AT THE CORNER OF FM 2351 AND BLACKHAWK -DIMI.OND
SHAMROCK.
THIS ITEM WAS NCYI' READY AND WAS REMOVED FRCM THE AGENDA.
7.PRE APP -REPLAT OF LCYr 2 -SJMPSON ADDITION -GARI'RELL
MR. GARI'RELL PRESENTED THE PLAT FOR THE AUI'CNOTIVE CENTER WHICH
JOHN BARBAR HOPES TO CONSTRUCT ON WINDING WAY. DISCUSSION

ADDITION. MR. GARI'REIJ., QUES'l'IONED THE LIABILITY TO THE PR OPERTY
CWNER AND INSURANCE REQUIREMENTS. HE ALSO STATED THAT LENDING
INSTIT UTIONS ARE ANXIOUS WHEN LENDING t-ONEY ON A PROPERTY HAVING
PUBLIC ACCESS. AD DITIONALLY, GARTRELL STATED, THAT ALL BUSINESS
LOCATED WITHIN THE ADDITION WILL HAVE THEIR GARBAGE PICKUP THROUGH
THE ONE PUBLIC ACCESS ROUTE, WHICH WILL REQUIRE SOMEONE TO
MAINTAIN THE DRIVEWAY. HE SAID THAT IF THE CITY WERE TO REQUIRE
AN ACCESS ROUTE, THAT THE CITY SHOULD BE WILLING TO MAINTAIN IT.
CHAIRMAN BAKER AND CQ'1MISSIONER WASSON EXPIAINED THAT PLANNING AND
ZONING I S ULTIMATE OBJECTIVE WAS TO RESTRICT THE NUMBER OF
DRIVEWAYS ON FM 528 OR ON WINDING WAY BY PROVIDING INTERIOR
ACCESS. SEVERAL ALTERNATIVES WERE DISCUSSED AND IT WAS DECIDED
THAT THE DESIGN MR. GARI'RELL HAD PRESENTED ¾DRKED AS WELL AS ANY arHERS INTRODUCED.
8.CCMPREHENSIVE PLAN (M. W.)
CCMMISSIONER WASSON REVIEWED THE STATUS OF THE COMPREHENSIVE PLAN
AND STATED THAT THE PARKS OOARD WAS PREPARING THEIR PORI'ION AND
EXPECTED 'ID ca-1PLETE THE PRQJECI' IN A FEW WEEKS.
9.MINUTES FOR APPROVAL: APRIL 4, 1991 -APPROVED AS READ
APRIL 18, 1991 -COMMISSIONER McHUGH MADE A IDI'ION 'ID AMEND THE
MINUTES TO ADD A STATEMENT.
