A REGULAR MEEI'ING OF THE FRIENDSWOOD PLANNING AND ZONING CCM1ISSION WAS HELD ON THURSDAY, OCTOBER 3, 1991, A'l' 7: 00 P .M. IN THE CI'l'Y HALL COUNCIL CHAMBERS. THE FOLLCM.[NG MEMBERS WERE PRESENT: KONCABA -VICE CHAIRMAN FINGER JORDAN COLB_URN FRANKOVICH -LIAISON THCMPSON -CITY ENGINEER HENRY -DEVELOPMENT COORDINATOR BRINI<MAN -S:OCRNI'ARY WITH A QUORUM PRESENT, BAKER, RODGERS AND WASSON ABSENT, VICE CHAIRMAN KONCABA CAIJ.ED THE MEETING TO ORDER AND ASKED FOR CCMMUNICATIONS FROM THE PU BLIC. WITH NO PUBLIC CCMMUNIC'.ATIONS THE FOLLCMING ITEMS WERE CONSIDERED: 1.A PUBLIC HEARING FOR THE PLANNING AND ZONING CXM'1ISSION TO ROCEIVE PUBLIC INPUT, BOTH ORAL AND WRI'ITEN, REGARDING THE ZONE CLASSIFICATION CHANGE REQUES'l' OF NC (NEIGHBORHOOD COMMERCIAL DISTRICT) TO SP:OCIFIC USE -TEMPORARY BA'ICHING FACILITY -I07E FAMILY 1988 TRUST. MR. W. D. DORSET.r, PRESIDENT OF DORSETT BROI'HERS COl\"'CRETE SUPPLY ADDRESSED THE CCM-1ISSION. HE STATED THAT OORSETT BRarHERS HAD BEEN CONI'RACTED BY J. D. ABRAMB CONSTRUCTION CCMPANY TO FURNISH REDIMIX CONCRNI'E FOR THE PAVING OF FM 528 FROM FM 518 TO HIGHWAY 35.MR. DORSETT SAID THAT IN ORDER TO SUPPLY CONCRNI'E IT WOULD BE NECESSARY TO ERECT A CENTRAL MIX CONCRNI'E PLANT CLOSE TO THE JOB. MR. DORSETT SAID THAT THE CONCRETE WOUID BE LOADED ONTO DUMP TRUCKS TO GO TO THE JOB SIGHT AND ONCE ON THE TRUCK, THERE WOUID BE 20 'l'O 30 MINUI'ES TO WORK WITH IT. HE GAVE THE PARI'ICULARS OF TIME FRAME INVOLVED AND EXPLAINED THAT IN ADDITION TO TIME CONSTRAINI'S, DORSETT BRarHERS WOUID COMPLY WI'l1H THE STATE OF TEXAS AIR QUALITY CONTROL BOARD REGULATIONS. THOSE REGULATIONS REQUIRE THAT THE PLANT BE 300 FEET FRCM ANY BUILDING AND AT LE.AST 1/4 OF A MILE FRCM ANY RESIDENCE. HE SAID THERE WOULD BE DUST COIJ.ECI'ORS ON AIJ., EMISSION POINTS AND THAT ROADS INl'O OR OUT OF 'l'HE PLANT WOULD BE SPRINKLED WITH WATER TO CONTROL DUST. OORSETT ALSO STATED THAT THE STATE WIIL OONITOR THE OPERATION VERY CLOSELY AND THEN GAVE PARI'ICULARS ON THE DIFFERENT J?OR'rIONS OF 'l'HE PLANT (HEIGHT AND SIZE) • WHEN THE PROJECT IS OVER, DORSETT SAID, THEY WOULD CLFJ\N UP THE PROPERI'Y AND IT WOULD BE AS IF THEY HAD Nh""'VER BEEN IN THE ARFA. JOHN ABHAMS WAS ASKED THE TIME FRAME FOR THE PROJECT AND HE REPLIED THAT THEY HOPED IT ·woULD BE 12 'l'O 15 .MONTHS, Bur ARE HAVING Sa.IB RELOCATION PROBLEMS AND IT COULD POSSIBLY BE 18 TO 20 OONTHS. VICE CHAIRMAN KONCABA ASKED FOR QUESTIONS FROM THE PUBLIC. THERE WERE QUESTIONS REGARDING WATE.'R TO THE PROJECT AND THE EFFECT IT WOUI.D HAVE ON THE LCCAL RESIDENTIAL WEILS. ENGINEER THCMPSON 11 [ u P&Z Page 2 STATED THAT THERE WAS NCYr A PROBLEM