A REGULAR MEETING OF THE FRIENDSViOOD PLANNING AND ZONING CCM-1ISSION WAS
HEID ON THURSDAY, JUNE 20, 1991, AT 7:00 P.M. IN THE CITY HALL COUNCIL
CHAMBERS. THE FOLLCWING MEMBERS WERE PRESENT:
BAKER -CHAIRMAN
COLBURN
FINGER

WITH A QUORUM PRESENT, KONCABA, McHUGH AND RODGERS ABSENT, CHAI RM.AN
BAKER CALLED THE MEEI'ING OF THE PLANNING AND ZONING C0.\1MISSION TO
ORDER, CHAIRMAN BAKER CALLED FOR ANY COMMUNICATIONS FRa-1. THE PUBLIC
NOi' PERI'AINING TO AN AG ENDA ITEM, WITH NO COMMUNICATIONS FRa-1. THE
PUBLIC, THE CCMMISSION CONSIDERED THE FOLU:M:NG ITEMS.
1.CONSIDERA'fION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OF BOCA
RA'IDN, SECTION I, (5 BLCCKS, 73 LCYrS) LOCATED ON FM 528 -
MUNICIPAL ENGINEERING.
CITY ENGINEER THam>SON CCMMENTED THAT CITY STAFF WAS MISSING
SEVER AL ITEMS. lJOHN GARDNER OF MUNICIPAL ENGINEERING STATED THAT
THE STATE HIGHWAY DEPAR'IMENT HAD GIVEN THEIR VERBAL APPROVAL BUI'
THAT THE DEVELOPER HAD NOT RECEIVED THE PERMIT. HE ADDED THAT
THERE WERE 'ThD PIPELINE LE'ITERS OUTSTANDING AS WELL AS AN UPDATED
TITLE REPORI'. THE CCMMISSION AGREED THERE WERE TOO MANY
CONTINGENCIES TO GIVE APPROVAL AND ADVISED THE DEVELOPER THAT THE
PLAT IDULD BE PLACED ON THE NEXT AGENDA. CHAIRMAN BAKER REMINDED
THE CCMMISSION THAT THE JULY 4th HOLIDAYS IDULD EFFECT THE NEXT
REGULAR MEETING OF THE PLANNING AND ZONING CCM1.ISSION AND ASKED IF
A SPECIAL MEE'l'ING MIGHT BE IN ORDER. IT WAS AGREED THAT IF THE
DEVELOPER RECEIVED ALL OF THE OUI'STANDING ITEMS, A SPECIAL MEETING
COULD BE CALLED IN AN EFFORI' 'l'O SAVE TIME AND MONEY FOR THE
DEVELOPER. DEVELOPMENT COORDINATOR HENRY REMINDED THE COMMISSION
OF THE 72 HOUR REQUIREMEN'l' FOR POSTING A SPECIAL MEEI'ING.
2.PRE APP -CEDAIWX)D SUBDIVISION -5 LCYrS -4. 077 ACRES -T. RIVES
TC\'1MY RIVES ADDRESSED THE CCM-1ISSION REGARDING A PIECE OF PROPERI'Y
LOCATED ON FM 518 WHICH IS CURRENTI.Y ZONED OBD (Oill BU SINESS
DISTRICT). HE PRESENTED A PROPOSED PLAT OF THE SUBDIVISION WHICH
YIDULD AIJ.DW THE FRON!' PORI'ION OF THE TRACT TO REMAIN OBD AND THE
REAR SECTION TO BE REZONED AS SFR (SINGLE FAMILY RESIDENTIAL).
THE CCM1ISSION APPROVED THE CONCEPT,
3.PRE APP -THE PARK 2,205 ACRES -4 LCYrS -VICTORIA WAY -BALLARD
THE 2.205 ACRES IS PRESENTLY ZONED SFR (SINGLE FAMILY RESIDENTIAL)
AND IS TO BE PIATI'ED INTO 4 LCYrS. KEN'l' BALLARD EXPLAINED THAT
THERE HAD BEEN COJ:\X::ERN WITH THE CLOSE PROXIMITY OF THIS PR OPERI'Y

PI.AT OOUID ALIOW HOMES 'IO BE CONSTRT.X:TED AN ADEQUATE DISTANCE FROM
FM 528 MAKING THE LOTS rt.DRE DESIRABLE FOR SALE. THE Ca.1MISSION
CONCURRED THE CONCEPT WAS AGREEABLE BUT EXPRESSED CONCERN THAT A
PUBLIC HEARING MIGHT BE REQUIRED. PLANNING AND ZONING STAFF WILL
INVESTIGATE AND INFORM MR. BALIARD AS 'IO WHAT WILL BE REQUIRED.
4.PRE APP -MFR-L 1.366 ACRES -6 UNITS -BALI.ARD
KENT BALI.ARD INFORMED THE CCMMISSION THAT 1.366 ACRES HAD BEEN
ZONED TO ACCG1rt.DDATE CONID1INIUMS; HCWEVER, THE EXISTING CONDO'S
HAD NOT SOLD WELL AND THE DEVELOPER WISHED TO PI.AT THE PROPERTY TO
ACCCT-1MJDATE PATIO HOMES. DISCUSSION FOLLOWED REGARDING THE
CONNECTION OF PROPERTIES 'IO MEET THE ZERO Im LINE REQUIREMENT IN
THE ZONING ORDINANCE. IT WAS THE UNANIM:>US DECISION OF THE
ru1MISSION THAT IF THE STRUCTURES SHARED A CXM10N WALL AT ANY
POINT, THEY OOULD MEET THE INTENDED REQUIREMENTS OF THE
ORDINANCE.
5.ca.1PREHENSIVE PLAN (M. W. )
THE PLANNING AND ZONING STAFF WAS DIRECTED BY THE CCMMISSION TO
BUDGET IN THE lJPCavlING FISCAL YFAR, THE PUBLICATION AND PRINI'ING
OF 'l'HE CCW>REHENSIVE PLAN, THE ZONING ORDINANCE, AND THE
SUBDIVISION ORDINANCE AS WELL. COMMISSIONER WASSON EXPLAINED THAT
'l'HE PARKS BOARD WAS CLOSE TO ARRIVING AT A CONCLUSIVE PRODUCT FOR
THEIR PORI'ION.