SUPPLYING CITY WATER TO THE SITE AND THERE SHOULD Nar BE ANY EFFEC'l1 ON THE LOCAL WELLS. MAYOR SCHRADER ASKED ABOUT THE QUANTITY OF GRAVEL WHICH WILL BE HAULED IN AND STORED ON THE JOB SITE. DORSEIT ANSWERED THAT THERE WOULD BE APPROXIMATELY 75,000 TONS OF GRAVEL AND APPROXIMATELY 4-6, 000 'IONS MAXIMUM STORED ON THE PROPERTY. THE MAYOR ASKED QUESTIONS REGARDING DUST FROM SAND AND GRAVEL STORED ON THE PROPERTY TO WHICH MR. DORSEIT REPLIED THA'l' THE SAND WOULD CCME INI'O THE PROPERTY IN A DAMPENED STATE AND GRAVEL WOUID BE DAMPENED REGULARLY AS PER STATE REQUIREMENTS. HE AI.SO SAID THERE WOULD BE APPROXIMATELY 10-15 WADS OF SAND IN GRAVEL C(l,LTNG INTO THE PLANT, ALTHOUGH NaJ.' EVERYDAY AND THE SAND WILL BROUGHT IN FRCM OUTSIDE OF 'l"HE CITY LIMITS. THERE COULD BE AS MUCH AS 250 DUMP TRUCK WADS ON A LARGE WORK DAY, BUT THERE WOULD BE A WIDE DRIVEWAY AND THE DUMP 'rRUCKS WILL TRY TO RUN ON THE SHOULDER UNTIL IT CAN GET ON THE ROADWAY. MAYOR SCRADER REMINDED THAT THE TRUCKS WOULD HAVE TO YIEID TO THE EMERGENCY VEHICLES THAT WOULD POSSIBLY DEPARI' FRCM THE FIRE STATION LOCATED NEXT TO THE PROPERTY. DORSETI'l' SAID THEY WOULD CCMPLY. COill\�IL MEMBER FRAl\lKOVICH CCMMENTED THAT HE DID NCYr FEEL THE ZONE CLASSIFICATION CHANGE WAS REX)UIRED DUE TO THE FACT THAT THIS WAS A TEMPORARY PLANT. HE ALSO CI'l'ED OTHER REA.SONS. CYrHER COUNCIL MEMBERS MADE CCMMEN'rS REGARDING THE WATER CONSUMPI'ION, THE USE OF FLAQIJEN, AND PEAK TRAFFIC PROBLEMS. THERE WF.RE APPROXIMATELY 3 TO t1 PERSONS WHO SPOKE IN OPPOSITION TO THE ZONE CLASSIFICATION CHANGE REQUEST. THE PUBLIC HEARING WAS CLOSED. 2.CONSIDERATION A.ND POSSIBLE ROCCMMENDATION REGARDING THE ZONE CLASSIFICATION CHANGE REQlJEST OF NC (NEIGHBORHOOD CCMMERCIAL DISTRICT) TO SP:OCIFIC USE -TEMPORARY BA'ICHING FACILITY -LOWE F.AMILY 1988 TRUST. CCMMISSIONER FINGER MADE A MOTION THAT THE PLANNING AND ZONING CCMMISSION MAKE POSITIVE ROCCMMENDATION REGARDING THE ZONE CLASSIFICATION CHANGE REQUEST. SECOND: JORDAN VCYrE FOR: UNANIMOUS OPPOSED: NONE MOTION C'..ARRIED. 3.PRE APP -CLEARFIEID SUBDIVISION -912 ACRE TRAC"r OF LAND OF OF F .M. 2351 AND MELODY LANE -RUSSEI..J., D. PLANK & ASSOC., INC. RUSSEI..J., PLANK MADE A PRESENTATION 'l'O THE PLANNING AND ZONING CCMMISSION OF A PROPOSED SUBDIVISION TO BE CONSTRUCTED SIMILAR TO "FIRST COWNY" AND CYrHER MASTER PLANNED CCMMUNITIES. HE STATED THAT THE PROPERTY HAD NUMEROUS PIPE LINES RUNNING THROUGH IT AND FOR 'l'HAT REASON SCME OF THE wrs WOULD HAVE TO BE 70' TO 75' IN WIDTH IN ORDER THAT IT BE A PROFITABLE VENl'URE. HE STATED THAT THE HCMES WOULD BE QUALI'rY HGIBS RANGING IN SIZE FRCM 2,000 TO 3,000 SQUARE FEfil'. THE GENERAL CONSENSUS OF THE COMMISSION WAS THAT THEY WOULD LIKE TO SEE A Ca-1MUNITY OF THIS SORT, BUT WOULD NCYr AGREE TO THE SMALIER r.ars AND ASKED THAT PLANK A.ND ASSOCIATES r ·1 l_j P&Z Page 3 REVISE THEIR PLANS 'IO CCMPLY WITH 'l'HE 90' MINIMUM I/Jr REQUIREMENTS. 4.CONSIDERA'rION AND POSSIBLE ACTION REGARDING THE FINAL PLAT OF FORES'IWOOD SUBDIVISION -3. 2895 ACRES OF LAND SUBDIVIDED INTO 5 LCfl'S, LOCATED ON FRIENDSWCOD -LINK ROAD -MUNICIPAL ENGINEERING. 'l'HIS ITEM WAS NaI' READY AND WAS WITHDRAWN FRCM THE AGENDA. 5.PRE APP -DREW MEADCWS 4 .1139 ACRE TRACT OF LAND 'IO BE SUBDIVIDED INl'O 5 LCfl'S LOCATED AT FM 2351 AND WESTFIEID -MUNICIPAL ENGINEERING. THE CCM-1ISSION REVIEWED THE PRE APP. THERE WAS SCME DISCUSSION REGARDING THE DRAINAGE OF THE PROPERI'Y AND THE DEDICATION OF RIGHT-OF-WAY FOR DRAINAGE PURPOSES. THE IMPACT ON DRAINAGE WIIL BE RATHER SMALL DUE 'IO THE LARGE SIZE OF THE TOTS. THE CCM-1ISSION AGREED 'IO THE CONCEPT OF THE PLAT. 6.CONSIDERATION AND POSSIBLE RECCM-1ENDA'l'I0N TO CITY COUNCIL 7. REGARDING THE ADOPTION OF THE PROPOSED UPDATED ZONING MAP. THE COi.MISSION REVIEWED THE ZONING MAP AND ENGINEER THCMPSON STATED THAT THE STAFF HAD TO DO A LITI'LE MORE WORK ON IT. CCMMISSIONER JORDAN ASKED IF THE FIOOD PLANE MAP COULD BE OVERLAYED AND ENGINEER THCMPSON SAID THAT IT WAS SOMETHING THAT S'rAFF HOPED TO DO AT A LATER TIME. CCM-1ISSIONER JORDAN SAID SHE WOUID LIKE TO WAIT 'IO SEE ALL OF THE CORRECTIONS BEFORE MAKING A MJI'ION REGARDING THE MAP. CCM-1ISSIONER FINGER MADE A MJI'ION THAT THE PLANNING AND ZONING CCMMISSION MAKE RECCM1ENDATION FOR THE ADOPTION OF THE PROPOSED ZONING MAP WITH CORRECTIONS. SECOND: COLBURN VaI'E FOR: KONCABA, COLBURN, FINGER OPPOSED: JORDAN MOI'I0N CARRIED. INFORMAL DISCUSSION REGARDING THE PARKS ORDINANCE AND THE CCMPREHENSIVE PLAN (M.W.) COUNCII..MEMBER FRANKOVICH STATED THAT CCMMISSIONER WASSON HAD PRESENTED A PARK ORDINANCE FRCM LEAGUE CITY AND THAT A COPY OF IT HAD BEEN FORWARDED 'IO THE PARKS DEPARI'MENT. THE LEAGUE CITY PARKS BOARD HAD MADE A RECCM1ENDATION THAT THE CITY ST.ARI' CHARGING A FEE PER HOUSEHOLD FOR PARK LAND. FRANKOVICH INTRODUCED PAT HALLISEY WHCM HE HAD INVITED TO SPEAK WITH THE CCM-1ISSION REGARDING THE DEVELOPMENT OF A PARKS ORDINANCE FOR THE CITY OF FRIENDSWCOD. MR. HALLISEY IS NC:W WITH THE GALVESTON COUNTY PARKS BOARD BUT WAS WITH LEAGUE CITY AT THE TIME OF THEIR PARKS ORDINANCE ADOPTION. MR. HALLISEY SPOKE WITH 'rHE CCM,ITSSION ADDRESSING LEAGUE CITY'S VIEW' OF THE ORDINANCE. VICE CHAIRMAN KONCABA EXPRESSED THE APPRECIATION OF THE PLANNING AND ZONING CCM-ITSSION FOR HIS TIME AND EFFORI'.
